Binh Duong province strives to become a class I urban area, a centrally-run city by 2030.

The Government Office issued Notice No. 465/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of Binh Duong Provincial Party Committee.

Building Binh Duong in the trend of becoming a smart city of the world, with no more poor households

The announcement stated: Binh Duong is a province with a position, role, potential, and strengths in terms of geo-economics, infrastructure, urban and industrial development, located in the Southern key economic zone, a gateway for trade with Ho Chi Minh City, with the country's vital traffic routes; has many distinct potentials, comparative advantages and outstanding opportunities, converging many factors for strong development in industry and services, flat terrain, fertile land, rich natural resources, stable climate, concentrated large industrial zones, high occupancy rate, becoming an important growth driver for the Southeast region and the whole country. It is a land where people have a tradition of revolutionary heroes, are hard-working, inquisitive, eager to learn, dynamic, constantly innovating, and aspiring to rise up and enrich their homeland and country.

The achievements of Binh Duong have created impressions and pride in rapid, sustainable and comprehensive development, building Binh Duong in the direction of becoming a smart city of the world and no longer having poor households. In the first months of 2024, the economy continued to grow well in all 3 regions. GRDP in the first 6 months of 2024 increased by 6.19%, the highest in the past 5 years. The index of industrial production (IIP) in 8 months increased by 6.04% over the same period. Total retail sales of goods increased by 12.7% of the state budget, more than 50.1 trillion VND. Import and export continued to increase, with a large trade surplus. Development investment continued to achieve positive results. Disbursement of public investment capital in 9 months reached 41.2% of the plan assigned by the Prime Minister. FDI attraction in 8 months reached over 1.36 billion USD, up 4.7% over the same period, ranking 7th/63. Binh Duong has always maintained its position in the group of 3 provinces that attract the best FDI. Business development continues to have a positive trend. In the first 8 months, nearly 5,200 new businesses were registered, much higher than the number of dissolved businesses. The fields of culture, society, education, health, and labor effectively implemented social security work; people's lives were concerned. National defense and security were maintained; social order and safety were ensured; international integration was promoted. The work of building the Party and the political system was focused on; the leadership capacity of Party committees at all levels, and the direction and operation of governments at all levels were improved.

However, in addition to the achieved results, Binh Duong province still has some shortcomings, limitations, difficulties and challenges such as: Binh Duong has not regained growth momentum after the COVID-19 pandemic. The average GRDP in the period of 2021-2023 only reached 5.01%; the first 6 months of 2024 reached 6.19%, lower than the national average (6.42%), ranked 5/6 in the Region and 34/63 nationwide. Disbursement of public investment capital, implementation of some important national projects and works are still slow. Administrative reform, improving the investment and business environment need attention to maintain Binh Duong's position as a "top destination".

Through the achieved results and remaining limitations, the Prime Minister presented a number of lessons learned and tasks and solutions that Binh Duong province needs to implement in the coming time.

Strengthen solidarity and unity; thoroughly grasp and creatively implement the Party's guidelines and policies, the State's policies and laws, and apply them to local practical conditions. Maximize the potential for differentiation, competitive advantages and outstanding opportunities; promote the development of new-generation industrial parks, ethnic enterprises, and replicate modern, exemplary models of industrial development.

Grasp the practical situation, respond to policies promptly, flexibly and effectively, resolve sudden and unexpected changes, obstacles and challenges. Integrate strongly, focusing on the role of close regional, national and international linkages.

Strongly promote the spirit of self-reliance, self-improvement, tradition of solidarity, proactiveness, creativity, effectively mobilize all resources, do not expect or rely on others, and rise up with endogenous strength.

The leadership and management work must have a high spirit of determination, great effort, drastic action, focused work, and undistributed investment.

Promote decentralization and delegation of authority associated with resource allocation, improve the implementation capacity of subordinates and strengthen inspection, supervision and control of power; assign tasks and work with clear people, clear work, clear responsibilities, clear time and clear results.

Strengthen discipline, order, proactively handle work with the spirit: if you say you will do it, if you commit to it, you must do it, if you do it, you must have specific, measurable products; do each job thoroughly; do not say no, do not say difficult, do not say yes but do not do it; remove difficulties, reduce costs for people and businesses.

Pioneering in proactively and actively building new-generation industrial parks, focusing on innovation, entrepreneurship, start-ups, application of science and technology, 4.0 technology, developing new-generation industrial parks in the direction of green, digital, high-tech, smart; focusing on training high-quality human resources.

Regarding tasks and solutions, the Prime Minister requested that in the coming time, Binh Duong province urgently develop and complete the Plan to implement the Planning; determine the key content, progress and resources to implement the programs and projects in the Planning.

Promote innovation in the growth model, control inflation; increase access to credit for people and businesses, direct credit to priority sectors and fields with great potential and transport infrastructure; renew traditional growth drivers: in terms of investment, promote disbursement of public investment capital, especially key projects and works; in terms of export, research and development of duty-free zones, free trade zones, aiming at export and attracting investment; in terms of consumption, develop programs and plans to stimulate consumption in the area, promote the development of e-commerce and non-cash payments.

Along with that is effectively exploiting new growth drivers, promoting science - technology, innovation, promoting digital transformation, green transformation, circular economy, sharing economy, knowledge economy, night economy; promoting regional connectivity.

At the same time, Binh Duong strongly develops key service industries, supporting industry such as: e-commerce, finance, banking, logistics, training high-quality human resources. Developing agriculture to ensure food, stabilize people's lives, develop high-tech agriculture, ecological agriculture.

Continue to invest in developing synchronous and modern socio-economic infrastructure; focusing on transport infrastructure, healthcare, education, industrial park and cluster infrastructure, information and telecommunications infrastructure, green infrastructure, and climate change response; especially developing transport infrastructure connecting the Region, the country, the region and internationally.

Continue to promote administrative reform, digital transformation, improve the business environment, eliminate the mechanism of asking and giving; strengthen dialogue, accompany and immediately resolve difficulties and obstacles in production and business of people and enterprises.

Focus on developing high-quality human resources, especially in potential and priority sectors and fields; improve people's knowledge, train human resources, and foster talents. Synchronously and effectively implement solutions to improve the quality of education and training, and at the same time have effective mechanisms and policies to attract and promote talents, shifting from knowledge transfer to comprehensive education. Promote the development of social housing in the form of rental and hire-purchase, an important factor in attracting human resources and attracting investment.

Effectively implement social security work, ensure social welfare. Focus on land management, resources, environmental protection, response to natural disasters, climate change. Manage ecological environment, preserve and promote cultural values, beliefs, religions, good traditions, typical historical and cultural relics of the province...
