The dispatch stated that in recent days, in the Central provinces from Thua Thien Hue to Binh Dinh, there has been prolonged heavy rain, causing landslides, localized flooding, traffic disruption, and some low-lying residential areas and along rivers and streams have been isolated due to deep flooding, affecting production and people's lives.

It is forecasted that in the coming days, due to the influence of cold air masses from the North, strong winds may occur at sea, causing heavy rain, flooding, landslides, and flash floods in the Central region.

The Ministry of Transport requested the Vietnam Road Administration to direct Road Management Zones II and III and the Departments of Transport to organize on-duty, regulate traffic, assign guards, install buoys, barriers, and signals at flooded areas, overflowing tunnels, broken roads, and landslides.

Control traffic, actively regulate traffic. Prohibit roads at dangerous locations on national highways and expressways in areas affected by floods. Resolutely do not allow people and vehicles to enter these locations to ensure traffic safety, especially in steep mountain passes.

Prepare adequate supplies, arrange machinery, equipment and human resources in key locations prone to landslides to proactively overcome and ensure traffic in the fastest time. It is necessary to ensure the safety of people, construction equipment and construction items. Pay special attention to construction items in areas prone to landslides, constructions in mountainous areas that are prone to sudden floods.

The Ministry of Transport requests the Departments of Transport from Ha Tinh to Phu Yen to closely coordinate with Road Management Zones II, III and road and railway repair management units... to overcome incidents caused by floods. Distribute and ensure traffic on authorized national highways and local roads under management, coordinate transportation operations, increase passenger and cargo allowances... as soon as the flood recedes.
