Effective management of land resources
Mr. Le Anh Tu - Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: Determining that land is an extremely valuable resource, a great asset and resource, in recent times, the management, exploitation, rational, effective and economical use of land resources has always been focused on by Ba Ria - Vung Tau province, directing and implementing, creating a driving force for local socio-economic development; at the same time, actively contributing to helping the locality achieve sustainable development goals.
In particular, the planning and land use plan for each year and each period is of great significance in the orientation of economic development, especially the re-determination of land use planning to attract investment projects. This is also an important legal basis for land allocation, land lease, land use purpose conversion, land recovery... thereby contributing to making land management in the area increasingly systematic.
As the state management agency for land, the Department of Natural Resources and Environment has advised the People's Committee of Ba Ria - Vung Tau province to issue many legal documents to ensure consistency, unity, feasibility, publicity, transparency, and increasingly better meet practical requirements. Specifically, the Department of Natural Resources and Environment has advised the People's Committee of Ba Ria - Vung Tau province to issue regulations on administrative procedures on land in a simplified manner to create favorable conditions for people; advised the People's Committee of Ba Ria - Vung Tau province to approve the Land Use Plan for the period 2021 - 2025, with a vision to 2050 and the Land Use Plan for 2023 for 8 districts, towns and cities.
At the same time, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province has also strengthened coordination with localities to conduct cadastral mapping, establish cadastral records and build cadastral databases as a basis for management. Up to now, Ba Ria - Vung Tau province has completed the implementation of land measurement, registration, and construction of cadastral databases in 82/82 commune-level administrative units and Con Dao district. In particular, the Department of Natural Resources and Environment always focuses on the issuance of land use right certificates to ensure the legitimate rights of land users.
The Department of Natural Resources and Environment has also strengthened coordination with departments, branches and localities to widely disseminate and mobilize people to understand and properly implement the State's policies and laws on compensation and site clearance; review land use plans, projects and works included in this plan; and completely reclaim projects after the progress has been extended but investors still do not comply with the provisions of law to ensure the rights of land users.
Promote the application of digital technology
Mr. Le Anh Tu - Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: In the context of the digital transformation process being strongly applied in many fields and sectors, the Department of Natural Resources and Environment has also proactively promoted the application of information technology in the activities of the Department of Natural Resources and Environment. Specifically, the Department of Natural Resources and Environment has built and put into use many useful software to improve the efficiency of land management, in which the most prominent is the Land Information System software serving the community through the iOS - Android mobile land handbook subsystem (iLand app).
With this application, people can look up land use planning information in Ba Ria - Vung Tau province by themselves using mobile devices or on any device with internet connection such as tablets, computers. At the same time, the application also allows users to locate by GPS, look up land use planning information at the current location; look up legal information of the Land Use Rights Certificate.
The Department of Natural Resources and Environment of Ba Ria - Vung Tau province also provides online public services at levels 3 and 4. In the first 5 months of 2023, the rate of records received and resolved through online public services reached a high level, of which the Department of Natural Resources and Environment reached 90.09%; at the Land Registration Office system reached 98.44%.
According to Mr. Le Anh Tu, the application of information technology in management activities not only contributes to creating conditions for people and businesses to access the land sector quickly and conveniently, but also helps the province's land management work achieve comprehensive results, higher than the same period in previous years. Typically, the Land Access Index of Ba Ria - Vung Tau province has continuously improved in recent years, in which, in 2022, the province achieved the highest score with 7.66 points, ranked 4/63 provinces/cities nationwide and ranked 1/6 provinces and cities in the Southeast region.
In addition to the achieved results, the application of information technology and digital transformation in the land sector of the province still has some difficulties such as: information on household registration numbers and temporary residence books have not been shared on the provincial administrative procedure settlement information system, therefore, the Department of Natural Resources and Environment does not have information and data to appraise and resolve the records of people and businesses submitted online. Tax interconnection has not been implemented, so the work of circulating cadastral information in electronic form to determine financial obligations on land is still facing difficulties...
In the coming time, to contribute to improving the effectiveness of state management of land, aiming at the satisfaction of people and businesses, thereby contributing to the sustainable socio-economic development of the locality, the Department of Natural Resources and Environment continues to promote the application of information technology to make land information transparent, helping people easily access information about land plots according to their needs, minimizing risks in transactions.
At the same time, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will also focus on reviewing, amending, supplementing and perfecting regulatory documents to ensure conditions for digital transformation; continue to invest in modern and quality information technology infrastructure for the Land Registration Office system; actively and proactively coordinate the transmission and receipt of electronic information with the Tax authority; regularly organize training and professional development for staff to ensure quality human resources, meet requirements, and bring satisfaction to people and businesses.
