Speaking to PLVN Newspaper, Mr. Le Quyet Tien - Director of the Department of Economics - Construction Investment Management (Ministry of Construction) said that the Department has just reported on the investment preparation and commencement of projects in 2025; progress of implementation of key projects; ITS system, rest stops, toll stations and vehicle load inspection works. Currently, there are 47 projects under construction, including: 31 road projects, 4 inland waterway and maritime projects, 11 railway projects.
Of these, 40 projects have basic construction progress that meets requirements; 8 projects are behind schedule. The main reason is slow site clearance and relocation of technical infrastructure works.
To meet the target of 3,000km of expressway as directed by the Government, it is expected that in 2025, about 1,188km of expressway will be completed, including 28 projects and component projects, divided into two groups of projects.
Group 1 includes 16 projects and component projects with a total length of 786km (of which the Ministry of Construction is in charge of 14 projects/760km, and localities are in charge of 2 projects/26km), with favorable conditions or difficulties and problems that have been basically resolved. Four North-South expressway component projects including Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, Van Phong - Nha Trang have registered to put the main route into operation on the occasion of April 30. Currently, the progress basically meets the schedule and requirements.
Group two includes 12 projects and component projects with a total length of 402km. Difficulties in site clearance, construction material sources, and construction organization using "3 shifts, 4 teams" must be resolved to be completed in 2025.
For project groups managed by the Ministry of Construction, the Bien Hoa - Vung Tau Expressway component 2 project is still facing land clearance problems and needs to be urgently implemented and completed before April 15, 2025. At the North - South Expressway project, the Can Tho - Hau Giang and Hau Giang - Ca Mau sections, the capacity of exploiting embankment materials is still limited, affecting the progress of loading and handling of weak ground (demand is 58,000m3/day while the actual exploitation capacity is 35,000m3/day).
For projects managed by local authorities, site clearance work at some projects is still slow, such as: Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3 in Dong Nai province; Khanh Hoa - Buon Ma Thuot Expressway through Khanh Hoa and Dak Lak provinces; Tuyen Quang - Ha Giang Expressway through Tuyen Quang province. The Ministry of Construction requested that localities urgently complete site clearance before April 15, 2025. Regarding construction materials, the procedures for approving the lease of Ea Kenh mine land for the Khanh Hoa - Buon Ma Thuot (Dak Lak) project have not been completed; The source of earth and rock materials for the Tuyen Quang - Ha Giang project in Ha Giang province is still lacking compared to demand.
Mr. Nguyen Van Truong - Director of Xuan Truong Private Construction Enterprise - contractor of the Ham Nghi - Vung Ang expressway project, said that with the length of the Ham Nghi - Vung Ang route being 54.2km (investment capital of VND 9,734 billion), the contractor has so far completed more than 90% of the construction volume. The enterprise has made great efforts to focus on overtime and increasing shifts to complete the committed volume in time to put the project into operation on April 30.
Some investors disburse slowly
It is known that the capital plan of the Ministry of Construction has been assigned (more than 83,700 billion VND), in the coming time, the capital source of this Ministry is expected to continue to be supplemented. Some investors have disbursed at a higher rate than the average of the Ministry and met the registered plan, including: Vietnam Road Administration (reaching more than 10%, exceeding 62 billion VND compared to the commitment); Maritime Project Management Board (reaching 13%, exceeding 3 billion VND); Western University of Construction (reaching 27%); Hanoi University of Architecture (reaching nearly 16%); Ninh Binh Department of Transport (reaching 29.5%). Some investors have disbursed at a higher rate than the average of the whole Ministry but have not yet met the registered schedule such as: My Thuan Project Management Board; Ho Chi Minh Road Project Management Board; Project Management Board 7; Project Management Board 6. On the contrary, some investors have disbursement results lower than the average of the whole Ministry such as: Project Management Board 85; Thang Long Project Management Board; Project Management Board 2; Railway Project Management Board; Waterway Project Management Board.
The Department of Planning and Finance (Ministry of Construction) has been reviewing the disbursement needs in 2025, advising the Ministry's leaders to report to the Prime Minister to adjust the medium-term public investment plan for the period 2021 - 2025 to supplement capital for projects that need to accelerate implementation progress, disbursement, and completion in 2025.
The Ministry of Construction aims to open the expressway from Cao Bang to Ca Mau in 2025 under the direction of the Prime Minister. The projects: Dong Dang - Tra Linh, Huu Nghi - Chi Lang are striving to open the main route by the end of the year. However, there are also a number of projects such as: Tuyen Quang - Ha Giang, Ho Chi Minh City Ring Road 3... with large construction volume, requiring relevant parties to actively coordinate to remove difficulties in terms of land, materials, resources, organize scientific construction, and ensure the required progress.
