To ensure the exam takes place safely, testing sites need to carefully implement the conditions, invigilation work and thoroughly educate candidates on the correct exam regulations.
No cell phones allowed in the exam room
According to the Ministry of Education and Training, the 2024 high school graduation exam marks an important milestone in general education. This is the exam for the last generation of students studying under the 2006 general education program. However, in terms of scale and nature, this year's exam is no different from previous years' exams, still being held nationwide, at the same time and with the same exam questions.
According to regulations, candidates must be present at the examination room at the time stated on the examination notice to complete the examination procedures; present their identity card or citizen identification card and receive the examination card. Candidates need to check the information on the examination card, if there are any errors in the last name, middle name, first name, date of birth, priority subjects, priority areas, they must immediately notify the examination officer or the person on duty at the examination site for timely handling. In case the candidate loses his/her citizen identification card or other necessary documents, the Head of the examination site will consider and handle the matter.
Candidates who arrive more than 15 minutes late after the test start time signal will not be allowed to take the test. Candidates are allowed to bring into the test room pens, rulers, pencils, erasers, squares, graphing rulers, drawing tools, handheld calculators without text editing functions and without memory cards, Vietnam Geography Atlas (without markings or writing any other content). Candidates are not allowed to bring into the test room documents, communication devices (receiving, broadcasting information, recording audio, video) or information storage devices to cheat during the test. Before taking the test, candidates must write their registration number and information in full on the test paper, test paper, multiple choice answer sheet, and scratch paper.
The testing sites also note: When receiving the test paper, candidates must carefully check the number of pages and the quality of the printed pages; if they discover that the test paper is missing pages or is torn, damaged, smudged, or faded, they must immediately notify the invigilator, no later than 5 minutes from the start of the test. Candidates are not allowed to leave the test room until the multiple-choice test time is over. For the essay test, candidates may leave the room and the testing area after two-thirds of the test time has passed, and must submit the test paper, the test paper, and scratch paper before leaving the room.
The new point of this year's exam is that the exam sites have arranged some waiting rooms for independent candidates to wait until the exam time, because some candidates only take one or several subjects of the combined exam but are not allowed to leave the exam area before the scheduled time. According to our records, so far, localities have arranged enough waiting rooms. In Hanoi, Deputy Head of the Examination Management and Quality Control Department (Hanoi Department of Education and Training) Nguyen Thi Thuy Bach said that the Department requires exam sites to pay attention to arranging backup exam rooms for those locations where candidates do not take all subjects in the combined exam. Each room has seats for 24 candidates, with a minimum distance of 1.2m between two candidates.
Strengthening inspection and examination
According to Deputy Minister of Education and Training Pham Ngoc Thuong, in 2024, the high school graduation exam will not only be prepared early but also very proactively. Up to now, one of the things that localities and schools have done very well is to support candidates, not allowing any candidate facing economic difficulties or transportation difficulties to not be able to take the exam.
In addition to supporting students in reviewing and consolidating their knowledge, some localities have also taken the initiative in collecting phone numbers of many family members of candidates so that in case candidates arrive late, they will have a plan to pick up or drop off candidates from far away to the exam site. For candidates in difficult circumstances and disadvantaged candidates, localities have plans to support them materially and spiritually to make them feel secure. In remote areas affected by storms and floods, localities have plans to bring students to the exam site in advance.
Quang Binh province often experiences floods, affecting the organization of exams. This year, according to the Standing Vice Chairman of the Quang Binh Provincial People's Committee Doan Ngoc Lam, in order to effectively organize the exam, the province has clearly and specifically assigned responsibilities to each member; thoroughly disseminated the exam regulations and new points in the exam organization to students and teachers. The Provincial People's Committee directed departments, branches, districts and towns to strengthen security, order and absolute safety at exam sites; well implement the transportation of exam papers and exam papers to exam sites to ensure safety. In particular, it is necessary to pay attention to, support and create favorable conditions for candidates in difficult circumstances, especially candidates in the mountainous districts of Minh Hoa and Tuyen Hoa.
The Ministry of Education and Training believes that it is necessary to decentralize responsibilities and strengthen inspection and examination, focusing on prevention, and strictly handling violations. One of the issues that continues to receive special attention is the prevention of exam cheating and violations of high-tech equipment. The Ministry of Education and Training has coordinated with functional units of the Ministry of Public Security to train all exam officials on this issue and determined that prevention, identification, and containment are the main tasks; in which, human work continues to be emphasized. At the same time, propaganda is needed to help candidates understand the seriousness of being discovered cheating and to strictly handle cases of intentional violations.
The National Steering Committee for the High School Graduation Exam has identified the confidentiality of exam papers as extremely important, and all examination councils and steering committees of 63 provinces and cities have been thoroughly informed. When the exam papers are in the process of being written, they are classified as a national secret, and any intentional disclosure of the papers risks criminal prosecution.
Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2024 High School Graduation Exam, said that so far, the preparations of provinces and cities have ensured the conditions of facilities and human resources for the exam to take place safely. Some localities have learned from previous exams, which is to overcome the situation of photocopiers being blurry and smudged; strengthen the electricity, water and lighting systems. In professional work, localities direct implementation with the spirit that all cadres participating in exam supervision and grading activities are trained according to their tasks and functions.
