Prime Minister Pham Minh Chinh pledged to representatives of global technology corporations present at the policy forum: "Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era", organized by the National Innovation Center ( Ministry of Finance ) in coordination with Aitomatic (USA) on March 14 in Hanoi.
Investors do not have to run around in many places
The Prime Minister emphasized that this is the legitimate profit of investors and businesses.
To support AI and semiconductor technology corporations to invest in Vietnam, the Prime Minister said the Government will build a preferential mechanism to unleash all production capacity, ensuring the legitimate rights and interests of enterprises through appropriate and effective institutional, policy and incentive solutions in a spirit of harmonious benefits and shared risks.
In addition, the Government also committed to promoting procedural reform and facilitating operational management through preferential policies on visas and labor contracts.
He shared with the investor community: "We are researching and building a one-stop investment reception method, without having to run around a lot. Accordingly, we are considering building a portal, a one-stop shop, building an investment call and promotion center or a national one-stop investment portal.
At that time, investors only go to one place and make requests and give time for the agency to handle the procedures. As for who this agency has to deal with, it is internally worked out. Enterprises only come to place orders, the remaining work is only handled by one contact point to reduce costs and travel for people and businesses. Even at the provincial level, there is only one door."
What does Vietnam do to develop AI and semiconductors?
Talking to global technology investors about what Vietnam is doing to develop AI and semiconductor technology , the Prime Minister said: Vietnam is synchronously implementing many solutions, which are promoting institutional reform and building open institutions for AI and semiconductor development.
The most important goal is to reduce compliance costs for people and businesses. This year and the following years, at least 30% of unnecessary and cumbersome administrative procedures will be cut.
Promote decentralization, delegation of authority, improve enforcement capacity, strengthen control and post-inspection, promote creativity and autonomy of each relevant entity, especially in the fields of AI development, semiconductor chips, etc.
Second, Vietnam is promoting the development of strategic infrastructure to serve AI development, semiconductor research and development, including transportation infrastructure, reducing input costs to increase competitiveness of goods, developing telecommunications infrastructure, digital infrastructure, and information technology.
Third, develop energy infrastructure, avoid power shortages or energy shortages under any circumstances, contribute to reducing input costs, and create competitiveness for products.
Fourth, training human resources to meet development requirements, especially AI and semiconductor chip development.
Vietnam is focusing on developing high-quality human resources and has proposed solutions such as innovating the education and training system to improve quality, focusing on basic research, English training, training and having reasonable streaming, not wasting human resources. Specifically, Vietnam will train 100,000 semiconductor and AI engineers in the coming years.
According to the Prime Minister, to develop AI technology and semiconductor chips, Vietnam is also promoting international cooperation and integration because it cannot go it alone, it needs cooperation, collaboration and sharing from partners. From there, it will develop an AI and semiconductor ecosystem, not just focus on AI.
