On the afternoon of November 30, the 8th Session of the 15th National Assembly closed after 29.5 days of serious, scientific, democratic and highly responsible work, with a spirit of innovation, timely removal of difficulties and obstacles, overcoming bottlenecks, clearing resources for socio-economic development, ensuring national defense and security and improving people's lives.
National Assembly Chairman Tran Thanh Man said that this is a session with a large volume of legislative content. Accordingly, the National Assembly voted to pass 18 laws with a high approval rate, including laws and resolutions that are of great interest to businesses, voters and people.
For example, the Law on Trade Unions (amended); Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on amending and supplementing a number of articles of the Law on Health Insurance; Law on Fire Prevention, Fire Fighting and Rescue; Law on Urban and Rural Planning; Law on Value Added Tax (amended); Law amending 4 Laws in the field of investment; Law amending 9 Laws in the field of finance and budget, etc.
The National Assembly also considered and approved 21 resolutions and gave initial comments on 10 other draft laws; at the same time, considered and discussed many reports and projects on urgent issues, serving the national economy and people's livelihood, maximizing resources and development opportunities such as: national target programs on cultural development, on drug prevention and control; projects high speed rail on the north-south axis; policy to restart investment in Ninh Thuan nuclear power project,...
Also according to the Chairman of the National Assembly, human resources The meeting was conducted strictly in accordance with Party regulations and State laws.
The National Assembly elected the President of the Socialist Republic of Vietnam; elected members of the National Assembly Standing Committee and the Secretary General of the National Assembly; approved the appointment of the Minister of Finance, Minister of Transport, and Judge of the Supreme People's Court; and at the same time carried out other personnel work within its authority and achieved high consensus and unanimity among the National Assembly deputies.
The National Assembly Chairman stated that the National Assembly acknowledged and highly appreciated the determination, tireless efforts and effective innovations in the Government's direction and administration; the drastic participation of localities; therefore, in the context of the country facing many difficulties and challenges, with unexpected events that are difficult to predict, such as natural disasters, storms and floods, the socio-economic development tasks for 2024 have been basically completed.
In addition, the National Assembly also analyzed and frankly pointed out the difficulties, challenges and shortcomings of the economy and proposed many specific solutions. It is requested that the Government study and absorb the opinions of the National Assembly deputies to promptly and effectively implement the commitments made to the National Assembly, voters and people nationwide.
At the same time, continue to closely follow the practical situation, improve the capacity to analyze, forecast, respond to policies promptly, have effective solutions, strive to achieve the highest level of the 2025 Socio-Economic Development Plan and the goals and targets set out in the Resolution of the 13th National Congress of the Party.
To continue to strongly innovate legislative work, closely link law-making work with law enforcement, considering this an important factor in preventing and combating corruption, waste and negativity, the National Assembly requests the Government, agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and relevant agencies to focus on directing, thoroughly grasping, promptly issuing full detailed regulations, and effectively implementing the laws and resolutions just passed by the National Assembly.
At the same time, regularly review and evaluate the effectiveness and quality of policies after promulgation to promptly adjust, supplement and amend; proactively, actively and urgently build a legal corridor for new issues and new trends, creating breakthroughs in national development.
Entering 2025, a year of great significance in successfully implementing the tasks of the 2021-2026 term; in the spirit of the Resolution of the 10th Central Party Conference, 13th tenure, including the urgent requirement of the work of arranging and streamlining the apparatus of the political system, meeting the requirements and tasks of the country in the new period; the important speech of General Secretary To Lam at the opening session of the Session as well as the recent directions of the General Secretary on the work of preventing corruption, waste and negativity; the Chairman of the National Assembly affirmed that the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the Committees of the National Assembly, the National Assembly Office, and the agencies under the 15th National Assembly Standing Committee will continue to strongly innovate, urgently arrange and consolidate the "lean, lean, strong" apparatus, improve the effectiveness and efficiency of operations, associated with restructuring the contingent of cadres with sufficient qualities and capacities to meet the tasks.
Accompanying the Government, agencies and organizations in the political system, striving to achieve the highest socio-economic development goals in 2025, contributing to the successful implementation of the Resolution of the 13th Party Congress, best preparing for Party Congresses at all levels, towards the 14th National Congress of the Party, creating the best premise for the strong innovation and development of the nation in the new era.
