New land price list in Ho Chi Minh City is lower than the old draft, why?

The Ho Chi Minh City People's Committee has just issued a new land price list, applicable from October 31 to December 31, 2025. According to this decision, land prices on many routes are lower than the previous draft announced in July.

Specifically, the highest recorded land price is 687 million VND/m2, in the area of ​​Dong Khoi, Le Loi, Nguyen Hue streets (District 1). This price is 4 times higher than the current price list, but has decreased compared to the previous draft land price list (810 million VND/m2).

Some other routes in District 1 and District 3 are also noted to have lower prices compared to the old draft. In suburban areas, the new land price list also decreased significantly.

For example, the highest price for the National Highway 22 Parallel Road is 32 million VND/m2, a significant decrease compared to the previously proposed 71 million VND/m2. The new price is also 20 times higher, instead of more than 50 times higher than the current price list.

At the press conference announcing the decision on the new land price list this afternoon (October 22), Mr. Nguyen Toan Thang - Director of the Department of Natural Resources and Environment of Ho Chi Minh City - said that according to regulations, the content of the collection allows for fluctuation in the consultation.

The consulting unit collects based on 8 factors, ensuring the principles of socio-economic situation and practical land prices of the city at the time of building the adjusted land price list. The collection method is implemented correctly, ensuring the most appropriate.

Also according to the new land price list, agricultural land prices are not expected to increase much, while residential land prices have increased sharply compared to the current land price list. Many people believe that this affects the rights of people who own agricultural land, and affects cases where those who want to convert from agricultural land to residential land have to pay large sums of money.

Responding to this issue, Mr. Thang said the new land price list has adjustments in the location of agricultural land, in accordance with the planning to adjust the balance between residential land prices and agricultural land to ensure people's rights.

Mr. Thang also admitted that the adjustment of land price list has affected the demand for land use conversion of some people in the city.

To address the above impacts, the Prime Minister has assigned the Ministry of Finance to develop and advise the Government to issue a Decree regulating exemption and reduction of land use fees for cases not yet specified in Clause 2, Article 157 of the 2024 Land Law, including cases of land use purpose change of households and individuals. Ho Chi Minh City will also try to provide comments so that people who own agricultural land are not greatly affected.

According to Mr. Thang, the land price list according to the provisions of the 2024 Land Law will be the basis for application to 12 cases specified in Clause 3, Article 111 and Clause 1, Article 159. The benefits of the adjusted land price list mainly focus on many contents.

Firstly, fees, taxes, land use fees and financial obligations on land of land users, including organizations and individuals, especially households and individuals, are made public, transparent and fair.

Second, penalties for land violations have increased, contributing to deterrence and reducing violations, contributing to cleaning up and developing the real estate market in a healthy manner.

Third, determining the starting price for auctioning land use rights in land plots with completed technical infrastructure is done faster and creates conditions to improve access to land for individuals and organizations in need.

Fourth, for people whose land is recovered, the determination of resettlement prices will be more public, transparent and faster than before, ensuring fairness in land recovery prices and resettlement land sale prices.

Mr. Bui Xuan Cuong - Vice Chairman of the Ho Chi Minh City People's Committee - said that adjusting the land price list is an important and complicated issue that has a great impact on organizations and individuals, but it must be implemented. The general spirit of the land price list applied until December 31, 2025 is suitable for the local situation, and suitable for the market from January 1, 2026 onwards.
