Along with that, the quantity and quality of tourism products are increasingly improved. Typically, the Sam Son beach tourism festival held in recent years has gathered many famous artists and singers of Vietnam, and has become a cultural - tourism event attracting a large number of tourists.

With abundant potential and anticipating the development trend of tourism, the Resolution of the 17th City Party Congress, term 2020-2025, has identified the "Tourism development program, focusing on improving the quality and added value of tourism services, building the image of civilized and friendly Sam Son people" as a key program of the entire term. Accordingly, the city aims to build Sam Son into a smart, attractive, friendly tourist city, leading the North and Central regions in sea tourism, resorts, entertainment, high-class entertainment; at the same time, building shopping, cultural, spiritual tourism products, exploring the ecosystem. Along with that, building Sam Son into a hub connecting tourist areas and destinations inside and outside the province; making tourism a key economic sector, creating spillover effects to other economic sectors. From there, promote rapid and sustainable economic development, improve people's lives, firmly ensure national defense - security, and defense of sea and island areas.
On that basis, the city has been implementing synchronous solutions for tourism development, focusing on promoting investment in tourism. Mobilizing and effectively using resources to invest in urban infrastructure and tourism. Strengthening tourism promotion on reputable domestic and international information channels. Promoting the role, awareness and responsibility of people in sustainable tourism development according to the motto "The whole people do tourism, each person is a tourism ambassador". Along with that, developing culture associated with building civilized, friendly and beautiful Sam Son people in the hearts of friends and tourists. Building and effectively implementing the Code of Conduct "Civilized Sam Son Tourism"; the campaign "People understand and are proud of the city, share the will and aspiration to build Sam Son into a smart, attractive and friendly tourist city"...
After 3 years of implementing the key program on tourism development, this sector continues to affirm its role as a key economic sector of Sam Son. In addition to increasingly effectively exploiting the potential and advantages of natural resources; promoting cultural and historical values, Sam Son is becoming a city of festivals and cultural events with dozens of traditional festivals, new festivals and attractive cultural events held during the year. Along with that, tourism infrastructure continues to be invested, many large projects are deployed and put into operation, creating highlights in the tourist landscape, meeting the needs of tourists. Service quality, communication culture and behavior have been significantly improved.
Tourism products are increasingly shaped and diversified. The city has formed 4 main types of tourism products, including sea tourism, cultural and spiritual heritage tourism, resort tourism and festival and entertainment tourism. At the same time, a number of new tourism products have been put into operation such as street Carnival, walking street combined with night market, Truong Le mural village... creating a good impression in the hearts of tourists. In addition, 5 tourist routes have been formed, including: city center - relics, scenic spots; city center - sea square, festival landscape axis; city center - urban area and FLC golf course; city center - memorial area for compatriots, cadres, soldiers and students from the South who gathered in the North; city center - commercial centers, supermarkets.
Thanks to active investment and innovation, the number of tourists to Sam Son has increased year by year. Specifically, in 3 years (2021, 2022, 2023), it is estimated to welcome 15.8 million visitors, equal to 77% of the whole period 2016-2020 (accounting for 65-70% of the total number of visitors in the province). Tourism revenue in 3 years is estimated at 32,365 billion VND, 1.6 times higher than the whole period 2016-2020.
It can be affirmed that the Tourism Development Program, focusing on improving the quality and added value of services and tourism, building the image of civilized and friendly Sam Son people, has brought about many positive results. In particular, the highlight is contributing to building Sam Son into a safe, friendly and attractive tourist destination.
