On November 15, the Criminal Police Department of Hanoi City Police announced that it had arrested Nguyen Trung Kien (38 years old, also known as Kien "tuoi", residing in Cau Giay District, Hanoi) to investigate the acts of lending at high interest rates in civil transactions and extortion of property.
According to the police, since 2021, the Criminal Police Department has discovered an organized crime group led by Kien "tuoi", operating to protect construction material yards and extort property.
During the monitoring process, the authorities determined that Kien directed his subordinates to use junk SIM cards to call and remind investors of construction projects. If any investor did not cooperate, he would ask his subordinates to park their cars in front of the construction site, claiming that the car was broken. With this method, Kien monopolized the sale of construction materials.

In addition, the police collected documents and evidence showing Kien's loan sharking behavior.
Accordingly, Nguyen Trung Kien mobilized money from a number of subjects with many criminal records, then handed it over to Le Minh Nam (46 years old) to "do financial business" with an interest rate of 2,000-5,000 VND/million/day.
To avoid "bad debt", Kien only selected borrowers who were businesses, bank officials or criminals. Kien gave Le Minh Nam full authority to handle all loan transactions and interest collection activities.
At the police station, Kien "tuoi" confessed to protecting the construction material yard, colluding with Hai (46 years old) and establishing Tay Ho Tay Construction and Trade Development Company Limited. After that, Kien assigned more than 10 juniors to freely set up tents, place containers to eat and live on the land on Nguyen Van Huyen extended street, with the purpose of intimidating the project investor, chasing away suppliers to monopolize the sale of construction materials.
Police identified this as agricultural land, part of a project to clear land and manage the construction of an anti-encroachment fence.
Regarding the loan sharking behavior, Kien confessed that he started operating from the beginning of 2022. Among Kien's "fresh" borrowers, there was a director of a bank branch in Hanoi.
This person had previously reported to the Criminal Police Department that he and his family were being terrorized and threatened with debt collection.
According to authorities, Kien "tuoi" has two criminal records.
