Golden Hammer and Sickle Award 2025: Pioneering lean, Lam Dong and the country enter a new era (Part 2)

Lam Dong, with its relentless efforts in administrative reform, has pioneered in streamlining the apparatus, with the merger of 3 southern districts of the province, and has also made breakthroughs in the police force. This reform not only brings better management efficiency but also demonstrates the high determination of the provincial leaders and all levels and sectors in building a friendly, effective government serving the people.

• PIONEER IN MERGER OF DISTRICTS

In the southern region, Lam Dong has taken strong measures to streamline the administrative apparatus. Before the Central Government issued new regulations on rearranging administrative boundaries and building a two-level local government, in 2024, after a long period of investment in effort, time, personnel, and resources, the official merger of three southern districts, including Cat Tien, Da Teh, and Da Huoai, into the new Da Huoai district was completed. This merger is not only an administrative change but also an important step to promote the sustainable development of this area in the future. The merger not only helps reduce the administrative workload but also creates new economic and social development opportunities for the southern region of Lam Dong province. Da Huoai district is a large administrative unit with strong development potential thanks to the concentration of resources and investment with 23 commune-level administrative units, including 18 communes and 5 towns. Authorities at all levels have reviewed, improved and optimized working processes, thereby shortening administrative procedures, reducing intermediaries, making access to public services faster and more convenient. In particular, local leaders have actively deployed the application of information technology in management, creating conditions for people to carry out administrative procedures online, minimizing inconvenience and shortening waiting time.

However, in addition to the obvious benefits, the merger also poses many difficulties and challenges. The expansion of the area and population of Da Huoai district requires major changes in management and operation, from the organization of administrative units, the provision of public services, to the construction of appropriate infrastructure. In addition, this change also places high demands on the coordination between authorities at all levels and the people in building development policies suitable to the actual situation of the new Da Huoai district.

To overcome these difficulties, Comrade Nguyen Thai Hoc - Acting Secretary of Lam Dong Provincial Party Committee called for solidarity and efforts of the Party Committee, government and people of Da Huoai district to overcome all difficulties and fully develop the potential of the district. He also emphasized that the Da Huoai district government apparatus needs to work hard, eliminate inertia, for the common development of the locality. He also requested that Party committees, governments and the entire political system join hands and unite to solve the urgent problems of the district, while promoting stronger development in the future, contributing to the common development of Lam Dong province.

• HISTORICAL IMPRESSION OF THE PUBLIC SECTOR

Not only in the administrative field, Lam Dong police force is also a model in the process of streamlining the apparatus. Implementing the streamlining of the apparatus, operating effectively and efficiently, Lam Dong Provincial Police has continuously improved the quality of its staff, strengthened professional training, and at the same time implemented reforms in organization and apparatus, reducing intermediary stages, thereby optimizing the effectiveness of security and order work. Lam Dong Police has taken the lead in applying technology to professional work, especially in ensuring network security, cracking down on crimes, contributing to improving security and order in the province.

With the spirit of leading by example in restructuring the apparatus, implementing the Government's decree stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security effective from March 1, 2025, there will be no district-level police. Through restructuring the apparatus, Lam Dong Provincial Police only has 26 subordinate departments with 106 team-level and equivalent units under the department, 137 commune-level police (commune: 106, ward: 18, town: 13) and 1 police station (reducing 8 district police units, 2 city police units and 86 teams under district-level police). There have been 19 comrades who are leaders of police units and localities voluntarily retiring before the age limit, creating favorable conditions for the Provincial Police to reorganize, streamline the organizational model and arrange cadres.

Colonel Truong Minh Duong - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department affirmed: Determining the organizational structure and arranging cadres is a very complicated and sensitive task, affecting the psychology and ideology of leaders, commanders and police officers and soldiers at all levels, so the work of propagating and stabilizing the ideology of cadres and soldiers has always been of interest to the Party Committee and the Provincial Police Department's Board of Directors from the beginning and has been directed to be carried out regularly, continuously, persistently and consistently in many appropriate and effective forms. In addition, the role and responsibility of Party committees and heads of police agencies at all levels in leading, directing and organizing implementation have been promoted well; requiring heads to be exemplary, take the lead, and set an example to motivate cadres and soldiers to follow. At the same time, it is always directed to ensure the correct implementation of policies and regimes for cadres and soldiers, especially in the reformed units; promptly remove difficulties and obstacles, encourage cadres, party members and soldiers to complete their assigned tasks well, affirm and spread the spirit that those who stay are to shoulder the work of the Party and the State; those who resign are also for the Party, the State and the People. The force will continue to tighten discipline, order, compliance with laws and regulations, sense of organization and discipline, working style and attitude towards the People, with the spirit of "forgetting oneself for the country, serving the people", "as long as the Party exists, we exist", "when the people need it, it is difficult for the people to have the police".
