According to the Office of the Party Central Committee, at the 13th Party Central Committee Conference held on the afternoon of August 16, the Party Central Committee elected three additional members to the Secretariat of the 13th Party Central Committee, including Mr. Nguyen Duy Ngoc, Chief of the Office of the Party Central Committee; Mr. Trinh Van Quyet, Director of the General Department of Politics of the Vietnam People's Army; and Mr. Le Minh Tri, Chief of the Supreme People's Procuracy.
Mr. Nguyen Duy Ngoc (60 years old), hometown: Luong Bang Town, Kim Dong District, Hung Yen Province; Master of Law degree. Mr. Ngoc is a member of the 13th Party Central Committee.
Mr. Nguyen Duy Ngoc
Mr. Nguyen Duy Ngoc started his career as the Chief of Thanh Tri District Police, Head of the Road and Railway Traffic Police Department (PC27), Hanoi City Police. By 2012, Mr. Ngoc held the rank of Colonel, holding the position of Chief of Office of the Investigation Police Agency (PC44). More than a year later, in March 2013, Mr. Ngoc was appointed Deputy Director of Hanoi City Police, then concurrently Head of the Investigation Agency of Hanoi City Police (from January 2014).
Since 2016, Mr. Ngoc has been appointed as Deputy Director General of the General Department of Police, then Director of the Department of Investigation Police for Crimes of Corruption, Economy, and Smuggling. Since August 2019, Mr. Ngoc has held the position of Deputy Minister of Public Security. At the 13th National Party Congress in January 2021, Mr. Ngoc was elected to the 13th Party Central Committee.
On June 3, the Politburo decided to transfer and assign Mr. Nguyen Duy Ngoc to be the Chief of the Party Central Office.
Mr. Trinh Van Quyet (58 years old), hometown Thanh Ha district, Hai Duong province; bachelor's degree. Mr. Quyet is a member of the 13th Party Central Committee, Deputy Director of the General Department of Politics of the Vietnam People's Army since April 2021, Senior Lieutenant General (since August 2023).
Mr. Trinh Van Quyet
Mr. Trinh Van Quyet worked for many years in Military Region 2, holding the positions of Deputy Political Commissar, Political Commissar of the Military Region, Secretary of the Military Region Party Committee (since May 2016).
At the 13th National Congress of the Party (January 2021), he was elected as a member of the Party Central Committee for the 2021-2026 term. In April 2021, he was appointed Deputy Director of the General Department of Politics of the Vietnam People's Army.
He was promoted to the rank of Major General in 2016, Lieutenant General in 2020 and Senior Lieutenant General in August 2023. In early June, Mr. Trinh Van Quyet was appointed by the President as Director of the General Department of Politics of the Vietnam People's Army.
Mr. Le Minh Tri (64 years old), hometown in Tan Thong Hoi commune, Cu Chi district, Ho Chi Minh City; university degree in security, bachelor of law. Mr. Tri is a member of the Party Central Committee of the 12th and 13th terms; a National Assembly delegate of the 14th and 15th terms.
Mr. Le Minh Tri
Mr. Tri was a student at the People's Security University (now the People's Security Academy), then worked at the Ho Chi Minh City Police Department. From 1992 to 2000, Mr. Tri was a seconded officer with the rank of lieutenant colonel in the security department, Secretary to the Chairman of the Ho Chi Minh City People's Committee. After that, Mr. Tri spent many years working at the Ho Chi Minh City People's Committee, holding the highest position as Vice Chairman of the Ho Chi Minh City People's Committee.
Since 2013, he has been appointed as Deputy Head of the Central Internal Affairs Committee. From April 2016 to present, he has been elected as Chief Prosecutor of the Supreme People's Procuracy. At the recent 13th National Congress, he was re-elected as a member of the 13th Party Central Committee.
At the beginning of the 13th term, the 13th Party Central Committee Secretariat consisted of a number of assigned Politburo members and 5 members elected at the 1st Conference of the Party Central Committee in 2021, comprising 11 members. To date, after additional elections, the 13th Party Central Committee Secretariat currently has 11 members:
