On March 26, at the meeting to inspect the acceptance of the completion of construction of items of the Investment Project to build Wharfs No. 3 and No. 4, Hai Phong International Gateway Port, Deputy Minister of Construction Pham Minh Ha, Permanent Vice Chairman of the State Inspection Council for Construction Acceptance, concluded to accept the conditional acceptance results for a number of items of the project.
Basic works are eligible for operation.
Based on quality management records, site inspections, and reports from the investor, design consultant, supervision consultant, and the Council's Expert Group, the Council assessed that the construction work of the basic project items met the approved design requirements.

The investor has organized the acceptance of the completed items expected to be put into operation, and at the same time explained and resolved the problems arising during the construction process. Accordingly, some items of the project have basically met the conditions for the Council to consider and approve the conditional acceptance results, after the investor completed the procedures related to fire prevention and fighting according to regulations.
Deputy Minister of Construction Pham Minh Ha, Permanent Vice Chairman of the State Inspection Council for Construction Works Acceptance (Council) spoke at the meeting.
Deputy Minister of Construction Pham Minh Ha acknowledged and highly appreciated the efforts of the investor and contractors in concentrating resources to implement the project on schedule. At the same time, the Deputy Minister requested the investor to continue completing the project completion dossier in accordance with legal regulations on construction quality management, as well as focusing on project monitoring during operation.
On the local side, the Deputy Minister requested the People's Committee of Hai Phong city to coordinate in organizing safe traffic in and out of the port when the project is officially put into operation.
Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho requested the investor to check obstacles in front of the wharf; test the reliability of equipment to put the project into effective operation.
Speaking at the meeting, Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho agreed with the investor's report, and emphasized that the problems during the construction process had been handled in accordance with legal regulations. Regarding the organization of traffic after the port, the City People's Committee will assign the Department of Construction to coordinate with Cat Hai district to carry out traffic diversion to ensure safety.
The Vice Chairman of the City People's Committee also noted that the port exploitation process will take place in parallel with the construction of the remaining items, so the investor needs to coordinate closely with the contractor to ensure traffic safety, labor safety and exploitation safety.
Director of the State Appraisal Department of Construction Quality Hoang Hai proposed that the Council pay attention to the investor about the work contents before and after putting the construction items into operation and exploitation.

The construction items inspected and accepted this time include wharf No. 3, wharf No. 4, embankment behind the bridge, piles behind the wharf, barge wharf, public wharf, road and yard system in the port (about 8.16 hectares)...

The project consists of two main wharves, each 375m long, 50m wide, wharf elevation 5.5m, water depth in front of the wharf -16m. The wharf structure is a form of assembled girder combined with in-situ concrete pouring on D800 prestressed concrete piles.
The barge wharf is 150m long, 40m wide, wharf surface elevation 5.5m, water depth in front of the wharf -5m, with a structure similar to the main wharf but on a D600 prestressed concrete pile foundation.
The public wharf is 90m long, 40m to 50.78m wide, wharf elevation 5.5m, water depth in front of the wharf -5m, with a structure similar to a barge wharf. In addition, the port's road system of about 8.16ha has also been fully invested. The project is capable of receiving ships with a capacity of 8,000 - 14,000 TEU, equivalent to 100,000 - 160,000 DWT, with an expected cargo throughput of 1.1 million TEU/year.
Hai Phong Port Joint Stock Company said that the investor has organized construction according to the design documents that have been appraised and approved, ensuring compliance with legal regulations. The project completion documents have been fully collected to serve the inspection and acceptance work under the authority of the Council.
