PV: In that new condition, how is the story of creating an investment environment raised, comrade?

“Creating a favorable environment to mobilize, allocate and effectively use resources, promote investment, production and business” is one of the important tasks in the country's development orientation for the period 2021 - 2030 set out in the Resolution of the 13th National Congress of the Party. In particular, improving the investment environment has always been a key political task that Binh Thuan province has focused on implementing over the past years.

In 2023, our province received a lot of good news, which is of great significance to the socio-economic development of the province. With the official operation of the North-South expressway in the East, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay sections, the travel time between Binh Thuan province and other localities, especially Ho Chi Minh City and localities in the Southern key economic region, has been shortened, helping to save time, costs and create conditions for more convenient connection and trade activities. In addition, on November 1, 2023, the Prime Minister issued Decision No. 1277/QD-TTg approving the national mineral reserve area; Accordingly, more than 28 thousand hectares of land in coastal areas have been removed from the national mineral reserve planning and more than 55 thousand hectares of land have been specifically regulated for titanium reserve periods from 30 to 70 years, directly removing the "bottleneck" of Binh Thuan for many years, opening up more development space for the province to mobilize and exploit land resources in coastal areas to accelerate and break through economic development, especially in the service - tourism sector. Moreover, the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 1701/QD-TTg dated December 27, 2023; This is a very important legal basis, serving as a basis for planning, managing, and operating the socio-economic development plan, sectors, and fields in a unified and consistent manner, as well as allocating and effectively using the province's resources, potentials, strengths, and focusing on attracting investment, creating a solid foundation for Binh Thuan to develop rapidly, strongly, and sustainably in the coming years.

Faced with intertwined opportunities and challenges, Binh Thuan will continue to synchronously and drastically implement solutions to better improve the investment environment, attract strategic investors with large-scale projects, gradually increase the occupancy rate of industrial parks and clusters, and put projects into production and business operations, specifically as follows:

Firstly, to publicly, transparently and fully provide information on specialized planning, provincial planning, planning, land use planning, construction planning, etc. and effectively exploit the database of Binh Thuan Provincial Planning information system to fully provide it to investors and businesses.

Second, supervise the activities of investment projects from the time of deciding on the investment policy to land allocation and organizing investment implementation in accordance with the provisions of law; have plans to inspect, urge progress and resolutely terminate activities of projects that violate progress, are slow to implement, and cause waste of land resources.

Third, innovate investment promotion methods in a focused, key direction with specific goals, not scattered and fragmented. Proactively meet and work with domestic and foreign economic groups leading high-tech production chains, reputable and potential strategic investors to call for and attract investment in large projects, creating a spillover effect in the province. Prioritize "on-site" investment promotion activities, organize periodic dialogues with investors and enterprises; provide support to remove difficulties and obstacles for investors and enterprises to effectively implement approved investment projects.

Fourth, promptly deploy and concretize mechanisms, policies and laws on investment, land and construction, associated with promoting administrative procedure reform and digital transformation, contributing to creating an open, transparent and favorable investment and business environment.

Fifth, promote investment in socio-economic infrastructure, especially key projects, transportation, irrigation, healthcare, education projects... to take public investment as the leading factor and attract private investment.

Reporter: How far has the implementation of planning and plans to facilitate large projects in the province progressed, comrade?

In order to create favorable conditions for large, strategic, capable and experienced enterprises and investors to learn about and make investments in the province, the Provincial People's Committee has synchronously implemented many solutions as follows:

Firstly, Binh Thuan Provincial Planning has fully integrated national sectoral planning, ensuring maximum promotion of local potential and advantages, creating favorable conditions to attract investment projects according to the list of projects expected to be prioritized for implementation in the province in the period of 2021-2030, with a vision to 2050.

Second, on the basis of the area of more than 28 thousand hectares that has just been removed from the national mineral reserve planning land by the Prime Minister, the province is researching and prioritizing the development orientation of areas with high spillover potential, especially tourism - services in coastal areas, developing urban airports to create a premise to call for and attract strategic projects, promoting the development of "smokeless industry" in the province.

Third, speed up compensation and site clearance work so that industrial park investors have a basis to accelerate infrastructure investment progress, attract secondary projects, contribute to promoting development and maintaining the role of industrial pillars in the province.

On February 28, 2024, the province organized the "Announcement Ceremony of Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050" to widely publicize the entire content of the provincial planning, introduce the potential and strengths of the locality to call for and mobilize investment resources from domestic and foreign economic sectors, ensuring the completion of growth targets in the right direction and achieving the highest efficiency in the shortest time.

PV: The theme for 2024 is “Improving competitiveness and satisfaction of people and businesses” which shows the province’s goal. Could you tell us how to innovate the way work is handled in 2024, especially administrative reform, when the indicators achieved in 2023 are not positive?

To improve provincial competitiveness index (PCI) and satisfaction of people and businesses, especially administrative reform when the indicators have not shown positive results in 2023; from the beginning of 2024, the Provincial People's Committee has directed departments, branches and localities to focus on administrative reform efforts with the consistent goal of the Government accompanying people and businesses with the following main tasks:

Firstly, administrative reform is determined as a regular and urgent task, the responsibility of the entire political system, taking the satisfaction of people and organizations as a measure of the quality and efficiency of state agencies and determining the level of task completion of the head. Continue to review, reduce and simplify administrative procedures and business regulations to facilitate and reduce costs for people and businesses.

Second, implement solutions to improve and enhance the rankings of competitiveness indexes (PCI), administrative reform (PAPI, SIPAS, PAR)... in 2024. The Provincial People's Committee issued Plan No. 492/KH-UBND dated February 7, 2024, assigning specific tasks to each department, branch, and locality to focus on improving competitiveness, satisfaction of people and businesses, and improving the rankings of PAR, SIPAS, PAPI, PCI indexes of Binh Thuan province in 2024. At the same time, effectively implement the Department, Branch, and District, Town, and City Competitiveness Index (DDCI) of Binh Thuan province.

Third, focus on removing bottlenecks in land, especially bottlenecks in compensation support, clearance, and land valuation. Accelerate the construction of a modern and synchronous land database and land information system; create more favorable conditions for organizations and citizens to access, exploit and use land information.

Fourth, regularly dialogue and accompany businesses and people; enhance the role and responsibility of leaders in removing difficulties and obstacles for non-budget projects to promote socio-economic development of the province. Maintain at least once a month the leaders of the Provincial People's Committee, heads of departments, branches, and chairmen of the People's Committees of districts, towns, and cities to work and remove difficulties and obstacles for investors and businesses.

PV: In order to attract large projects, in addition to the proactive factor of intentionally calling for large, capable, experienced, reputable, and dedicated investors, according to the Chairman, what other factors are involved?

Up to this point, it can be said that many "bottlenecks" in the socio-economic development of Binh Thuan province have been concerned and resolved by competent authorities, especially foreign transport infrastructure. The overlapping of plans in the area has created an important premise for the province to focus on calling for and attracting large projects, large, capable and experienced investors. However, in order to promote the potentials, advantages, as well as new opportunities, in addition to being proactive and inviting investors, in order to be able to help Binh Thuan "take off", it is necessary to make investors trust the locality, especially in creating a favorable and transparent investment environment along with administrative reform. Therefore, we are focusing on this work and in 2024, the Provincial Party Committee and the Provincial People's Committee have taken the theme: "Improving competitiveness and satisfaction of people and businesses"; In which, a very important factor is "people" in performing tasks and administrative procedure reform work.

General Secretary Nguyen Phu Trong has given a very strong directive: "Those who do not dare to do it should boldly stand aside and let others do it", clearly showing the attitude towards cadres who are sluggish, afraid of responsibility, and avoid work. For our province, in the past time, the "human" factor still has shortcomings and limitations that need to be focused on overcoming.
