Ba Be promotes revolutionary tradition, constantly innovates and develops

During the period of struggle for power, Bac Kan was the locality where comrade Vo Nguyen Giap chaired a solemn rally to announce the establishment of a district-level government in Trung Vuong district on March 30, 1945. The establishment of a district-level government - the Provisional People's Committee of Trung Vuong district (Trung Vuong district is the revolutionary name of Cho Ra district, now Ba Be district) was an important premise, marking the growth and maturity of the province's revolutionary movement, contributing to the victory in the anti-Japanese national salvation movement and the August 1945 General Uprising, while also leaving many valuable lessons on propaganda and mobilization work, on leading the people to seize power, protect the revolutionary government, as well as building political organizations and building local armed forces.

The establishment of Chau Cho Ra government marked an important role in the history of the district's revolutionary movement. Immediately after its establishment, the Party organization and government closely followed the directives and resolutions of the Central Party Committee and the Provincial Party Committee; leaders, cadres, party members and people of all ethnic groups upheld the revolutionary spirit, overcame hardships and sacrifices, determined to defeat all plots and tricks of the enemy, contributing to regaining independence and freedom for the Fatherland.

Since the 6th National Party Congress (1986), the whole country has entered a period of innovation, first of all, economic and social innovation. Thoroughly implementing the Party's innovation policy and the resolutions of the Provincial Party Committee, the Party Committee and the Ba Be district government have promoted the spirit of autonomy, creativity, and local potential, gradually building Ba Be homeland to become more and more prosperous. On January 1, 1997, Bac Kan province was re-established, Ba Be district belonged to Bac Kan province, Ba Be is the largest and most populous district of the province with 26 administrative units. On May 28, 2003, the Government issued Decree No. 56/ND-CP separating Ba Be district into two districts, Ba Be and Pac Nam. The new Ba Be district has an area of ​​67,809 hectares with 46,583 people and 16 affiliated administrative units. On January 10, 2020, the Standing Committee of the National Assembly issued Resolution No. 855/NQ-UBTVQH14 merging Cao Tri commune into Thuong Giao commune. After the arrangement, Ba Be district has 15 commune-level administrative units, including 14 communes and 1 town.

After nearly 40 years of implementing the renovation cause, the appearance of Ba Be has increasingly improved, the material and spiritual life of ethnic people has been improved. The political security situation is stable, social order and safety are maintained. The leadership role of the Party Committee and the district government has been increasingly strengthened, the great solidarity bloc of the people has been expanded. Before 2018, Ba Be was still one of the poorest districts of Bac Kan province and the whole country according to Resolution 30a of the Government. With many appropriate solutions, promoting the potential and strengths of the locality, strongly transforming the structure of crops and livestock, taking advantage of State support resources and promoting internal strength of the people, by March 7, 2018, Ba Be district was recognized as having escaped poverty. The industrialization, modernization and new rural construction have achieved outstanding achievements.

Agriculture and forestry have a high growth rate, ensuring food security, the forest planting area has increased rapidly, initially forming a number of commodity production areas, contributing significantly to the poverty reduction program and promoting rural development. The total annual grain output has increased, from 25,926 tons in 2010 to 29,561 tons in 2024, the average food per capita reached 588 kg/year. The forest coverage rate reached 67.5%. The National Target Program on New Rural Construction and policies to support production development have been widely implemented, creating consensus and response from the participating people, contributing to improving the lives of rural people. By 2024, the whole district will have 4 communes and 4 villages meeting new rural standards. The average number of new rural commune criteria in the whole district is 13 criteria/commune.

The program "One Commune One Product" is promoted by cooperatives in the district.

Implementing the key program of the 22nd District Party Congress, term 2020 - 2025: "Prioritizing agricultural development towards commodity production associated with tourism", the District Party Executive Committee has developed Resolution No. 03-NQ/HU dated December 15, 2020 on agricultural and forestry development for the period 2020 - 2025. On that basis, units and localities have deployed 7 models associated with strong crops and livestock in the district. The "One Commune One Product" (OCOP) program has been implemented relatively effectively. In the period 2021 - 2025, the district has 48 OCOP products with 3 stars, reaching 120% of the planned target. Some products through the program have become valuable commodities that are well received by the market, such as My Phuong tea, fragrant green squash, dong vermicelli, dried buffalo meat, and rau bo khai...

Trade and service activities continue to develop, meeting the production and consumption needs of the people; trade promotion activities are promoted; households and individuals gradually apply information technology and digital technology, participate in e-commerce platforms, and use social networks to promote local products. Total retail sales of goods in 2024 will reach 684 billion VND, an increase of 454 billion VND compared to 2015.

Tourism activities have changed a lot, infrastructure of tourist areas and spots has been invested in. Cultural activities, traditional festivals, preservation and promotion of cultural values ​​have been focused on, especially the Ba Be Long Tong Festival, the event "Autumn colors of Ba Be Lake" has created highlights and become unique tourism products of Ba Be district. The work of promoting and advertising the image, culture and people of Ba Be has been focused on and has had positive effects. Training and improving the quality of human resources in the tourism industry has been focused on, especially supporting knowledge training for people to participate in developing community tourism. In particular, the Project on planning the conservation and promotion of the value of Ba Be Lake landscape is currently being submitted to the Prime Minister for consideration and approval, this is an important legal basis for the district's tourism sector to develop further.

Job creation and poverty reduction have been given attention and achieved important results. The poverty rate has decreased from 63% in 1998 (according to the old criteria) to 22.11% by 2024, an average annual decrease of 1.57% (multidimensional poverty standard). The lives of the majority of people have been improved and enhanced.

National defense and security work has been strengthened, the national defense and people's security posture has been built and consolidated firmly. The political security situation has been maintained, social order and safety in the district have been stable, contributing to the successful implementation of the local socio-economic development task. With the results achieved in the recent past, especially from 1997 to present, together with other localities, Ba Be district has contributed to the important achievements of Bac Kan province.

80 years have passed, but the historical value of the establishment of the first district-level government in Trung Vuong district (Cho Ra district) - Ba Be district today still remains forever. Respectfully, proudly, continuing the tradition in the revolutionary homeland, the Party Committee, government and people of all ethnic groups in Ba Be district are determined to strive, unite, compete, study, work, create, and build the homeland to be increasingly rich, beautiful and civilized./.
