Prioritize human resource development to serve digital transformation
The Military Industry - Telecommunications Group (Viettel) was established in 1989, developed into a Corporation in 2005 and became a Group in 2009. As a defense and security enterprise under the Central Military Commission and the Ministry of National Defense, Viettel operates in four main pillars: Telecommunications; Information technology solutions and digital services; Research and production and High-tech industry; Logistics and E-commerce.
After more than 35 years of development, including nearly 20 years of doing business abroad, Viettel is now one of the country's leading state-owned economic groups with an estimated brand value of 8.9 billion USD - the most valuable brand in Vietnam for 9 consecutive years and ranked 16th globally in the telecommunications sector.
Vice Chairman of the Committee for Culture and Society Lam Van Doan chaired the working session of the Supervisory Delegation of the National Assembly Standing Committee with the Military Industry and Telecommunications Group (Viettel).
Viettel is investing in 11 countries on 3 continents (Asia, Africa, America), leading the market share in 7/10 foreign markets that Viettel invests in. In 2024 alone, Viettel's consolidated revenue will be 190.4 trillion VND; pre-tax profit will reach 51.6 trillion VND; contributing 42.6 trillion VND to the state budget.
Viettel currently has 53,865 employees of 20 different nationalities, of which Vietnamese people account for 83.6%. Of the 8,838 foreign employees, only 11 are experts working in Vietnam, the rest are local employees at market companies that Viettel invests in.
Viettel owns thousands of high-quality personnel in the telecommunications industry, high-tech research, mastering the design and operation of global networks of 4G and 5G technologies. In addition, there are 300 cybersecurity experts, very young but have won many prestigious awards in the world; many personnel are in the top 100 security experts of Microsoft ...
According to the assessment of the Intellectual Property Office, Viettel is the number 1 technology enterprise in Vietnam in terms of the number of patent applications and patents granted annually. To date, Viettel has been granted 175 patents in Vietnam and 41 patents in the United States; and published 406 articles in international conferences and scientific journals.

Viettel's development strategy to 2025, vision to 2030 has oriented towards developing high-quality human resources, focusing on human resources serving digital transformation; at the same time, creating additional sources of high-quality human resources in the production of high-tech weapons and equipment, information technology, information security, and network security for the Ministry of National Defense.
It is expected that in the coming period, Viettel will need to add at least 1,000 more employees each year, with priority given to adding employees in key areas such as: Research and development for the defense industry, dual-use industry; Semiconductor industry; Artificial intelligence; Cyber security. Some industries are also expected to have difficulty finding employees such as semiconductors (both engineers and skilled workers for the semiconductor chip factory that Viettel was assigned by the Government to build) .
Many talent attraction programs
Viettel has many effective policies and programs to attract talented candidates, ensuring a balance between experts, experienced personnel and potential talents who are new university graduates.
Regarding the group of newly graduated personnel, Viettel organizes the Talented Internship Program (Viettel Digital Talent) - a prestigious global technology playground that attracts excellent students from domestic and foreign universities in the technology field. In 2024, the program received more than 3,000 applications from students from 10 countries, from which more than 100 personnel were selected to officially work at Viettel.

During 6 months, students are trained to improve their advanced knowledge in the field, combined with group practice to develop soft skills; provided with learning accounts, research documents and a mentor so that interns can discuss when facing difficulties; full-time internship (paid) at key projects of the unit and guided by highly specialized personnel in the field.

In 2024, Viettel also launched the Viettel Future Changemakers trainee administrator program, attracting 1,000 profiles of personnel with 2-3 years of experience in Marketing, Product Owner, BA... to create a source of technology managers through formal training and rotation, and job challenges for 18 months.
The Group also proactively seeks Vietnamese experts abroad to invite to work, especially in priority attracting industries: IT, Cyber Security, High-tech Research, AI, Cloud, Big Data .
Viettel applies a competitive compensation policy to attract experienced personnel. Accordingly, the proposed salary can be 20 - 50% higher than the individual's current salary, depending on the capacity and contribution value...
Continue to create a special mechanism for Viettel in labor and salary management

Therefore, Viettel recommends continuing to create a special mechanism for Viettel in labor and salary management; preferential policies for personnel participating in a number of key national tasks and projects that Viettel participates in; exemption of personal income tax for high-quality personnel...
Working scene
In addition, research is needed to develop an open and innovative visa policy, including a “talent visa” specifically for people of Vietnamese origin and highly qualified foreigners. Individuals who are granted this type of visa will automatically be eligible for preferential policies without having to go through other approval and proof procedures such as: exemption from personal income tax, priority in using social security, health, education services, etc. This demonstrates Vietnam’s consistent and long-term commitment to attracting and employing talent globally.
At the meeting, Viettel Group leaders also clarified a number of issues of concern to the Supervisory Delegation such as the concept of high-quality human resources; special and outstanding policies to retain talents in state-owned enterprises; the responsibility of enterprises in training human resources; Viettel's plan to prepare semiconductor human resources to perform tasks assigned by the Government...
As one of the largest state-owned enterprises today, Viettel is trusted by the Party and the State to undertake the very important task of participating in the research and development of a chip manufacturing plant in Vietnam and to develop a special incentive mechanism, investment support, and financial support from the State for the project of building a small-scale, high-tech semiconductor chip manufacturing plant. The monitoring delegation requested that Viettel Group have a plan to prepare human resources well to carry out the assigned tasks and the mission of pioneering and leading the national digital transformation, creating a digital society, contributing to the cause of building and defending the Fatherland.
Viettel Group's recommendations will be compiled in a monitoring results report sent to relevant agencies for consideration and appropriate regulations.
