Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Binh Duong province, the Ministry of Planning and Investment, agencies, localities and partners for their careful coordination in preparing for this important event. The conference demonstrated the strategic, long-term vision for Binh Duong’s development and the special attention of businesses and investors.
Specifying the contents, requirements, and main ideas of planning work and 5 tasks in planning, the Prime Minister said that planning guides and orients the effective exploitation and use of spaces: Land, water, underground space; promotes economic development and attracts investment; improves the efficiency of resource management, environmental protection; contributes to ensuring social justice and improving people's lives, protecting national security and defense...
Planning also needs to closely follow the guidelines, policies and laws of the Party and State; be linked to the practical situation of the locality, region and the world, especially the potential and strengths of the locality; and closely follow the needs and aspirations of the people.
Planning must have innovative, breakthrough thinking, strategic vision, overall, inclusive, and comprehensive; planning must be one step ahead, while ensuring systematicity, science, and efficiency.
Further analyzing the distinct potential, outstanding opportunities, and competitive advantages of Binh Duong, the Prime Minister said that although the province's area is not large (ranked 44/63 nationwide), its population is over 2.82 million people (ranked 6/63), the labor force accounts for 64% of the population (the national average is 53%). "This shows the great trend in labor migration to Binh Duong, the attractiveness of Binh Duong", the Prime Minister stated.
On behalf of the Government, the Prime Minister requested the Party Committee, the government, the army and the people of Binh Duong to continue to preserve, inherit and further promote the achievements left by previous generations. Share the difficulties, limitations and challenges to develop more strongly.
Along with that, the Prime Minister requested Binh Duong to take 3 pioneering steps: First, pioneering in connecting the economy with the region, country, area and international, especially connecting green and digitalized transportation.
Second, proactively pioneer the development of digital economy, green economy, circular economy, sharing economy, knowledge economy, night economy, digitalization, and greening the economy for rapid and sustainable development.
Third, proactively and actively build new-generation, high-tech, smart industrial parks, focusing on innovation, application of science and technology, achievements of the 4th industrial revolution, and training high-quality human resources.
The Prime Minister noted that to implement the planning, Binh Duong needs to focus on mobilizing resources for implementation and organizing scientific, effective implementation, with focus and key points, clearly assigning people, tasks, time, responsibilities, products and results, in which the human factor must be considered decisive.
Sharing about the planning of Binh Duong province for the period 2021 - 2030, with a vision to 2050, Mr. Vo Van Minh, Chairman of Binh Duong People's Committee, said that with this planning, Binh Duong is ready to start a new development phase, with many new orientations full of aspirations for a rich, civilized, and affectionate locality, a closely connected piece between the remaining localities.
According to Mr. Minh, with this planning of Binh Duong province, many bottlenecks in the development model of the previous period will be removed, as well as the goal of becoming a centrally-governed city by 2030, with new breakthroughs; one of the dynamic and comprehensive development centers of the Southeast Asian region; leading in science, technology and innovation, a modern industrial service center; a synchronous and intelligent development of the socio-economic infrastructure system and urban system...
At the Conference, witnessed by the Prime Minister, Binh Duong province awarded the Decision approving the investment policy and Investment Registration Certificate to 8 typical projects licensed in 2024, with a total registered investment capital of more than 1.8 billion USD in the fields of infrastructure, urban, textile, mechanics, etc.
Earlier that morning, Prime Minister Pham Minh Chinh and delegates visited the Global Energy and Automation Exhibition, with more than 400 booths of more than 1,000 businesses from many countries.
