In the 2022-2023 school year, the country has 2,949 high schools. By the 2023-2024 school year, this number will increase to 2,981 schools.

This is also the only level that increased the number of schools in the last school year.

At secondary school level, the number of schools decreased from 10,761 to 10,753, a decrease of 8 schools.

At the primary level, the number of schools decreased from 12,366 to 12,166, a decrease of 200 schools.

The main reason for the decrease in the number of primary and secondary schools is that some localities have merged administrative boundaries, leading to the merger of schools in the area.

Meanwhile, the number of high schools increased due to the increase in population, especially in urban areas, promoting the construction and establishment of new schools.

According to the summary report of the 2023-2024 school year of the Ministry of Education and Training (MOET), the country has nearly 18.5 million students, a decrease of more than 300,000 compared to the previous school year. However, the decrease is mainly at the primary level.

Secondary school has more than 6.5 million students, an increase of nearly 500,000.

High school level is approximately 3 million students, an increase of more than 100,000. Of which, 5 localities have a very high number of high school students: Hanoi (293,825 students), Ho Chi Minh City (251,930 students), Thanh Hoa (103,636 students), Nghe An (109,764 students) and Dong Nai (88,899 students).

It can be seen that increasing 32 schools does not meet the actual needs when the number of schools needed for this number of students is about 50 schools.

Regarding the limitations and shortcomings in the general education sector in the 2023-2024 school year, the report of the Ministry of Education and Training stated that after the arrangement, merger, and re-planning of schools and school locations, in some scattered residential areas, traffic was disrupted, affecting students' ability to go to school.

In addition, some schools are facing difficulties in resolving policies and regimes for managers, office staff, accountants... who are redundant after the merger and have not yet found effective solutions.

In the past school year, the implementation of teaching integrated subjects in the 2018 General Education Program such as Natural Sciences, History and Geography, local education, career guidance activities... in some localities still encountered difficulties.

"Organizing activities during class hours is sometimes still formal, ineffective, and not true to nature.

The reason is that the awareness and capacity of a number of managers and teachers are still limited, and current teachers do not meet the requirements to take on all subjects; leading to the implementation of the guiding documents of the Ministry of Education and Training not being in line with the spirit of innovation, causing difficulties and inefficiency in the implementation process compared to the 2022-2023 school year," the report stated.

However, the last school year recorded an improvement in the quality of mass education and key education for high school students.

In particular, the work of selecting national excellent students and organizing excellent student delegations to participate in international and regional Olympics continues to be innovated at all stages towards improving quality and efficiency.

The delegations participating in the regional and international Olympics last year won 10 Gold Medals, 14 Silver Medals, 9 Bronze Medals and 1 Certificate of Merit.

Of which, the International Biology Olympiad team ranked 3rd out of 81 participating countries and territories; the International Chemistry Olympiad team ranked 2nd out of 89 participating countries and territories.

"According to the evaluation results of a number of international organizations, the quality of general education in our country exceeds the average of OECD countries and is leading in the ASEAN region," the report stated.
