Today, in the capital Hanoi, a thousand years of culture, a place where the soul of the thousand-year-old mountains and rivers has settled, a place where the cultural quintessence of the nation converges and spreads, I and the leaders of the Party, State, and Vietnam Fatherland Front are happy and excited to meet with intellectual delegates, scientists, and artists in the atmosphere of the Spring of Giap Thin 2024, celebrating the Party and the country's renewal.
On behalf of the Party and State leaders, and with respect and love for intellectuals, scientists, and artists, I would like to send my warm regards and best wishes to the delegates and comrades.

Dear delegates and comrades!
I have read in advance and today listened attentively to the enthusiastic, responsible, and patriotic opinions, expressing trust in the Party's leadership and the valuable suggestions of the delegates for the Party and State to continue to lead and direct our country to increasingly innovate and develop sustainably.
2023, a pivotal year in implementing the Resolution of the 13th National Party Congress, is a very difficult year when the world situation is volatile, complicated, unpredictable, with increasing uncertainties, prolonged conflicts, increasingly extreme weather and severe natural disasters; the world economy is slow to recover, negatively impacting all countries.
In that context, under the correct and wise leadership of the Party, headed by General Secretary Nguyen Phu Trong, our entire Party, people and army have united to overcome difficulties, achieving many important and comprehensive results in all fields with outstanding marks: The macro-economy is basically stable, inflation is controlled, major balances are ensured; politics and society are stable; national defense and security are consolidated and enhanced; the fields of culture, labor, employment, social security, and people's lives are improved and enhanced; policies and laws are constantly improved; the democratic atmosphere within the Party and in society is increasingly promoted, the work of building and rectifying the Party and the political system, and preventing and combating corruption continues to achieve many outstanding results.
Especially with the foreign policy of independence, self-reliance, diversification, multilateralization, being a friend and reliable partner with all countries, Vietnam has constantly expanded and improved the quality of relations with countries around the world, especially major countries; has made a very important contribution to creating a peaceful and stable environment for national development, enhancing the role, position and international prestige of Vietnam, and has been trusted and highly appreciated by international friends.
The achievements of 2023 will add to the country's great and historic achievements after nearly 40 years of implementing the renovation process, creating a premise and favorable conditions for the country to enter 2024 and the following years.
Among those proud achievements, there are valuable and very important contributions from the team of intellectuals, scientists, artists in many fields. I am very happy to see that the team of Vietnamese intellectuals, scientists, artists has grown stronger and stronger in recent times, has become more and more active, and has made increasingly great contributions to the common cause of the Party and the nation.
Through their activities, the team of intellectuals, scientists, and artists have increased the quality of human resources; advised, consulted, debated, and provided many scientific arguments, contributing to perfecting the Party's guidelines and policies, the State's policies and laws; achieved many achievements in specialized and in-depth fields; contributed to promoting digital transformation in many fields, improving labor productivity, production and business efficiency, contributing to improving people's lives, ensuring social security, especially for people in ethnic minority areas, mountainous areas, remote areas, and particularly difficult areas of the country; contributed to disseminating progressive knowledge, educating, and raising people's awareness of political, economic, cultural, and social issues, etc.
Many intellectuals, scientists, and artists are role models in work, study, research, and creativity, dedicating themselves to the people and the country, rising to regional and world levels, being internationally honored, loved, and admired by the public.
On behalf of the Party and State leaders, I would like to express my deep respect and gratitude to generations of intellectuals, scientists, artists - talented people of the country who have devoted their intelligence and efforts, worked tirelessly with love for people and country, always accompanied the Party, nation and people, overcame countless difficulties and challenges so that "our country has never had the foundation, potential, position and international prestige as it does today".

The year 2024 is of special significance, the year of accelerating the successful implementation of the Resolution of the 13th National Congress, starting to prepare for the 14th National Party Congress. The aspiration and vision of developing a prosperous and happy country, striving to become a developing country by 2030, with modern industry and high average income; by 2045, becoming a developed country with high income is a noble goal that we must achieve when celebrating the 100th anniversary of the founding of the Party in 2030 and the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam in 2045, requiring the entire Party, the entire people, and the entire army to firmly believe in the Party's guidelines and the nation's goals, be confident in the strength of Vietnamese culture and people, make great efforts, have high determination and steadfastness.
In the context of the international and domestic situation forecast to continue to develop in a complex and unpredictable manner, with opportunities and challenges intertwined, aspirations and noble goals along with those requirements pose important tasks, bringing great inspiration to the team of intellectuals, scientists, artists in work, research and creation, continuing to accompany the Party, the nation and the people, overcoming all challenges and difficulties, achieving even greater achievements.

The Vietnamese people have a tradition of valuing talents and loving intellectuals. Our Party and State always consider education and training, science and technology as the top national policy, identify culture as the spiritual foundation of society, always promote, respect, pay special attention to, and care for the development of intellectuals, scientists and artists; create all conditions for intellectuals, scientists and artists to develop strongly and comprehensively, contributing more intelligence, talent and creativity to the cause of national construction and development. This is reflected throughout and consistently in the thoughts, perceptions and actions of the Party and State. In each revolutionary period, no matter how difficult, the Party always takes time to discuss and make decisions on intellectuals, science and technology, education and training, literature and art.
Dear delegates and comrades!
The history of development of prosperous countries has clarified a truth, the strength of a nation does not lie in the resources in the ground or the sea but in people with intelligence and dignity. In Vietnam, it is the intellectuals, scientists, artists, especially the talented ones - the "vital energy of the nation", full of aspirations, daring to think, daring to do, innovating and creating, with love for the Fatherland and the people who have played a pioneering and important role, lighting the fires of innovation, laying the foundation for development, opening up potentials, creating breakthroughs, leading the country to overcome difficulties and challenges in each period.
Continuing to build, develop and promote the great role of intellectuals, scientists and artists in the cause of building and defending the Fatherland is a very important and necessary task both in the short term and in the long term. Therefore, Party committees, Party organizations, agencies and organizations in the political system continue to thoroughly grasp and synchronously and effectively implement the Party's Resolutions on intellectuals, science and technology, education and training, culture, literature and art. Raise awareness of the position, role and importance of intellectuals, scientists and artists; actively institutionalize the Party's policies and guidelines, create a favorable environment to best promote the role and contribution of intellectuals, scientists and artists to the cause of building and defending the Fatherland.
Building a team of intellectuals, scientists, and artists that is increasingly strong in quantity and quality, especially a team of leading experts and scientists in key, important, and new fields; training highly qualified human resources, nurturing talents for the country; cultivating literary and artistic talents; arousing patriotism, national pride, aspirations and will to rise up, being ready to devote oneself, contributing intelligence and talent, preserving, conserving and promoting the cultural values of the nation, spreading good things and kindness; actively building an increasingly prosperous country, a more civilized and progressive society.

Promote democracy, respect freedom of thought, freedom of creativity, enhance responsibility and professional ethics; create the best conditions to unleash the potential, promote the intelligence and creativity of intellectuals, scientists and artists. Have an effective mechanism for intellectuals, scientists and artists to participate in consulting, supervising, criticizing, assessing society, advising the Party and State to make correct and timely decisions, meeting the requirements of rapid and sustainable development in the new period. In the immediate future, participate in researching and summarizing 40 years of national renovation; build documents for Party Congresses at all levels, towards the 14th National Party Congress; summarize 50 years of Vietnamese literature and art after the country's reunification.
Associations of intellectuals, scientists, and artists from the central to local levels, especially the Vietnam Union of Science and Technology Associations, the Vietnam Union of Literature and Arts Associations, and specialized associations, continue to strongly innovate their content and methods, improve the quality of their activities, promote, gather, and unite intellectuals, scientists, and artists at home and abroad; truly be a professional working environment, becoming a reliable and solid bridge between the Party, the State, and intellectuals, scientists, and artists.
Dear delegates and comrades!
The country is in dire need of intellectuals, scientists, artists with a passionate love for the Fatherland, deep sympathy for the people, great aspirations, ready to commit themselves, to integrate into the rich and vibrant reality of life of the country, to accompany the Party and the nation on the journey to realize the goal of a rich people, a strong country, democracy, fairness, civilization, and steady progress towards socialism.
I deeply believe that the Vietnamese intellectuals, scientists, and artists, whether living and working in the country or abroad, with love and responsibility, talent and creativity, can all contribute to the Fatherland in their own way; together, we can cultivate and promote the strength of the great national unity bloc and the good values of Vietnamese culture and people, creating a great endogenous strength, making our country increasingly developed, prosperous and happy.
In the warm and friendly atmosphere of the early Spring meeting, once again, I would like to wish all delegates, uncles, brothers and sisters a new year of good health, happiness, abundant creativity and more success in your noble career.
