"Diagnosing" slow disbursement of capital for National Target Programs

Improved but still slow

The Ministry of Planning and Investment (MPI) has just sent an urgent dispatch to ministries, branches and localities to assess the results of implementing Resolution No. 01/NQ-CP of the Government in the first 11 months of 2024. In particular, the MPI requested ministries, branches and localities to clarify the shortcomings, limitations and new developments arising in the implementation of socio-economic development tasks in the first 11 months, forecast the remaining months of 2024, especially the disbursement of capital for National Target Programs.

According to the report of the Ministry of Finance, implementing Resolution No. 111/2024/QH15 of the National Assembly on a number of specific mechanisms and policies to implement the National Target Programs, localities have resolutely organized implementation; thanks to that, the disbursement rate of the National Target Programs has improved significantly. By the end of the third quarter, many localities had increased the disbursement rate to over 50%, such as: Quang Binh (70%); Binh Dinh (60%); Lang Son (70%). In addition, the provinces: Khanh Hoa, Thua Thien Hue, Tuyen Quang, Dak Lak, Dak Nong, Lai Chau... all achieved a disbursement rate of 50% or more.

In particular, some localities have made breakthroughs in capital disbursement. From July to the end of September 2024, there were provinces with strong breakthroughs such as: Hoa Binh (from 15% to 54%), Nam Dinh (from 10% to 51%), Phu Yen (from 15% to 32%);... Nationwide, by the end of the third quarter, the disbursement rate of National Target Programs is estimated at over 15,054 billion VND, reaching 55.31% of the capital plan assigned by the Prime Minister, an increase of nearly 12% compared to August 2024.

The low disbursement rate of public investment capital for the implementation of National Target Programs has greatly affected the overall disbursement rate of public investment capital nationwide. According to data from the Ministry of Finance, the estimated disbursement of public investment capital as of October 31, 2024 is VND 355,616.1 billion, reaching only 52.29% of the plan assigned by the Prime Minister; while the target by the end of 2024 is to strive to disburse public investment capital to reach over 95%.

Although it has improved in the last months of the year, the capital disbursement situation is still far from the Government's target. The Government strives to disburse 98% of investment capital and 95% of career capital of the National Target Programs allocated in 2024. If calculated at the time of the Ministry of Finance's report (September), the capital disbursement situation has just surpassed half of the roadmap.

Time is running out, while difficulties still exist. The difficulties have been “named and shamed” but there is still no final solution. The risk of not completing the target, forcing the competent authority to allow the transfer of capital from 2024 to 2025 is becoming increasingly evident if there are no breakthroughs in the direction and administration of the Government and the active and drastic implementation of ministries, branches and localities.

"Diagnosing" slow disbursement

Within the framework of the 8th Session, discussing in groups the socio-economic development situation in 2024, National Assembly Delegate (NAD) Tran Thi Hoa Ry - National Assembly Delegation of Bac Lieu province said that in 2025, the National Target Programs will be summarized to conclude the period 2021 - 2025. Therefore, the Government needs to clarify the responsibilities of the focal agencies of the programs, thereby having effective solutions to complete the capital disbursement target.

Studying the report of the Central Steering Committee for National Target Programs, delegate Leo Thi Lich (National Assembly Delegation of Bac Giang Province) was interested in the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. According to delegate Lich, although the National Assembly has issued Resolution 111/2024/QH15 adjusting specific mechanisms and policies to remove obstacles, the disbursement rate is still very low.

“The disbursement rate of new career capital in 2024 is only 8%. If the whole period is like that, will the creation of livelihoods for people according to the set goals be guaranteed? We must have a report evaluating and summarizing the implementation of the entire phase I,” delegate Leo Thi Lich suggested.

Pointing out some current difficulties and problems, National Assembly deputies agreed that, in addition to objective causes, there are subjective causes, which are quite common due to fear of violating the law. This is also the assessment of the Ministry of Finance in its report to the Prime Minister. According to the Ministry of Finance, localities still have a fear of making mistakes, are not resolute in implementing and disbursing capital, especially in disbursing regular expenditure capital; slow in organizing implementation (slow in allocating capital plans, assigning budget estimates; slow in establishing and approving investment projects, and supporting subjects).

Faced with the reality of disbursement of capital for National Target Programs, there were opinions from National Assembly deputies requesting the National Assembly to allow the extension of capital disbursement until December 31, 2025. Many opinions from National Assembly deputies also requested the Government to direct timely amendments to Decision 1719/QD-TTg; at the same time, it was suggested that when developing the plan for the period of 2026 - 2030, capital should not be allocated specifically according to projects and sub-projects, but should be studied and allocated to career capital and separate investment sources but not divided in detail so that localities can proactively implement.
