Regarding the incident in which the leaders and some doctors of the Bien Hoa Central Institute of Forensic Psychiatry (in Dong Nai) were arrested, Mr. Nguyen Trong Khoa, Deputy Director in charge of management and operation of the Department of Medical Examination and Treatment Management (Ministry of Health), said that the Ministry of Health had received an urgent report from the Bien Hoa Central Institute of Forensic Psychiatry about the above incident.
Leaders and many doctors and medical staff of the Central Institute of Forensic Psychiatry in Bien Hoa were arrested.
"This afternoon, we had a direct and online meeting with hospitals and institutes in the forensic psychiatric assessment system throughout the system and specialized departments and bureaus, directing the review, removing difficulties and supporting this institute in terms of expertise and operations," said a leader of the Department of Medical Examination and Treatment Management.
"The Ministry of Health has reviewed and directed promptly. Any unit under the management of the Ministry of Health when an incident occurs, we will have an immediate solution," Minister of Health Dao Hong Lan added.
Ministry of Health conducts surprise inspection on forensic psychiatric assessment
According to the Ministry of Health, this afternoon, along with issuing a document directing the rectification of forensic psychiatric work, today, Deputy Minister Do Xuan Tuyen chaired a meeting with units to directly listen to related content.
"It's not that the Ministry of Health has just made corrections when this incident happened, but before that we had many documents directing these contents," the Minister of Health affirmed.
Previously, on the morning of June 17, the Ministry of Health sent a document to relevant units requesting a review of forensic psychiatric examination work, requiring forensic psychiatric units to increase information exchange with investigation agencies and the prosecutor's office about the situation and results of the examination according to the decision to request examination; only accept examination when there are complete documents according to regulations; only hand over the conclusion of the examination and the subjects of examination to individuals and organizations in accordance with the provisions of law.
The Ministry of Health also directed the Ministry of Health Inspectorate to preside over and coordinate with the Department of Medical Examination and Treatment Management to review relevant units before June 30.
Since 2023, the Ministry of Health has issued a document directing and rectifying forensic psychiatric work, stating: "The head of the unit must be responsible before the law if the summary of the psychiatric medical record is issued incorrectly regarding the mental illness condition and not in accordance with the provisions of the law."
The Central Institute of Forensic Psychiatry in Bien Hoa (Dong Nai) is a unit under the Ministry of Health, receiving, examining and treating psychiatric patients in need. At the same time, this is also a facility that conducts forensic psychiatric assessments according to the law to serve the investigation activities of the prosecution agencies.
On June 16, the Ministry of Public Security arrested the Director and Deputy Director of the Bien Hoa Central Institute of Forensic Psychiatry, after having arrested a number of doctors and nurses of the institute.
According to initial information, the arrest is to investigate and clarify violations in the treatment and establishment of a mental health certificate for the patient. This is a special project established and fought by the Ministry of Public Security in recent times.
