Speaking at the ceremony, President Vo Van Thuong affirmed that the titles of People's Artist and Meritorious Artist are honorable and noble titles that the Party and State bestow on individuals who have made many contributions and have been long-term attached to the fields of culture and art; have intelligence and dignity, wholeheartedly serve the people, and contribute to the revolutionary cause; are artistic talents, have excellent works of high ideological and artistic value, and are well received, loved and admired by the public.

Speaking at the award ceremony, President Vo Van Thuong acknowledged and highly appreciated the creative working spirit of generations of artists and affirmed that the Party, State and People have had many forms of praising and honoring artists.

People's Artists and Meritorious Artists are truly "precious assets of the country". Regardless of their age or ethnicity, they have made valuable contributions to Vietnamese culture, contributing significantly to the great achievements of historical significance of the country.

President Vo Van Thuong said that the new context, new opportunities intertwined with many difficulties and challenges are posing increasingly high requirements and tasks for all fields of artistic activities. In which, the most important task is to promote the good values ​​of Vietnamese culture, foster the qualities of Vietnamese citizens and people in the new era, encourage aspirations and will to rise up, arouse optimism, passion for work, responsibility, discipline and creativity. Promote national pride, the spirit of great solidarity, the will to be self-reliant and self-reliant and the aspiration to develop Vietnam to become increasingly prosperous and the society to become more civilized and progressive.

The President affirmed that the cultural and artistic community must constantly innovate and experiment with new methods of expression suitable for Vietnamese culture, reaching out to the region and the world, producing many good works, conveying humane and beautiful values, meeting the people's increasing demand for cultural enjoyment, narrowing the gap in cultural enjoyment between urban and rural areas, between regions and social classes, between plains and mountainous areas, remote and isolated areas; contributing to creating strong changes in social development management, implementing social progress and justice, improving the quality of life and happiness index of everyone.

The President requested agencies, organizations, ministries, sectors and localities to continue to deeply understand the role of culture, art and artists. Continue to care for, encourage and motivate the country's cultural and artistic workforce to promote their talents, artistic creativity, and dedication with full awareness of difficulties, challenges and opportunities in development, their social responsibilities and civic duties, and contribute more to the cause of developing an advanced Vietnamese culture imbued with national identity, building and defending the Fatherland. Have appropriate policies to care for artists, ensuring that artists can make a living from their profession. Pay attention to the work of nurturing young talents, especially in traditional art fields that are lacking in the next generation.

At the 10th People's Artist and Meritorious Artist Title Award Ceremony in 2024, 125 Meritorious Artists were awarded or posthumously awarded the People's Artist title; 264 artists were awarded or posthumously awarded the Meritorious Artist title. The honored artists are in the fields of music, theater, cinema, radio - television, dance, etc.

The oldest People's Artist to receive the award is artist Hung Minh, a reformed opera actor in Ho Chi Minh City, 94 years old. The youngest People's Artists are artist Hoai Thu, an actress at the Hanoi Cheo Theatre, and artist Ho Ngoc Trinh, an actress at the Long An Reformed Opera Theatre, both 40 years old.

The oldest male Meritorious Artist is Nguyen Quy Hai (Army Drama Theater) at 92 years old; the oldest female Meritorious Artist is Le Mai (Hanoi Drama Theater) at 85 years old. The youngest male Meritorious Artist is Vu Thanh Tuan, actor of the Vietnam Circus Federation (34 years old); the youngest female Meritorious Artist is Pham Khanh Ngoc, actor of the Ho Chi Minh City Ballet Symphony Orchestra and Opera (36 years old).

Meritorious Artist Xuan Bac received the title "People's Artist".

According to the Ministry of Culture, Sports and Tourism, the work of considering and awarding the titles of People's Artist and Meritorious Artist is carried out in accordance with the procedures and documents prescribed in Decree No. 89/2014/ND-CP dated September 29, 2014 and Decree No. 40/2021/ND-CP dated March 30, 2021 of the Government. The dossiers requesting the award of the titles of People's Artist and Meritorious Artist are carried out through 3 levels of Councils: Grassroots Council; Ministry/Provincial Council and State Council. The higher-level Council only considers the dossiers submitted by the lower-level Council.

The State Council received 139 applications for the title of People's Artist and 348 applications for the title of Meritorious Artist. Pursuant to the provisions of law, the Council met and voted; accordingly, 136 applications for the title of People's Artist and 347 applications for the title of Meritorious Artist were eligible to report to the Prime Minister for consideration and submission to the President for the 10th time to award the title of "People's Artist" and "Meritorious Artist".
