The government has 7 deputy prime ministers, 17 ministers and heads of sectors.
On February 18, at the 9th extraordinary session, the National Assembly passed resolutions on the organizational structure and number of Government members for the 2021-2026 term.

Accordingly, the Government apparatus consists of 14 ministries and 3 ministerial-level agencies. The 14 ministries include: National Defense; Public Security; Foreign Affairs; Home Affairs; Justice; Finance; Industry and Trade; Agriculture - Environment; Construction; Culture - Sports - Tourism; Science - Technology; Education - Training; Health; Ethnicity and Religion.
Three ministerial-level agencies include: State Bank of Vietnam; Government Inspectorate and Government Office.
Of which, 6 new ministries were established on the basis of rearranging ministries and agencies, including: Ministry of Finance (merging the Ministry of Planning and Investment and the Ministry of Finance); Ministry of Construction (merging the Ministry of Construction and the Ministry of Transport); Ministry of Agriculture and Environment (merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment); Ministry of Science and Technology (merging the Ministry of Information and Communications and the Ministry of Science and Technology); Ministry of Home Affairs (merging the Ministry of Labor - Invalids - Social Affairs and the Ministry of Home Affairs); Ministry of Ethnic Minorities - Religions (based on the Ethnic Minorities Committee and the functional part, organizational structure on religion from the Ministry of Home Affairs).

With this structure, the Government has 25 members, including the Prime Minister, 7 Deputy Prime Ministers, 14 ministers and 3 heads of ministerial-level agencies.
The new Government apparatus has 5 fewer ministries than the previous structure. The number of Government members is also 3 fewer than before.
Approval of 2 more Deputy Prime Ministers
On the same day, after approving the organizational structure and number of Government members, the National Assembly also carried out the approval process for the appointment of deputy prime ministers.
Accordingly, the National Assembly approved Mr. Nguyen Chi Dung, former Minister of Planning and Investment, and Mr. Mai Van Chinh, former Deputy Head of the Central Committee for Mass Mobilization, to hold the position of Deputy Prime Minister for the 2021-2026 term. The approval of the appointment of Mr. Nguyen Chi Dung and Mai Van Chinh as Deputy Prime Ministers was decided by the National Assembly by secret ballot and passed by a separate resolution.
Mr. Nguyen Chi Dung was approved by the National Assembly to be appointed as Deputy Prime Minister.

Mr. Nguyen Chi Dung (born in 1960); native of Ha Tinh; PhD in economic management. Mr. Dung is a member of the Party Central Committee for the 11th, 12th, and 13th terms; a National Assembly delegate for the 14th and 15th terms. He has held the position of Minister of Planning and Investment for 2 terms, from 2016 to present, when the Ministry of Planning and Investment merged with the Ministry of Finance to form the new Ministry of Finance.
Mr. Mai Van Chinh (born in 1961), from Long An, has a master's degree in business administration and is an agricultural economist. Mr. Chinh is a member of the Party Central Committee for the 10th, 11th, 12th, and 13th terms. Mr. Chinh has been Deputy Head of the Central Organization Committee since February 2015. In August 2024, he was transferred and appointed as Head of the Central Mass Mobilization Committee until this agency was merged with the Central Propaganda Department to form the Central Propaganda and Mass Mobilization Committee recently.
With the approval of the appointment of Mr. Nguyen Chi Dung and Mr. Mai Van Chinh as Deputy Prime Ministers, the Government now has 7 Deputy Prime Ministers according to the structure approved by the National Assembly. Accordingly, the 7 Deputy Prime Ministers include Mr. Nguyen Hoa Binh (permanent Deputy Prime Minister), Mr. Tran Hong Ha, Mr. Le Thanh Long, Mr. Bui Thanh Son, Mr. Ho Duc Phoc, Mr. Nguyen Chi Dung, and Mr. Mai Van Chinh.
Mr. Mai Van Chinh was approved by the National Assembly to be appointed as Deputy Prime Minister.

Approval of appointment of 4 new ministers
At the same time, the National Assembly also approved the appointment of 6 ministers of 6 newly established ministries.
Accordingly, the National Assembly approved the appointment of Mr. Do Duc Duy, former Minister of Natural Resources and Environment, as the newly established Minister of Agriculture and Environment. Mr. Do Duc Duy (born in 1970), from Thai Binh, has a master's degree in construction. He is a member of the 12th Party Central Committee, former Secretary of the Yen Bai Provincial Party Committee, and was approved by the National Assembly to be appointed as Minister of Natural Resources and Environment from August 26, 2024.
The National Assembly also approved the appointment of Mr. Tran Hong Minh, former Minister of Transport, to the newly established position of Minister of Construction. Mr. Tran Hong Minh (born in 1967), from Hanoi, has a doctorate in engineering. Mr. Minh is a member of the 12th Party Central Committee, former Secretary of the Cao Bang Provincial Party Committee, and was approved by the National Assembly to be appointed as Minister of Transport from November 2024.
Mr. Nguyen Manh Hung, former Minister of Information and Communications, was approved by the National Assembly to be appointed as Minister of the newly established Ministry of Science and Technology. Mr. Hung (born in 1962), from Bac Ninh, has a master's degree in engineering and a master's degree in business administration. Mr. Hung is a member of the 12th and 13th Central Committee, holding the position of Minister of Information and Communications from August 2018 to present.
The National Assembly also approved the appointment of Mr. Dao Ngoc Dung, former Minister of Labor, Invalids and Social Affairs, as Minister of the newly established Ministry of Ethnic Minorities and Religions. Mr. Dung (born in 1962), from Ha Nam, has a master's degree in public administration. Mr. Dung was a member of the Party Central Committee for the 10th, 11th, 12th and 13th terms, holding the position of Minister of Labor, Invalids and Social Affairs for 2 terms, from 2016 until the end of the ministry's operation.
The ministers of the remaining 10 ministries and 3 ministerial-level agencies will remain as they are now.
