Responding to public opinion, Mr. Nguyen Quoc Huy, Chairman of Lao Cai City People's Committee affirmed: With the goal of ensuring the safety of people's lives and property, the city has selected a construction and consulting unit with a lot of experience and reputation to survey and propose a construction plan suitable to the current situation. The embankment construction project will be carried out with the most advanced technology and technical solutions available today.
The implementation of the project is of great significance, not only ensuring the lives of households affected by landslides but also ensuring other conditions for other households in the area. Before handing over and putting the project into use, the authorities will evaluate the technical parameters under normal conditions in accordance with current regulations to ensure the safety of people living there.
The embankment project is expected to start before April 12. The city will direct construction units to speed up the progress and complete the project in August 2025.

Concluding the conference, Ms. Giang Thi Dung, Secretary of Lao Cai City Party Committee, said: Based on the reality, the city has mobilized resources to support housing rental costs for households. During the embankment construction period, the city will continue to mobilize resources to support housing rental costs for households. The Secretary of Lao Cai City Party Committee requested Pom Han ward to learn from experience, promptly organize the payment of housing rental support (phase 2) to households, and strengthen the dissemination of policies and regulations of the State and the province in supporting people affected by natural disasters to repair and build houses. At the same time, assign the city's socio-political organizations to continue to grasp the situation of union members and members affected by landslides in the area to continue to mobilize resources and provide timely support. Request households in the area to trust and support the city's policy; agree and create conditions for the implementation of the embankment project to be smooth, ensuring progress and safety in order to soon stabilize people's lives.
Due to the impact of storm No. 3, in Pom Han ward, 112 households were affected by landslides and had to move; 75 households were flooded. In particular, the landslide on the negative slope of 23/9 Street, Group 15, caused the road to crack and sink, forcing 31 households here to move, making life very difficult.
After discovering the landslide, the city, the Party Committee and the Pom Han ward government organized the relocation of all people and assets to a safe location. Lao Cai city has directed sectors and organizations to call on benefactors to support immediate necessities for the people, support the first phase of housing rent for households; currently, the process of supporting the second phase for households that cannot return to their old homes to stabilize their lives is being carried out.
Regarding the landslide remediation plan: The City has organized direct work with the departments (Agriculture and Environment, Construction, Finance) to inspect and assess the level of danger of the landslide on 23/9 Street; agreed to submit to the Provincial People's Committee on the announcement of an emergency situation to handle landslides that have affected and directly threatened the safety of people's lives, health, and housing so that resources, forces, and necessary means can be mobilized to promptly respond to the situation, ensuring people's lives and property.
On March 27, 2025, Lao Cai Provincial People's Committee issued Decision No. 835/QD-UBND declaring a natural disaster emergency in Pom Han Ward. On March 28, 2025, a decision was made to issue an Order to urgently construct the Project to build embankments to prevent landslides in residential areas of Groups 13, 14, and 15 along 23/9 Street.
