On the afternoon of October 29, in a group discussion on the Draft Law on Public Investment (amended), Minister of Planning and Investment Nguyen Chi Dung took the time to discuss some concerns raised by delegates. Mr. Dung emphasized that when it comes to decentralization and delegation of authority for public investment projects, this innovation is very strong.

Mr. Dung also emphasized that this draft law is designed to be flexible. If the district or provincial level finds that the capacity of the lower level is not enough, then they will not delegate, or if they delegate but find that they cannot do it, then they will withdraw. However, he also said that decentralization does not mean that everything is delegated to the lower level.

“If decentralization cannot be done, then either it is wrong or it is just sitting there, which is not acceptable,” Mr. Dung said, hoping that National Assembly delegates would support the spirit of strong decentralization, as the spirit of the 10th Central Conference has put forth.

“Why, despite so many policies and efforts, is the disbursement in 2024 lower than in 2023? There are many reasons, but the important one is site clearance,” the Minister of Planning and Investment explained.

According to Minister Nguyen Chi Dung, currently, when there is an investment decision, we only clear the land, measure, count, make compensation plans, build resettlement... in sequence, public investment projects take a lot of time.

This time, the amendment to the Law on Public Investment is based only on planning, identified capital sources, identified resettlement areas, and the determination of the Party Committee and leaders to implement the project and separate site clearance. Mr. Dung affirmed that these factors determine the success of public investment projects, and if done, it will reduce 6-8 months for each project.

Thus, when deciding to invest, implement immediately. The most important thing is to separate the 3 stages in the implementation process: Investment preparation, procedures and project implementation preparation (land clearance) and then project construction. It will clearly define which stage is responsible, who, which unit is responsible, thus shortening the project implementation time.
