According to information from the Department of Administrative Management of Social Order - Hanoi City Police, up to now, after 2 weeks of implementing Order 01, in addition to Tay Ho District Police, which has completed the issuance of chip-embedded ID cards, only new cases are added and support other units to issue to temporary residents. Long Bien District Police is also about to reach the finish line when reaching a rate of nearly 90%; Ha Dong District Police reached a rate of about 70%, Thuong Tin District Police has 9/29 communes and towns completing the issuance of ID cards.
For units with slow progress, the City Police have provided many instructions to speed up progress to reach the finish line before June 30.
According to the commander of the Department of Administrative Management of Social Order, in order to improve the effectiveness of the work of "covering" chip-embedded ID cards to people in the area, the units have proactively advised the Steering Committee 06 at the district level to direct departments, branches, and organizations, especially the youth union, to coordinate with the police force to serve the issuance of ID cards and activate electronic identification. The grassroots police units have deployed many sessions to guide citizens to activate electronic identification accounts at schools and residential areas.
The Department of Administrative Management of Social Order has advised the City Police to propose the City People's Committee to issue Official Dispatch No. 1451/UBND-KSTTHC dated May 17, 2023 to direct departments, branches, and People's Committees at all levels in the work of issuing CCCD and activating electronic identification accounts.

In particular, the Department of Justice has been assigned to guide the issuance of civil status papers for cases without identification papers who are staying at social protection centers to serve the work of collecting data and issuing CCCD. At the same time, the judicial sector at all levels has been directed to support the police force in verifying cases of citizens who have died or lack information on their date of birth to overcome current problems.
Units do not go to units inside and outside the City to issue CCCD to their permanent residents but must create population changes and notify the District Police where the citizens actually reside by list.
Along with that, the grassroots police force focuses on collecting CCCD for people actually residing in the management area, while ensuring maximum efficiency of the equipment set. Mobile issuance at people's homes must be reasonably calculated during the implementation phase of Order 01 .
The Department of Administrative Police for Social Order continues to direct local officers to directly provide professional guidance, summarize difficulties and problems to promptly resolve them, and at the same time strengthen the evaluation of the implementation results of units to rectify existing problems .
