Performing the function of state management of innovation according to Decree No. 28/2023 of the Government, recently, the Ministry of Science and Technology has organized the implementation of contents related to this field.
Deputy Minister of Science and Technology Nguyen Hoang Giang said so when talking to the press on the afternoon of April 10. He said that in organizing implementation, in addition to building and perfecting institutions on science, technology and innovation, the Ministry has formed a functional unit called the Department of Technology Development and Innovation (formerly the Department of Technology Application and Development).
State management of innovation is a new function, so the Ministry will coordinate and guide the implementation with the Department of Science and Technology of 63 provinces and cities. "One of them is the construction of the local Innovation Index, which was implemented and announced on March 12," said Deputy Minister Giang.

Mr. Nguyen Duc Hoang, Deputy Director of the Department of Technology Development and Innovation, also explained further that the concepts of "innovation" and "creative startups" are overlapping, causing confusion in state management.
The Law on Science and Technology (2013) defines innovation as the creation of applications and achievements of technical and technological solutions and management to improve the efficiency of socio-economic development, increase labor productivity and export value. According to Mr. Hoang, the concept is still general, and the subjects have not been specifically stated. Therefore, it is necessary to unify the understanding of innovation, which is the process of converting technological knowledge into specific results of products, services and processes, bringing added value benefits to the socio-economy.
As for "creative startups", the main activity is to call for capital or IPO to invest, create new models, products, and new businesses but do not have production activities to bring products to market.
The "creative startup" model is different from small and medium enterprises (SMEs) in that the support goals, although overlapping, have different objects and activities. While small and medium enterprises have stabilized their business models and expanded their market. Creative startups without mortgages or assets are mainly based on the entrepreneurial spirit and are highly risky.
Previously, many experts also recommended issuing a Government Decree to provide a legal basis for innovation and creative startups, thereby creating a basis for building policy mechanisms to promote these activities.
