On March 22, 2025, the National Data Association (NDA) was officially launched and successfully held its first National Congress. The event was attended by General Secretary To Lam and other Party and State leaders, representatives of associations and businesses.
The National Data Association was established with the mission of connecting management agencies, businesses, organizations and individuals operating in the data field. The association aims to build a strong data ecosystem, contributing to promoting the development of the digital economy and increasing the value of data in the national economy.

Speaking at the event, General Secretary To Lam said that we are entering the dawn of the digital age and data plays an important role, even the blood of the digital economy. Our Party and State have recognized the importance of data for the digital economy and have proactively provided strategic directions for development, perfecting the legal framework on data, data governance, data connection and sharing... We have proactively participated in global legal frameworks on the digital economy... Resolution 57 also clearly states that data is at the heart of digital transformation.
The General Secretary also pointed out that the current situation of data is still fragmented, lacking connectivity and lacking high-quality human resources. In addition, the legal framework for this field is still lacking and needs to be further improved. The General Secretary also emphasized the issue of how to have high-quality data, all sectors and fields must pay attention to data and data must be connected. These are important tasks that the National Data Association and management agencies must do so that data can effectively serve the country's development.

The first National Congress of the National Data Association gathered 200 official delegates, representing nearly 400 members, organizations and individuals participating in the association. This is an important event, marking the step of organizational consolidation, orienting activities in the next 5 years, and affirming the association's pioneering role in implementing Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
With high consensus, the Congress passed an important resolution and elected General Luong Tam Quang, Minister of Public Security, to hold the position of Chairman of the National Data Association.
Speaking at the Congress, Mr. Luong Tam Quang emphasized that the National Data Association will play a role as a bridge between businesses, building a diverse and stable data ecosystem, meeting the requirements of sustainable digital transformation in all fields, creating a premise to bring the country into the new digital era.

During its first term, the association will focus on key activities such as coordinating with relevant authorities, associations and organizations to disseminate national policies and laws on data. At the same time, the association will contribute opinions to legal documents, make recommendations and consult with competent state agencies on issues related to the development of the data industry.
The association also commits to supporting the authorities when requested, with a clear mission, goals and direction. The launch of the National Data Association promises to gather and protect the legitimate interests of members, promote the sharing of knowledge, experience and application of scientific and technological achievements in the data field. At the same time, the association will actively contribute to the national digital transformation process, market development and data economy.
