At the 42nd Session, the Central Inspection Commission proposed that competent authorities discipline a number of party organizations and party members.
After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:
1. The Party Executive Committee of the Ministry of Finance for the 2016-2021 term violated the principle of democratic centralism, Party regulations, and working regulations; failed to fully implement the direction of competent authorities; lacked responsibility, loosened leadership and direction, allowing the Ministry of Finance and a number of Party organizations and Party members to violate Party regulations and State laws; failed to perform, improperly performed, and incompletely performed assigned functions and tasks in advising, promulgating mechanisms and policies, and implementing state management of the issuance and trading of individual corporate bonds of enterprises in general, including enterprises belonging to the "ecosystem" of Van Thinh Phat Group Joint Stock Company, An Dong Group Joint Stock Company; in performing the function of state management of the budget related to International Progress Joint Stock Company and enterprises belonging to the "ecosystem" of International Progress Joint Stock Company.
The violations and shortcomings of the Party Executive Committee of the Ministry of Finance for the 2016-2021 term have caused serious and difficult-to-overcome consequences; risked huge losses and wastes of the state budget and damage to bond investors, negatively affected the investment and business environment and social order and safety; caused negative public opinion, resentment, and reduced the reputation of the party organization and state management agencies.
2. Comrade Dinh Tien Dung is a senior official of the Party and State, trusted by the Party Central Committee and the Politburo to hold a number of important leadership positions. As Secretary of the Party Committee and Minister of Finance for the 2016-2021 term, he has made great efforts in directing and managing the work of the Finance sector to achieve important results. However, he bears political responsibility as a leader for allowing many violations to occur at the Ministry of Finance; lack of responsibility in leadership and direction, allowing the Party Committee of the Ministry of Finance, the Ministry of Finance and a number of organizations and individuals to commit many violations and shortcomings, causing serious consequences, bad public opinion, and reducing the prestige of the Party organization and the State management agency.
Realizing his responsibility to the Party and the People, he submitted a request to resign from his assigned positions, quit his job and retire.
3. Comrade Nguyen Van Yen, Deputy Head of the Central Internal Affairs Commission, Member of the Standing Committee of the Party Committee, Chairman of the Inspection Committee of the Central Internal Affairs Commission, lacked self-cultivation and training, degraded in political ideology, ethics, lifestyle, violated Party regulations and laws on protecting state secrets, declaring assets, income, marriage and family; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, negatively affecting the reputation of the Party organization, agency, and work unit.
4. Comrade Nguyen Dinh Kim, former member of the Provincial Party Committee, former Secretary of the Vinh Thanh District Party Committee, Binh Dinh Province, has degraded in political ideology, morality, and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, negatively affecting the reputation of the Party organization and local government.
Based on the content, nature, level, consequences, and causes of violations by the Party organization and the above-mentioned individuals, according to the Party's Regulations on disciplinary action against Party organizations and Party members who violate the regulations, the Politburo agrees to let Comrade Dinh Tien Dung cease participating in the Executive Committee, the Standing Committee of the City Party Committee, cease holding the position of Secretary of the Hanoi Party Committee for the 2020-2025 term, Head of the Hanoi City Delegation of the 15th National Assembly, and report to the Party Central Committee for Comrade Dinh Tien Dung to cease holding the positions according to the Party's regulations and the State's laws.
The Secretariat decided to discipline the Party Executive Committee of the Ministry of Finance for the 2016-2021 term with a Warning, remove comrade Nguyen Van Yen from all positions in the Party, and expel comrade Nguyen Dinh Kim from the Party.
Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
