2 months of 'express' to solve human resource difficulties for the retail industry

Just over 2 months after receiving comments from businesses, the Ministry of Industry and Trade has connected businesses and training facilities to obtain quality retail human resources.


Human resources is one of the three main pillars of the retail industry.

On the afternoon of February 20, 2025, in Hanoi, AEON Vietnam Co., Ltd. held a signing ceremony for cooperation with 12 universities and colleges inside and outside the industry and trade sector to train human resources. Notably, this cooperation was implemented just over 2 months after the enterprise proposed it at the 2024 Domestic Trade Development Policy and Law Forum with the theme "Developing a fast and sustainable modern retail system" organized by the Ministry of Industry and Trade on December 4, 2024.

The retail industry has grown strongly in recent times.

Accordingly, many businesses at the Forum said that human resource development is a key factor, one of the three pillars for retail businesses, but currently, this is also one of the weaknesses of the Vietnamese retail industry.

Ms. Doan Thi Huong Thanh - Legal Director, Wincommerce said that currently, human resources for the retail industry are very difficult when most training schools do not have specialized training in retail. Meanwhile, the situation of personnel fluctuation in the retail industry is very large. For Wincommerce, it is 100% in 2024, which means continuous in and out.

Agreeing, Ms. Tran Kim Nga - Director of External Relations of MM Mega Market Vietnam said that human resources, especially high-quality human resources, are a challenge for retail businesses.

In fact, human resources are considered one of the three important pillars of the retail industry, along with digital transformation and ESG practices (environmental and social responsibility of enterprises) in the retail industry. Realizing that, right at the Forum, Mr. Bui Nguyen Anh Tuan - Deputy Director of the Domestic Market Department affirmed that enterprises have a great demand for human resources, and enterprises are also experts, understanding exactly what they need to develop human resources for their retail systems. Therefore, in-depth training activities for human resources in the retail industry will still require close coordination between the Ministry of Industry and Trade, training institutions and large retail systems to have a generation of high-quality human resources to meet the needs of the industry.

In response to the request of enterprises, one day after the Forum, on December 5, 2024, the Department of Personnel Organization coordinated with the Department of Domestic Market to organize a Dialogue between colleges and universities under the Ministry of Industry and Trade and AEON Vietnam Co., Ltd., MM Mega Market Vietnam Co., Ltd. The Dialogue is an opportunity for dialogue to grasp the human resource needs of the retail industry of AEON and Mega Market corporations; thereby, it is a premise to build a strategy for sustainable retail development, on the basis of building a three-party cooperation model: School - Enterprise - State management agency.

Just over 2 months later, on February 20, 2025, the Signing Ceremony of the cooperation project on training high-quality retail human resources between AEON Vietnam and the schools took place. Deputy Minister of Industry and Trade Phan Thi Thang directly attended the signing ceremony and gave a speech, showing the great interest of the Ministry of Industry and Trade.

Under the connection of the Ministry of Industry and Trade, the Human Resource Development Program for the Retail Industry between AEON Vietnam and universities and colleges inside and outside the Ministry of Industry and Trade will be implemented in three main phases. The first phase in 2025 focuses on building strategic cooperation relationships through the signing of memorandums of understanding with 12 universities and colleges, creating a solid foundation for the next phase of practical training implementation.

In phase 2 (2025-2026), the project will implement training activities to provide practical knowledge from AEON Vietnam experts. In addition, students will have the opportunity to access information and participate in internship and recruitment programs at AEON's supermarket system, shopping malls and operating departments.

From 2027, AEON will aim to develop a team of human resources for the Industry and Trade sector every year, while expanding the teaching content to other service fields, with the participation of 9 member companies of AEON Group in Vietnam.

Ministry of Industry and Trade accompanies businesses

Not only connecting AEON Vietnam and schools inside and outside the Ministry of Industry and Trade, in fact, the issue of human resources for the retail industry is always of concern to the Ministry of Industry and Trade. Previously, on May 3, 2024, in Ho Chi Minh City, Central Retail Group signed a Memorandum of Cooperation with the College of Foreign Economic Relations (under the Ministry of Industry and Trade), to specify the cooperation content between the Ministry of Industry and Trade and Central Retail Group on training human resources for the retail industry.

The Ministry of Industry and Trade currently has a system of 31 schools, including 22 colleges and 9 universities; arranged from North to South, with a training scale of about more than 200,000 students/year and more than 200 training majors. Cooperation in developing human resources in the retail industry between universities and colleges under the Ministry of Industry and Trade and retail enterprises will bring many practical benefits to all parties, to the economy and the community in meeting the demand for high-quality human resources; strengthening the connection between schools under the Ministry and enterprises, linking training programs, practice at enterprises and job creation for students; supporting the development of specialized training programs, scholarship programs for students...

The retail industry is contributing about 150 billion USD and according to the orientation of the Party and the State, the retail industry's sales will soon increase to 165 billion USD in the near future, contributing significantly to GDP. Retail is also an important component of the total retail sales of goods and consumer service revenue - one of the three important pillars of the economy. Retail businesses help consume local products and create jobs for people across the country.

The retail system plays an important role not only in connecting production and consumption but also as a driving force for economic growth, job creation, and improving people's quality of life. Our Party and State always identify that developing the retail system is a key task in the process of industrialization and modernization of the country, contributing significantly to the goal of sustainable development.

In that context, the Strategy "Domestic Trade Development to 2030, Vision to 2045" under Decision No. 1163/QD-TTg dated July 13, 2021 of the Prime Minister was issued with the goal of closely linking development speed and sustainability in accordance with the Party's major policies and guidelines stated in the documents of the 13th National Party Congress.

In addition to listening to businesses' opinions, "accelerating" the connection to solve employment problems for the Ministry of Industry and Trade is the commitment of the Ministry of Industry and Trade to accompany retail businesses in all fields to improve operational efficiency in Vietnam.

In the coming time, the Ministry of Industry and Trade will promote the implementation of the Strategy "Domestic Trade Development to 2030, with a vision to 2045" to deploy synchronous solutions to promote growth in the retail industry.
