Citizens perform administrative procedures at the Provincial Public Administration Service Center

The Provincial People's Committee continues to direct the development and improvement of the quality of promulgation of legal documents to ensure compliance with legal procedures; develop mechanisms and policies that are close to the actual situation of the province. Specialized agencies focus on inspecting legal documents issued by the Provincial People's Committee and District People's Committees, and at the same time reviewing, amending, supplementing, and replacing documents that are no longer in accordance with the law and practice after the organizational structure is reorganized. In the first quarter of 2025, specialized agencies conducted self-inspection of 25 legal documents issued by the Provincial People's Committee; inspected 10 legal documents issued by the People's Council and District People's Committees under their authority; reviewed and recommended handling of 38 legal documents including 8 resolutions and 30 decisions with contents that are no longer in accordance with the law and practice.

Since the beginning of the year, the Chairman of the Provincial People's Committee has issued 71 decisions to announce a total of 318 administrative procedures, including 34 newly issued administrative procedures, 166 amended, supplemented, replaced administrative procedures, and 81 administrative procedures that have been canceled or abolished; issued 18 decisions to approve internal procedures for handling administrative procedures under the management and handling authority of departments, branches, sectors, People's Committees of districts, cities, and People's Committees of communes, wards, and towns across the province. Up to now, 100% of administrative procedures under the handling authority of all levels of government in the province have announced internal procedures for handling administrative procedures to serve as a basis for electronically processing administrative procedures in the province's electronic One-Stop Information System software; at the same time, they are made public on the National Database of Administrative Procedures and synchronized with the Bac Kan Provincial Public Service Portal in the "Administrative Procedures" section; thereby facilitating the study and lookup of administrative procedures for individuals, organizations and enterprises in the province. Currently, the Provincial People's Committee is focusing on directing agencies and units to review and evaluate administrative procedures; the review and evaluation period starts from March 1, 2025 to March 31, 2025.

In order to improve the satisfaction index of people and businesses with the service of state administrative agencies, the One-Stop Shop at all levels in the province continues to implement many solutions in administrative procedure reform under the direction of the Provincial People's Committee such as handling administrative procedures in the form of "no waiting"; "Day without appointment", "Online public service day"; the model "30 minutes extra for the people" and the model "Saturday morning for the people"...

One of the key tasks that all levels and sectors in the province focus on implementing is the arrangement of the apparatus organization according to the Conclusions of the 13th Party Central Committee and the direction of the province on implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and arrange the apparatus organization of the political system to be streamlined, effective and efficient".

After the reorganization, Bac Kan province reduced from 18 departments (departments and equivalent agencies) to 13 departments, including: Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Construction; Science and Technology; Culture, Sports and Tourism; Education and Training; Health; Ethnicity and Religion; Provincial Inspectorate; Provincial People's Committee Office.

At the district level, each district and city will reduce from 11 specialized departments to 10 specialized departments, including: Internal Affairs; Culture, Science and Information; Agriculture and Environment; Ethnicity and Religion; Economy, Infrastructure and Urban Areas; Justice; Finance - Planning; Education and Training; District Inspectorate; Office of the People's Council and People's Committee.

Determining that administrative reform continues to be a key task in the direction and administration, Bac Kan province has been focusing on directing the handling of public assets after the rearrangement of specialized agencies at the provincial and district levels, along with continuing to implement the construction of projects to merge administrative units at all levels to ensure compliance with the progress and roadmap prescribed by the Central Government./.
