On February 25, the Economic - Budget Committee of the Provincial People's Council, headed by Comrade La Van Hong, Head of the Committee, conducted a delegation to supervise the implementation of State management of mineral activities in the province for the period 2021 - 2024 in Nguyen Binh district.

Participating in the supervision session were specialized leaders of the Provincial People's Council Committees, members of the Provincial People's Council Economic - Budget Committee; Office of the National Assembly Delegation and Provincial People's Council; Standing Committee of the People's Council and People's Committee of Nguyen Binh district.

Nguyen Binh is a district with strengths in mineral resources, diverse in types such as: lead, zinc, floorite-kaolin, tin, tungsten, iron ore, placer gold and sand and gravel minerals used as common construction materials. In the period of 2021 - 2024, the district has 12 mines licensed for mineral exploitation by the Provincial People's Committee, of which 5 mines have expired but have not completed the mine closure dossier and 7 mines are still valid for exploitation and are being exploited.

In recent years, the state management of minerals in the district has been highly focused and has had many positive changes; the District People's Committee has paid attention to the work of disseminating and educating the law on minerals; issued a number of documents directing and operating the management of minerals under its authority; had many measures to manage and protect minerals and achieved many results; the handling of violations was relatively strict, contributing to stabilizing the general situation and promoting socio-economic development in the locality. Units granted mining licenses basically complied with the provisions of current laws on mineral exploitation and processing; implemented environmental protection measures in accordance with the environmental protection records of approved works and projects; conducted environmental monitoring and reporting in accordance with regulations. In addition to performing responsibilities according to the provisions of law and declaring and reporting output and paying taxes and fees, mineral operating units in the district have all paid into the environmental protection fund; Regularly make contributions to the community and people in the area where mineral exploitation occurs through practical activities such as: contributing construction materials, money... to build public works and support social security, giving Tet gifts, medicine, food to people... However, some mineral areas have not been fully exploited, so environmental restoration has not been completed; the dissemination of legal documents on minerals in the district is sometimes not really extensive; inspection and supervision work is not regular and strict, there is still a situation of illegal mineral exploitation...

At the monitoring session, the district recommended to the monitoring delegation a number of issues such as: Urging units whose exploitation period has expired to strictly implement the work of closing mines according to regulations, completing environmental rehabilitation; developing new spending regulations for supporting the work of protecting and clearing illegal mineral exploitation to replace Decision No. 561/QD-UBND dated April 15, 2010 on temporary regulations on regimes and policies to support forces participating in the task of clearing illegal mineral exploitation in the province; not considering granting mineral exploitation licenses for mines that are assessed to have small reserves, difficult exploitation, ineffective production, and have a great impact on people and the living environment...

The members of the monitoring delegation discussed and analyzed the achievements, shortcomings and limitations of the locality; requested Nguyen Binh district to clarify a number of issues related to procedures for spending on protection of unexploited minerals; clarify the annual budget for mineral protection; reasons for not closing mines for a number of facilities whose exploitation period has expired; coordination with relevant departments, agencies and neighboring localities in mineral protection work in the area.

Concluding the monitoring session, Head of the Economic - Budget Committee of the Provincial People's Council La Van Hong requested the district to overcome the shortcomings that the members of the monitoring delegation had pointed out; review and evaluate the general situation of the implementation of the planning to have an orientation for immediate and long-term management; continue to focus highly on leadership and direction from understanding legal regulations to methodical implementation in exploitation management, further enhancing the responsibility of authorities at all levels; pay attention to rectifying management work, strengthening inspection, strictly handling violations, not allowing illegal and unlicensed exploitation to recur in the area; supplement and complete the report to the monitoring delegation as soon as possible. For recommendations and proposals on mechanisms, policies, and laws in the State management of minerals in the district, the delegation will receive and send them to the competent authorities for research, consideration, and resolution.

Previously, the working group conducted on-site supervision at mineral operations facilities: Ban Luoc - Ban Nung Iron Mine of Vietnam Minerals and Metallurgy Company (Mirex) in The Duc town and commune (Nguyen Binh); Cao Bang Minerals and Metallurgy Company; Lead - Zinc Ore Processing Plant of Thanh Ky Cooperative, Lung Cam hamlet, Phan Thanh commune.
