According to Decision 1431/QD-CTN signed by President Vo Van Thuong on November 28, 42 individuals were awarded the title of People's Artist (NSND). This is the latest list of conferring the title of NSND in the second phase of 2023. The first list was approved and signed by the President on June 22, with 77 artists being awarded the title. Including both lists, a total of 119 artists were awarded the title of NSND for the 10th time, including Meritorious Artist Pham Phuong Thao (singer Phuong Thao). Phuong Thao is the youngest artist (41 years old) among those awarded the title of NSND this time. In 2016, Phuong Thao was also the youngest singer to be awarded the title of NSUT.

With a rare singing voice, Phuong Thao showed her love for music from a young age, so she chose to take the entrance exam to the Military College of Culture and Arts. During her first year, Phuong Thao participated in many music competitions. In 1999, Phuong Thao entered the Hanoi Good Voice contest and won the third prize. During the years 2000 - 2002, the female singer continuously won many Gold medals at professional national music festivals. Pham Phuong Thao grew up from the Huong Sen Song and Dance Troupe, Nghe An. The female singer possesses a beautiful, strong, emotional voice when pursuing folk and lyrical music. After graduating from the Military College of Culture and Arts, Pham Phuong Thao joined the Vietnam Music and Dance Theater. The turning point for Pham Phuong Thao came when she participated in the Sao Mai contest in 2003 . Many audiences remember the image of a slender girl in a modernized white ao dai with curly hair, making many hearts flutter when singing the song A song of the heart of a Ha Tinh person. In the end, the beauty won the third prize in the Folk music category. Although she did not win the highest prize, Phuong Thao also won the award for Most Favorite Singer . After the contest, the beauty from Nghe An received more attention from the public. She quickly became a "strange wind" and received 5-7 shows every day. She has released many albums that are loved by many people such as A song of the heart, Lullaby of the country, Mother, Dream of the countryside, Sad melody of love, Tri am ... In 2018, she attracted attention with her own live show celebrating 20 years of singing called Dream of love. In 2022, she was honored in the program Con duong am nhac of Vietnam Television. Pham Phuong Thao is a member of the jury of Sao Mai 2019 and 2022 contest, and a judge of the National Television Festival 2023.
