Reporting at the Conference, Director of the Department of Finance Tran Cong Hoa said that by March 30, 2025, the province had disbursed a total of VND 708,874 million in public investment plan for 2025, reaching 20.7% of the plan, of which local budget capital reached 9.9% of the plan; central budget capital reached 24% of the plan. With this result, Bac Kan is the province with the 2nd highest disbursement rate out of 63 provinces and cities nationwide (the national disbursement rate is 9%) and 2/14 in the Northern midland and mountainous region.

Specifically, in terms of disbursement rate, 4/20 provincial agencies have high disbursement rates, above the provincial average. In terms of absolute disbursement value, some investors and localities have high disbursement values ​​such as the Provincial Traffic Construction Investment Project Management Board; Provincial Construction Investment Project Management Board; Bac Kan City People's Committee; Provincial CSSP Project Coordination Board. In terms of investment decentralization, the disbursement rate of the 2025 public investment plan of provincial agencies is higher than that of local agencies; the average disbursement rate of provincial agencies is 26%; of local agencies is 11%. According to the disbursement commitment approved by the Provincial People's Committee, basically all investor units have not achieved the committed disbursement rate.

Regarding the implementation of project settlement in 2024, according to reports from units, in 2024, financial agencies at all levels actively coordinated with investors to examine and submit to competent authorities for approval the settlement of 589 completed projects and works; the total proposed settlement value was VND 1,061,176 million; the value after examination was VND 1,056,220 million; reducing budget expenditure by VND 4,956 million. In the first quarter of 2025, financial agencies at all levels examined and submitted to competent authorities for approval the settlement of 116 completed projects and works; the total proposed settlement value was VND 391,672 million; the value after examination was VND 390,627 million, reducing budget expenditure by VND 1,045 million.

Regarding the debt recovery situation after project settlement, based on the direction of the Provincial People's Committee as well as specific solutions issued by the Provincial People's Committee, along with the active participation of sectors and investors in the work of recovering investment capital to repay the state budget, up to now, the results of recovering investment capital to repay the state budget have had positive changes, specifically the amount of capital recovered to repay the state budget reached 78.2%; the amount of capital recovered to repay the state budget reached 56.73%.

Discussing at the Conference, delegates said that the disbursement results of the province's public investment plan for 2025 in the first quarter were higher than the disbursement rate in the same period of previous years. However, the disbursement results have not yet met the expected commitments of units and investors. In the process of implementing the public investment plan for 2025, there are still some difficulties and problems related to compensation and site clearance of some projects because there is no guidance on economic and technical norms for making land valuation estimates and land use plans for 2025, so there is no basis for making and submitting for appraisal of site clearance, land recovery and allocation plans; some projects are still stuck because households do not agree with the compensation plan. Land use fee collection in 2025 is very slow, by the end of March 2025, only over 11 billion VND was collected, reaching 3% of the 2025 plan and nearly 31% of the same period in 2024...

According to Vice Chairman of the Provincial People's Committee Hoang Thu Trang, some capital sources at the provincial and district levels have not completed investment procedures to assign detailed capital plans for implementation, affecting the overall results of capital allocation and disbursement of the whole province. The Vice Chairman of the Provincial People's Committee emphasized that 2025 is the last year of the medium-term public investment plan 2021 - 2025, however, some projects have been very slow in implementation progress, have not yet or have just started construction, affecting the ability to complete the project in 2025, especially some projects have not completed investment procedures, submitted to competent authorities for approval of investment decisions. Implementing Conclusion No. 126-KH/TW dated February 14, 2025, Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and Conclusion No. 137-KL/TW dated March 28, 2025 of the Central Executive Committee, the current operation of district-level administrative units will end from July 1, 2025. Therefore, the volume of work to be done and the capital plan to accelerate the disbursement of public investment projects in 2025 of district-level investors is very large and very stressful.

Slow progress in implementing the National Target Program

Regarding the implementation and disbursement of capital for the National Target Program in 2025, units and localities are focusing on developing detailed plans, while continuing to organize and implement component projects to be transferred to 2025. By the end of March, the whole province had disbursed capital for the National Target Program in 2025 of VND 105,647 million, reaching 11% of the assigned plan, of which, disbursed investment capital reached 14.6% of the plan; disbursed public capital reached 0.2% of the plan.

At the Conference, the units reported that the total demand for public investment capital in 2025 to implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas of the province is 481,801 million VND, however, up to now, the province has only been assigned 373,970 million VND, lacking 107,831 million VND that has not been assigned by the Central Government. Therefore, for the projects managed by the province, only 30 - 60% of the capital plan demand in 2025 has been allocated, the remaining amount will be supplemented to the capital plan after being supplemented by the Central Government.

The number of communes in the roadmap to meet the standards of previous years did not meet the standards, so in 2025, the implementation will continue with a large number of communes; currently, most of them are communes in region III, so it is difficult to complete the goals and plans of the program. The results of new rural construction in districts and communes are not uniform, especially in communes with special difficulties, the results are very low. The allocation of investment capital for communes to implement new rural construction has not met the needs. The mobilization of resources from organizations, individuals and enterprises to contribute to new rural construction is still limited and difficult to mobilize. The form of assistance to communes in building new rural areas by agencies and units is mainly to mobilize cadres, civil servants and public employees to contribute funds, working days and mobilize some resources to support...

Concluding the conference, Chairman of the Provincial People's Committee Nguyen Dang Binh said that up to now, the difficulties and obstacles in disbursing public investment capital have been resolutely resolved by units and localities, but to ensure the disbursement progress in 2025, it is necessary to be more proactive and resolute. "The merger of provinces and the lack of organization of district-level administrative agencies should not lead to distraction and neglect of work." - The Chairman of the Provincial People's Committee emphasized.

The Chairman of the Provincial People's Committee requested localities and units to continue to strictly implement the directions of the Central and the province, ensuring publicity, transparency and effective use of public investment capital in 2025. The People's Committees of districts and cities urgently assign detailed plans for the remaining unallocated public investment capital in 2025; in case it is not fully used, localities are requested to propose adjustment plans or plans to transfer it back to the provincial budget.

Investors strictly implement the disbursement plan as committed to the Provincial People's Committee, avoiding delays that affect investment efficiency. Continue to mobilize and implement procedures for site clearance; focus on removing difficulties and obstacles in the implementation process in a proactive, flexible, public, transparent and in accordance with regulations. At the same time, urgently review works and projects that have been accepted for exploitation and use, proactively resolve difficulties, promptly report to competent authorities to resolve arising issues to prepare investment capital settlement reports for submission to financial agencies at all levels for review and approval of settlement before April 30, 2025.

For projects that have not yet recovered debts after settlement, agencies, units, and investors shall review and contact contractors to recover amounts paid in excess of the settlement value; review and report specifically for each project, work, and bid package that has difficulties and problems that prevent the recovery of debts after settlement, clearly identifying responsibilities, proposing handling directions, and recovery solutions. The Department of Finance and the Provincial State Treasury shall continue to coordinate with investors to guide and remove difficulties in project settlement.

Regarding the implementation of the National Target Programs, Chairman of the Provincial People's Committee Nguyen Dang Binh said that the disbursement rate of capital sources is very low, including investment capital and career capital. Therefore, units and localities should step up propaganda work to raise awareness, create unity and consensus in ideology and action in the political system and local people in performing political tasks in general, implementing the National Target Programs in particular when implementing the policy of rearranging and reorganizing administrative units at all levels so as not to affect the progress and quality of implementation of assigned tasks.../.
