2,500 people were scammed by a group of fake doctors

2,500 people were called by Nguyen Hong Duong's group, pretending to be doctors at the Central Eye Hospital, inviting them to participate in the 'golden profile' program to defraud and appropriate money.

The Hanoi People's Procuracy has just issued an indictment to prosecute 16 defendants in the case of impersonating doctors at the Central Eye Hospital, defrauding more than 2,500 people through the "golden profile" program to buy preferential medicine.

Of these, 5 people were prosecuted for two crimes of fraud and appropriation of property and forgery of seals and documents of agencies and organizations, including: Nguyen Hong Duong (30 years old, residing in Nghia Hung district, Nam Dinh province); Pham Xuan Duc (23 years old, residing in Hoan Kiem district, Hanoi); Hoang Van Khanh (25 years old, residing in Chuong My district, Hanoi); Nguyen Thi Loi (25 years old, residing in Kim Dong district, Hung Yen province) and Ngo Van Dai (30 years old, residing in Truc Ninh district, Nam Dinh province).

The remaining 11 people were prosecuted for fraud and appropriation of property.

Impersonating a doctor to scam thousands of people

According to the indictment, in April 2021, Nguyen Hong Duong established EHA Group Joint Stock Company to trade in eye health supplements. Duong then invited many other people to join him.

In which, Duong is the director responsible for general management and importing drugs for sale. The rest are in charge of advertising products on social networks and sales consulting.

From October 2021, Nguyen Hong Duong and Pham Xuan Duc discussed and agreed to commit fraud and property appropriation by posting articles advising on eye disease conditions and advertising eye supplements on Facebook to collect information from customers who wanted to buy the medicine, the indictment stated.

Duong's group created a "golden profile" program, then called customers, pretending to be doctors from the Central Eye Hospital, provincial and city general hospitals, or leaders and officials of provincial health departments to trick them into consulting on medical examinations and treatments and recommending medicine sales.

The defendants gave false information about the "golden file" program belonging to the Central Eye Hospital in Hanoi. If customers bought more medicine, they would receive free eye examinations for 10 years and many other incentives.

The investigation results determined that in one year from September 2021 to September 2022, more than 2,500 people were scammed by the group of defendants into buying medicine through the "golden profile" program.

Forging hospital and health department documents to commit fraud

According to the indictment, Duong and Duc recruited many employees into the company to work as sales consultants, warehouse staff, and shipping staff to carry out the fraud.

To gain customers' trust, Duong's group also discussed and agreed to forge documents from the Central Eye Hospital and the Hanoi Department of Health sent with the products... to increase the reputation of the drug products, while creating trust for customers in the "golden file" program, the indictment stated.

The prosecutor accused the defendants of successfully delivering more than 3,800 orders to more than 2,500 customers, with the total amount collected by the Savings Delivery Company being more than 7.4 billion VND.

Nguyen Hong Duong, along with Pham Xuan Duc and Hoang Van Khanh, were accused of forging 46 documents, and two others forged 44 documents of the Central Eye Hospital and the Hanoi Department of Health to send to victims along with the sold medicine products.
