Speed up tunnel construction, promote roadbed construction
On the afternoon of January 16, Minister of Transport Tran Hong Minh inspected the construction site of the Quang Ngai - Hoai Nhon expressway project.
Minister Tran Hong Minh inspected the Quang Ngai - Hoai Nhon expressway construction site and directed to speed up construction, bringing the project to completion ahead of schedule.
In front of tunnel No. 2, North, Minister Tran Hong Minh praised the efforts of the investor, contractor and all workers who have worked tirelessly over the past two years.
Emphasizing the importance of the project, the Minister requested the investor and contractor to make more efforts and demonstrate the highest determination to complete the Quang Ngai - Hoai Nhon expressway according to the direction of the Government and the Prime Minister, contributing to completing the national target of 3,000km of expressway.
Sharing the difficulties of the contractor in the construction process of the project in the past few months due to unfavorable weather, the Minister also emphasized: The contractor flexibly transferred construction sites, strengthened bridge and culvert projects, especially the system of tunnels through the mountains.
The Minister requested the investor and contractor to continue to focus on maximum human resources and equipment to construct the project in “3 shifts, 4 shifts”, determined to bring the project to the finish line ahead of schedule. Along with the progress, it is necessary to pay attention to putting quality first.
The contractor is speeding up the construction progress of the Quang Ngai - Hoai Nhon expressway as the weather clears up to ensure the project is completed ahead of schedule.
Regarding the land acquisition problem, the Minister requested localities, including Quang Ngai, to focus on resolving it completely and handing over the land so that the contractor can construct the project to ensure the set progress.
For problems arising during construction, the investor and contractor will meet to discuss and find appropriate solutions to avoid small problems hindering project progress.
“The current weather is still rainy, contractors must be flexible in construction, grasp weather information to have a reasonable plan. When the weather clears up and is sunny and warm, we must increase the construction of roadbeds, asphalt concrete, and increase personnel to speed up the construction of bridges and culverts.
“Supervisory consultants, investors, and contractors must regularly inspect and strengthen construction measures to ensure quality. Grasp key locations to fix them when put into operation… to ensure safety, quality, architecture, and aesthetics of the project,” Minister Tran Hong Minh directed.
The Minister also noted that during the construction process, especially the embankment system, quality must be ensured, and there must be no landslides due to rain or floods when put into operation.
For tunnel No. 3, 3,200m long, the tunnel drilling work has basically achieved good progress. However, the tunnel digging process is likely to encounter complex geology, so there must be solutions to ensure human safety and protect property during construction.
The entire project must be basically completed by October 2025.
Previously, reporting to the Minister, Mr. Ngo Truong Nam, General Director of Deo Ca Group Joint Stock Company, said that 50 main construction teams are always maintained at the construction site. Of which, there are 25 road construction teams; 18 bridge construction teams and 6 tunnel construction teams with a total of more than 1,400 machines and equipment and nearly 4,000 employees working 24/7.
General Director of Deo Ca Ngo Truong Nam Group Joint Stock Company reported the project progress to the Minister.
Mr. Nam said that two of the three tunnels have been basically completed and are in the process of completing the sub-items. For tunnel number 3, which is 3,200m long, 4,687/6,400m have been dug for both tubes, reaching 73%. The contractor is working hard to clear the tunnel by April 30.
In addition, all 77 bridges have been constructed and 39 bridges have completed girder installation. The contractor is completing the bridge deck and railing.
For the embankment category, the level has reached over 75%. Some sections of the route through the XL1 package have constructed a R25 asphalt layer with a length of 1,200m and are preparing to construct a trial C19 asphalt layer... the parties are evaluating and will construct the asphalt pavement on a large scale when the weather permits.
It is known that after more than 2 years of construction, the cumulative construction output of the project reached 7,200/13,343 billion VND of construction and installation capital. The disbursement of capital allocated for 2024 reached over 99%.
However, compared to the plan, the project progress is about 7.4% behind schedule.
The reason given by the investor is that the site clearance work of the localities is slow, and 100% of the main route will not be handed over until June 30, 2024. The construction material mine under the special mechanism will not be issued a certificate by the localities confirming that it is sufficient according to the project's needs until May 31, 2024.
The Minister requested contractors and investors to focus more to basically complete the project by the end of October 2025, ahead of the schedule assigned by the Prime Minister.
In addition, the weather in the Central region has entered the rainy and stormy season and since October it has been raining continuously, affecting the progress of the project, especially the roadbed construction.
Director of Project Management Board 2 Le Thang said that to ensure project progress and completion ahead of schedule, the investor and contractor will closely follow the construction steps, increase personnel, equipment, finance and increase construction steps.
“Materials, mixing stations and equipment are ready. When the weather is warm and sunny, mass construction will be accelerated to ensure the completion of the project as directed by the Prime Minister at the launching ceremony of the 500-day emulation movement to complete the North-South Expressway,” Mr. Thang affirmed.
After listening to the report, Minister Tran Hong Minh emphasized that the project is very important in the North-South expressway system in the East, as it is the connection between the expressway section that has been put into operation and the section under construction. Therefore, the aspiration to complete the project early to extend the North-South expressway is not only at the government level but also the aspiration of the people.
“The remaining project workload is not much and time is urgent, so the contractor must make more efforts, increase machinery and personnel to focus on construction, ensuring that the project is basically completed by the end of October 2025. The Prime Minister requested that by the end of the year, we must make more efforts to exceed the progress assigned by the Prime Minister,” the Minister directed.
