Kinhtedothi - Vice Chairman of Hanoi People's Committee Duong Duc Tuan assessed that in the challenging general picture of 2024, Hanoi Urban Railway Management Board has strived to overcome difficulties, unite, be creative and achieve proud results.
Achieved many achievements
On the afternoon of January 2, the Hanoi Urban Railway Management Board held a ceremony to summarize the work in 2024 and deploy tasks in 2025. Attending and directing the ceremony was Vice Chairman of Hanoi People's Committee Duong Duc Tuan.
Reporting at the closing ceremony, Mr. Nguyen Ba Son - Deputy Director of Hanoi Urban Railway Management Board said: "In 2024, receiving the attention and close direction of the Government, central ministries, branches, Hanoi People's Committee and departments, branches... the implementation of urban railway projects has achieved many outstanding results such as: completing the pilot urban railway project Nhon - Hanoi Railway Station; Approving and adjusting the investment policy of Urban Railway Line No. 2 Project, Nam Thang Long - Tran Hung Dao section; Proposing Project Line 3.2 using ODA capital...".
According to Mr. Nguyen Ba Son, in 2024, the Hanoi Urban Railway Management Board was assigned 210 tasks, of which 204 were completed. The Board has directed and operated resolutely, with a focus on key points, focusing on implementing and carrying out the tasks set out by Hanoi City.
Regarding disbursement, as of December 31, 2024, the cumulative disbursement of projects and overall plans compared to the 2024 capital plan assigned by the City People's Committee is: VND 2,142,111/3,609,745 billion (reaching 59.34% of the plan). Compared to the disbursement demand of the Board: VND 2,142,111/2,400,372 billion (reaching 89.24% of the plan).
Regarding the Hanoi City Pilot Urban Railway Project, Nhon - Hanoi Railway Station section, up to now, the overall progress of the project has reached 80.32% (the elevated part has been completed 100%, the underground part has reached 41.86%).
For the key tasks in 2025, the Hanoi Urban Railway Management Board will coordinate with Hanoi Railway One Member Co., Ltd. in operating the project and protecting the environment of the elevated section of the Nhon - Hanoi Railway Station Urban Railway Project within 6 months from the date of being granted the Environmental License, to be completed on January 31, 2025; at the same time, determining the asset value of the elevated section; finalizing the bidding packages for the elevated section of the project. The target is for the overall progress of the underground section to reach 87.96%.
For Hanoi urban railway line No. 2, Nam Thang Long - Tran Hung Dao section, in 2025, the feasibility study report will be updated, adjusted and supplemented for appraisal and approval; negotiate and sign a new loan agreement for the project; organize the selection of construction contractors. At the same time, coordinate with districts to accelerate the implementation of site clearance, compensation, support and resettlement according to plan.
In 2025, the Board will also report to the City People's Committee for approval of the policy of selecting a consultant to carry out the following tasks: Establishing a task outline, budget for the work of planning the route, stations and Feasibility Study Report; Reviewing the records and documents of Line 1 for the urban railway (Yen Vien - Ngoc Hoi section). At the same time, reporting to the City People's Committee for approval of the research results of Urban Railway Line No. 2A, Ha Dong - Xuan Mai section...
In addition, continue to seek, connect and work with domestic and foreign organizations interested in developing the Hanoi urban railway system to promote investment promotion.
Efforts to overcome challenges
Speaking at the closing ceremony, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said: "The year 2024 ends in the context of the whole country in general and Hanoi in particular facing many difficulties and having to simultaneously carry out the tasks of the Resolution of the 13th National Party Congress, deploying socio-economic development strategies towards sustainability, modernizing urban infrastructure, and concretizing the commitment to zero net emissions by 2050. For Hanoi, the development of the public transport system, especially urban railways, is not only an urgent task but also the key to solving the problem of traffic congestion, environmental pollution and contributing to creating a smart, civilized, green, clean and livable city".
Vice Chairman of the Hanoi City UNDB Duong Duc Tuan assessed that in the challenging overall picture, the Hanoi Urban Railway Management Board has made efforts to overcome difficulties, unite, be creative and achieve proud results. The specific figures and results not only reflect the efforts but also demonstrate the mettle, determination and aspiration to rise of the collective leadership, cadres, civil servants and workers of the Board.

Most notably, on August 8, 2024, the Nhon - Hanoi Railway Pilot Urban Railway officially put into commercial operation the 8.5km elevated section, serving thousands of passengers every day. This is an important milestone marking a turning point in the capital's public transport system. Not only that, the project is also a testament to the Board's perseverance and responsibility in overcoming difficulties and ensuring the quality of the project.
In addition, the overall project for investment in the construction of the capital's urban railway system was approved by the Politburo on December 13, 2024. And recently, on December 16, 2024, Deputy Prime Minister Bui Thanh Son signed Decision No. 1578/QD-TTg approving the adjustment of the investment policy for the project to build Hanoi's urban railway line 2, Nam Thang Long - Tran Hung Dao section. These are important steps to build a modern, synchronous and sustainable transport network for the capital, meeting the requirements of socio-economic development and improving the quality of life of the people.
“However, in addition to the achieved results, the Hanoi Urban Railway Management Board also needs to frankly acknowledge the remaining difficulties and limitations such as the slow progress of some projects; capital sources and negotiations with contractors have not achieved maximum efficiency. In addition, the disbursement rate of public investment projects is still low” – the Vice Chairman of the Hanoi People's Committee commented.
Entering the challenging year of 2025, the Vice Chairman of the Hanoi People's Committee requested the Hanoi Urban Railway Management Board to focus on implementing key tasks such as accelerating the progress of key projects, especially completing the underground construction of the Nhon - Hanoi Railway Station Urban Railway Line and soon restarting the Nam Thang Long - Tran Hung Dao Line 2 project. This is a key task, requiring high concentration, promptly removing difficulties and obstacles to meet the expectations of the people...
