At the same time, strengthen the practice of the "7 dares" spirit of cadres that General Secretary Nguyen Phu Trong and the Central Committee have directed, which are: dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good.

The entire political system, cadres, party members and people of the capital need to uphold their sense of responsibility and determination to successfully carry out all political tasks, complete at the highest level the socio-economic development goals and targets; ensure the maintenance of national defense, security, order and social safety in 2024, especially the city's key and breakthrough tasks in the new year.

Previously, Directive No. 24-CT/TU was issued to solve the urgent problem that reality is posing, not only in Hanoi. The introduction of 25 specific manifestations of the situation of cadres being afraid of responsibility, avoiding and shirking responsibility was also done very carefully, ensuring close to reality and in accordance with the regulations of the Central Committee. Looking at the 25 manifestations, not only can cadres self-examine and self-correct, but also when inspecting and supervising.

The Hanoi Secretary emphasized that the impact of Directive No. 24-CT/TU is first of all to change awareness, overcoming the mindset that a careless and sloppy attitude at work is okay. Discipline, discipline and responsibility in handling work are raised.

Build more bridges over rivers soon

According to Hanoi Secretary Dinh Tien Dung, this term, the city's general policy is to try to close the belt roads. Of which, Belt Road 1 and Belt Road 2 have basically been completed, Belt Road 3 still has a 14 km section in Dong Anh District and the city has decided to finish it with budget money. Belt Road 4 is being vigorously implemented. The gateway routes into the capital must also be improved.

In addition, Mr. Dung also noted that it is necessary to focus on carrying out procedures to soon invest in building bridges over the Red River, strengthening important connecting infrastructure such as Tu Lien Bridge, Ngoc Hoi Bridge, Thuong Cat Bridge... At the same time, it is necessary to coordinate to soon deploy the construction of 3 bridges over the Red River and Duong River on Ring Road 4, including: Me So Bridge, Hong Ha Bridge over the Red River and Hoai Thuong Bridge over the Duong River. These are 3 bridges of important significance for connecting and putting into operation with the parallel road of Ring Road 4.

Along with that, the city determined that it must develop a good public transport system, associated with the construction of two affiliated cities, in order to "decompress" the urban area. Therefore, in the coming time, Hanoi will focus on preparing urban railway (metro) projects.

In 2024, the Nhon - Hanoi Railway Station metro line will operate the elevated railway section from Nhon to Kim Ma.

In the immediate future, in 2024, for the Nhon - Hanoi station metro line, the city is directing the operation of the elevated railway section from Nhon to Kim Ma. In the coming time, the focus will continue to be on the implementation of the underground metro section from Kim Ma to Hanoi station. Secondly, the Cat Linh - Ha Dong metro line will continue to invest in the section connecting Ba La (Ha Dong district) to Xuan Mai (Chuong My district).

The third metro line that the city will focus on directing early implementation is the Van Cao - Hoa Lac line. In addition, another very important line, the line from Noi Bai airport to the city center, will also be prioritized for early implementation.

Mr. Dung emphasized that the city will plan 10 urban railway lines, not only to connect areas within Hanoi but also to connect Hanoi with surrounding provinces such as Bac Ninh, Hung Yen, Vinh Phuc, and Ha Nam.

Enlist the support of the people to promote the work

In a message to the capital's officials and people on the occasion of the New Year of the Dragon, the Secretary of Hanoi said that the city still has a lot of work to do, invest, build and develop. Many difficulties, limitations and shortcomings are requiring solutions.

Over the past year, he has always reminded all levels and sectors to strictly follow the leadership and direction of the Central Committee and thoroughly grasp the spirit that the Resolution of the 13th National Party Congress clearly stated: the people are the root; whatever is done must have the consensus and support of the people; no matter how difficult the task is, if the people agree and support it, it can be overcome, and vice versa, no matter how easy the task is, if the people do not follow it, it will fail.

"Therefore, I propose that in 2024, all levels and sectors from the city to the grassroots must be closer to the people, must seek the support of the people to promote work; focus on caring for people's lives, increase contact and dialogue with the people; promptly resolve essential needs and legitimate opinions and recommendations of the people...", Mr. Dung said.
