National Assembly Chairman Tran Thanh Man said that at the meeting, the National Assembly Standing Committee summarized the 8th Session and gave initial opinions on preparations for the 9th Session of the 15th National Assembly.
At the same time, approve the 2025 Work Program of the National Assembly Standing Committee; the 2025 Foreign Affairs Program and give opinions on the international cooperation foreign affairs program of the Ethnic Council, the National Assembly Committees, the National Assembly Secretary General, parliamentary groups, the National Assembly Office and agencies of the National Assembly Standing Committee.
The National Assembly Standing Committee also reviewed and approved in principle the Ordinance on Litigation Costs; decided to add 5 draft laws proposed by the Government and the Supreme People's Court and 1 draft resolution to the 2026 Law and Ordinance Development Program.
Accordingly, the draft Law on Promulgation of Legal Documents (amended) and the draft Resolution on extending the period of exemption from agricultural land use tax will be submitted to the National Assembly for comments and approval at the 9th Session according to the one-session process; 3 drafts will be commented at the 9th Session and approved at the 10th Session: Law on Personal Data Protection, Law on the Press (amended) and Law on Bankruptcy (amended). The remaining draft Law on Lawyers (amended) will be considered for addition to the 2026 Law and Ordinance Development Program.
The National Assembly Standing Committee also reviewed and approved a Resolution on the arrangement and establishment of district and commune-level administrative units in the 2023-2025 period of Ninh Binh province and 7 resolutions in the fields of finance and budget.
National Assembly Chairman Tran Thanh Man requested the Government and the Supreme People's Court to urgently complete the dossiers of draft laws and draft resolutions to be submitted to the National Assembly at the 9th session; agencies need to urgently review and prepare dossiers proposing amendments and supplements to laws on organizational apparatus to be submitted to the National Assembly Standing Committee for consideration and addition to the Law and Ordinance Development Program to implement the policy of rearranging and streamlining the organizational apparatus, and submit to the National Assembly at the session in February 2025.

The National Assembly Chairman assigned the Secretary General of the National Assembly to coordinate with the Ethnic Council, the National Assembly Committees, and relevant agencies to carefully review each task, ensuring immediate implementation of the contents included in the 2025 National Assembly Standing Committee's Work Program, first of all, timely preparation of the content for the January 2025 meeting of the National Assembly Standing Committee.
According to the National Assembly Chairman, up to now, the National Assembly Standing Committee has basically completed the 2024 Work Program, with only a few contents that have not been prepared in time to be submitted at this session. The National Assembly Standing Committee will consider them in January 2025.
“Over the past year, the National Assembly Standing Committee has made great efforts to effectively implement the programs and plans set out, ensuring the conditions and quality of reports and projects submitted to the National Assembly. In addition to regular and thematic meetings as planned, the National Assembly Standing Committee has promptly held many extraordinary meetings to urgently consider and decide within its authority or report to the National Assembly for decision on important issues of the country; promptly remove difficulties and obstacles in terms of institutions and policies, unblock resources, overcome bottlenecks for the country's socio-economic development, creating a premise to prepare in all aspects to bring the country ready to enter a new stage of development,” the National Assembly Chairman stated.
Emphasizing that in 2025, there are expected to be many major tasks that need to be implemented, the National Assembly Chairman suggested that in the immediate future, in the remaining time of December 2024 and the first 3 months of 2025, we should focus highly on handling a very large amount of work, requiring very high progress, especially implementing the arrangement, streamlining, and perfecting the organization of the political system, first of all the Central agencies, which needs to be completed soon before the 14th Party Congress.
The National Assembly Chairman said that in February 2025, the 9th Extraordinary Session is expected to take place to amend relevant laws, serving the implementation of the policy of reorganizing and streamlining the apparatus. In January 2025, the National Assembly Standing Committee will have to meet to give opinions on these contents.
Therefore, the National Assembly Chairman requested that National Assembly agencies coordinate with Government agencies to urgently and speed up the preparation of documents to ensure the progress of submission according to the Program set forth by the National Assembly Standing Committee.
“I request that the agencies of the National Assembly, ministries and branches that are assigned to preside over the drafting and review of draft laws and draft resolutions that are expected to undergo restructuring must promote high responsibility, carry out assigned tasks until the last day of operation, and should not have a mentality of giving up or relying on the new agency, ensuring that work is carried out continuously, smoothly and without interruption before, during and after the restructuring and merger,” the National Assembly Chairman emphasized.
