On June 28, at the end of the first-instance criminal trial, the People's Court of Tien Giang province sentenced eight defendants, former officials and civil servants in My Tho city, for intentionally violating state regulations on economic management causing serious consequences, abusing positions and powers to appropriate property, and lack of responsibility causing serious consequences at My Tho Urban Construction Company Limited.
Accordingly, defendant Nguyen Cong Khanh (former Deputy Director of My Tho Urban Construction Company Limited) received 5 years in prison; defendant Tran Thi Thien My (former Chief Accountant of My Tho Urban Construction Company Limited) received 5 years and 6 months in prison; defendant Pham Van Rang (former Head of Business Planning Department of My Tho Urban Construction Company Limited) received 4 years in prison; defendant Dang The Vinh (former Deputy Head of Business Planning Department of My Tho Urban Construction Company Limited) received 3 years in prison; defendant Nguyen Thi Thuy Linh (former Deputy Head of Finance and Accounting Department of My Tho Urban Construction Company) received 1 year in prison.

The three defendants Phan Van Hoang (former Chairman and Director of My Tho Urban Construction Company Limited, former Vice Chairman of My Tho City People's Committee); Luong Van Luan (former Head of My Tho City's Finance and Planning Department) and Dao Thanh Phong (former Deputy Head of My Tho City's Urban Management Department) were sentenced to 3 years in prison with a suspended sentence.
According to the indictment, from 2014 to early 2016, defendants Phan Van Hoang, Nguyen Cong Khanh, Tran Thi Thien My, Pham Van Rang and Dang The Vinh abused their authority to direct employees to adjust and reduce the sanitation fee revenue provided to the Urban Management Department of My Tho City in order to receive acceptance and settlement of more waste volume during the implementation of public sanitation urban services, causing a total loss to the state budget of more than 3.7 billion VND.
In this case, Dao Thanh Phong and Luong Van Luan were the consultants who proposed to the People's Committee of My Tho City to determine the amount of garbage that caused damage to the state budget as above.
Tran Thi Thien My, as chief accountant, colluded with Nguyen Thi Thuy Linh, general accountant, to create a summary table of savings deposits and inform staff and workers that the total amount of savings withdrawn was only over 7.6 billion VND, but in reality, the total amount withdrawn was over 7.9 billion VND, paid to staff and workers over 7.6 billion VND, deposited over 11.1 million VND into the company's welfare fund, the treasurer kept over 1.5 million VND, and embezzled the remaining amount of over 362 million VND.
Of which, My kept 145 million VND; Linh kept more than 60 million VND. Defendant Nguyen Cong Khanh was irresponsible in checking, allowing My and Linh to appropriate the above amount of money from 339 victims.
Up to now, the defendants have recovered the entire amount of damage to the state budget of more than 3.7 billion VND.
The panel of judges determined that the defendants' actions not only caused damage to the state budget but also caused bad public opinion, damaged reputation, and reduced people's trust, and needed to be strictly handled before the law.
This is the second time the Tien Giang Provincial People's Court has tried this case at first instance. The first instance judgment was annulled by the High People's Court in Ho Chi Minh City and the Tien Giang Provincial People's Court was requested to retry it according to its jurisdiction.
