Delegate Ho Thi Kim Ngan (Bac Kan delegation) said that in the Government's report, after 4 years, there are still 58/706 district-level officials and civil servants, 1,405/9,694 commune-level officials and civil servants who are redundant and have not been arranged or have their policies resolved.

In addition, 5/6 district-level urban administrative units formed after the rearrangement have not yet had their master urban planning adjustment approved by competent authorities; 43/152 commune-level administrative units formed after the rearrangement have not yet had their planning approved by competent authorities. and 58/104 commune-level urban administrative units formed after the rearrangement all depend on the resources and budget balancing ability of the localities.

Meanwhile, most localities have not been able to balance their budgets and face difficulties in funding for implementation.

"I request the Minister of Home Affairs to provide a fundamental solution to remove the above difficulties and problems?", a female delegate from Bac Kan province questioned.

Responding to questions, Minister of Home Affairs Pham Thi Thanh Tra said that the arrangement of redundant cadres after the arrangement of administrative units at district and commune levels in the period of 2019 - 2021 has been resolved quite fundamentally. Up to now, the number of redundant cadres and civil servants at district level is 58 people (accounting for 8.22%) and at commune level is 1,405 people (accounting for 14.49%).

"According to the resolution of the National Assembly Standing Committee, this issue must be resolved by the end of 2025," said the Minister of Home Affairs.

Recently, to resolve the backlog of the previous period and prepare for the 2023-2030 period, the Government has directed very strongly and issued many important decrees.

In particular, the Ministry of Home Affairs has advised the Government to issue Decree 29/2023 regulating the streamlining of staff; in which a separate amount is reserved for arranging redundant cadres and civil servants when arranging administrative units at district and commune levels.

In addition, at the commune level, there is Decree 33/2023 regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups, which is also a favorable condition for arranging redundant commune-level cadres and civil servants.

"We hope that localities will pay attention and focus on working on the basis of existing policies. Currently, 46/54 localities in the reorganization area have had resolutions from the People's Council to provide additional support in addition to the general regulations of the Government, which is very good," Minister Pham Thi Thanh Tra emphasized.

The Minister of Home Affairs hopes that localities will review, consider, publicly, democratically, and fairly to continue applying existing policies of the Central and local governments to thoroughly resolve the issue of redundant officials and civil servants.

Regarding the adjustment of urban planning and classification of urban areas formed after the arrangement of administrative units in the period of 2019 - 2021, Ms. Tra recognized that this is a backlog as the delegate stated.

“It can be said that this is a very big task, there were some difficulties in the past period, and there was no time to adjust. Because at that time, we implemented according to the provincial planning, then reviewed the urban planning… That is why some localities were late. However, there are also localities that did very well,” the Minister of Home Affairs stated the reality.

In the coming time, the Minister of Home Affairs suggested that localities, based on the regulations, make more efforts to complete the tasks of the previous phase and prepare for the next phase.

The National Assembly Standing Committee is ready to meet at night and during the day.

Delegate Hoang Quoc Khanh (Lai Chau delegation) cited the Government's report showing that in the 2023-2025 period, the whole country will reorganize 49 district-level units and 1,247 commune-level administrative units of 53 localities; the merger must be completed before October 2024.

However, up to now, only 3 localities have submitted to the National Assembly Standing Committee for decision and 3 localities are submitting for review, so there is not much time left.

“I would like to request the Minister of Home Affairs to inform us whether the implementation of the merger of district and commune-level administrative units has been delayed in the past time? What is the Minister’s responsibility for this issue? Could you please tell us about the solutions in the coming time to ensure the proposed progress?”, Mr. Khanh asked.

Answering the delegate's question, the Minister of Home Affairs acknowledged that in the 2023-2025 period, the number of administrative units to be arranged is very large, but the current progress is still very slow.

Up to now, the Ministry has received dossiers from 43/54 provinces in the arrangement; completed the appraisal of 32 dossiers; and submitted 3 dossiers to the National Assembly Standing Committee.

In fact, there are still 10 localities that have not sent their documents to the Ministry of Home Affairs for appraisal. The Minister is worried that with this progress, it will be very difficult to complete before October.

“We believe that this responsibility is primarily the responsibility of the Ministry of Home Affairs and localities. Because right from the time of Resolution 35, the Government issued a decision to establish a steering committee, and localities also established a steering committee. The Prime Minister also organized a conference very early to implement, but in general, when implementing a very large amount of work, the requirements of Resolution 35 are stricter," the Minister of Home Affairs explained.

In addition, when implementing, many localities combine the expansion of urban space at district and commune levels, etc., while not yet developing a plan to carry out the planning task. Therefore, the current documents still have basic problems revolving around this issue.

"We see the responsibility of the Ministry of Home Affairs and related ministries, but at the same time, the responsibility of localities," the Minister of Home Affairs acknowledged.

Ms. Tra stated that in reality, there are localities that have done very well, such as Nam Dinh, which has arranged 77 commune-level administrative units, leaving 51 units. Therefore, if the locality makes great efforts, is highly determined, and focuses strongly on this, it will be possible.

The Minister said that the National Assembly Standing Committee will soon resolve problems related to urban planning, but localities need to make efforts to complete this task.
