Promoting substantive cooperation between the National Assemblies of Vietnam and Singapore
After more than 50 years of establishing diplomatic relations (1973-2024) and more than 10 years of establishing a Strategic Partnership (2013-2024), Vietnam-Singapore relations have continuously developed, reaching many important milestones in all fields.
In particular, political trust is strengthened and economic-trade cooperation is an important pillar in bilateral relations.
Singapore maintains its position as the second largest investor in Vietnam with more than 3,800 projects and a total accumulated investment capital of more than 81 billion USD; the network of 18 Vietnam-Singapore Industrial Parks (VSIPs) in 13 provinces and cities of Vietnam is a symbol of successful economic cooperation between the two countries.
With that solid foundation, at the meetings and contacts within the framework of the visit, National Assembly Chairman Tran Thanh Man and senior leaders of Singapore both affirmed their determination to further promote this important pillar of cooperation, through increasing information exchange, sharing experiences in handling new issues in socio-economic development; promoting investment on the basis of promoting the strengths of each country, creating breakthroughs in new growth areas such as green logistics, data center construction, semiconductor chip manufacturing, clean energy, carbon credits, food security, green finance, etc.
To promote substantive cooperation between the two National Assemblies, National Assembly Chairman Tran Thanh Man and National Assembly Chairman Seah Kian Peng agreed that it is necessary to continue effectively implementing the Cooperation Agreement between the two National Assemblies, contributing to further developing the Vietnam-Singapore Strategic Partnership and soon raising it to a new level; enhancing information exchange and sharing each country's experiences in perfecting institutions, policies, and legal systems, etc.
Noting that the visit of National Assembly Chairman Tran Thanh Man to Singapore is very timely right before Vietnam prepares for strong reforms in the coming time, Associate Professor Vu Minh Khuong, Lecturer at the Lee Kuan Yew School of Public Policy (Singapore), said that this is a practical channel for the two sides to exchange experiences in building a legal system and policies in a more scientific, concise, simple, and easy-to-understand direction.
According to Associate Professor Vu Minh Khuong, the reform of Vietnam's apparatus in the coming time must start from legal issues.
The visit of National Assembly Chairman Tran Thanh Man provided a lot of legal experience to serve as a foundation for building an elite public authority, helping to build and promote the development of human resources, including high-ranking officials and young generations, so that they can become the elite generation leading the changes of the times.
Highly appreciating the significance of the visit, Associate Professor Eugene Tan, Senior Lecturer at Singapore Management University, affirmed that the visit demonstrated the close relationship between Vietnam and Singapore and helped the legislative bodies of the two countries enhance their understanding of each other's legal systems, thereby finding new cooperation opportunities.
The important message that National Assembly Chairman Tran Thanh Man repeatedly affirmed in meetings with leaders of large corporations and enterprises in Singapore is: Vietnam is ready to remove difficulties and obstacles, creating favorable conditions for domestic enterprises and foreign investors.
In legislative work, the National Assembly has made many innovations to improve institutions and create favorable conditions for investors.
Vietnamese Ambassador to Singapore Mai Phuoc Dung said that large corporations and enterprises in Singapore are very excited and hope that Vietnam will soon remove obstacles in mechanisms to continue investing in Vietnam. The official visit to Japan by National Assembly Chairman Tran Thanh Man and his wife, along with the high-ranking delegation of the Vietnamese National Assembly, once again affirmed Vietnam's importance to the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the world with Japan.
During the visit, National Assembly Chairman Tran Thanh Man met with the Emperor and Empress of Japan, Prime Minister Ishiba Shigeru; held talks with Senate President Sekiguchi Masakazu and House of Representatives Speaker Nukaga Fukushiro.
In an open and friendly atmosphere, the two sides expressed their delight at the fact that the Vietnam-Japan relationship continues to achieve outstanding and substantive results in economic, trade, investment, labor, human resource training, cultural and people-to-people exchanges, and local connections between the two countries.
The leaders of the two countries agreed to increase exchanges and contacts between parliamentarians, especially young and female parliamentarians of the two countries; further promote the important bridging role of the Friendship Parliamentarians' Union in promoting people-to-people exchanges, business cooperation and cooperation between localities; continue to promote exchanges and experience sharing between specialized committees; coordinate to perfect institutions and policies, build a legal corridor to support businesses of the two countries to expand cooperation and investment in each country.

Vietnamese Ambassador to Japan Pham Quang Hieu stated that all meetings and contents were very practical and effective; many meetings lasted a long time. All high-ranking Japanese leaders attached great importance to the visit of National Assembly Chairman Tran Thanh Man.
According to Ambassador Pham Quang Hieu, this is the first time the Japanese House of Councillors has signed a cooperation agreement with a foreign legislative body. The content of the agreement defines direct cooperation and exchange between specialized agencies of the two countries' parliaments.
The Ambassador emphasized that regular cooperation and exchanges between the two countries, especially in the legislative field, will help Vietnam achieve one of the three strategic breakthroughs, which is to build institutions and create conditions for Vietnam's socio-economic development, especially when Vietnam is entering a new era, an era of national development. International support, especially Japan's support and cooperation, plays a very important role in the new period.
Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha said that the signing of a cooperation agreement between the Vietnamese National Assembly and the Japanese House of Councilors will further contribute to the development of the Vietnam-Japan Comprehensive Strategic Partnership.
Japan is currently the largest official development assistance (ODA) provider, the second largest labor cooperation partner, the third largest investor and the fourth largest trading partner of Vietnam.
With its available potential and advantages, National Assembly Chairman Tran Thanh Man suggested that Japan continue to effectively deploy new-generation ODA capital with high incentives, simple and flexible procedures for Vietnam's infrastructure development projects, and affirmed that the Vietnamese National Assembly is gradually perfecting a favorable legal corridor, improving the investment environment, helping foreign enterprises, including Japanese enterprises, to increase stable and long-term investment in Vietnam.
Japanese Congressman Soramoto Seiki assessed that Vietnam still has a lot of room for development. In the near future, many industries in Vietnam will develop rapidly and strongly.
