Chairman of the Ho Chi Minh City People's Committee Phan Van Mai has just signed an official dispatch directing agencies and units to implement solutions to ensure traffic order and safety, reducing congestion in the city.

The Ho Chi Minh City People's Committee said that implementing the Law on Traffic Order and Safety in 2024 and Decree 168/2024 has helped the traffic order and safety situation in the city have positive changes.

However, due to the increased demand for transporting goods and people's travel at the end of the year, the traffic density is high, especially on routes in the central area, leading to an increase in areas and traffic congestion points lasting on many routes from the beginning of 2025 until now.

Review temporary use of sidewalks

Therefore, the Chairman of the Ho Chi Minh City People's Committee requested the City Traffic Safety Committee to coordinate with agencies and units to implement feasible solutions to immediately resolve traffic congestion at intersections in the area. In particular, focus on implementing within 24 - 48 hours.

At the same time, review and propose temporary use of sidewalks for traffic activities at the end of the year.

The City Traffic Safety Committee must strengthen coordination in inspecting, surveying, and evaluating the management and use of roads, sidewalks, and curbs in the area: focusing on surveying areas and intersections where illegal encroachment of roads and sidewalks for business and trading, and parking vehicles causing traffic obstruction and congestion often occur.

Carry out the work of monitoring, synthesizing and reporting to the Ho Chi Minh City People's Committee on a weekly basis on the situation of traffic safety and order and traffic congestion in the area from now until February 15.

Keep right turn lane open

The Department of Transport is assigned to review, overcome and promptly adjust shortcomings in traffic organization, especially information and feedback related to traffic light incidents; overcome limitations and shortcomings of the system of signs and directional signs for vehicles participating in traffic, ensuring compliance with the actual traffic situation.

Continue to review, open right-turn lanes or arrange continuous right-turn, left-turn or straight-through lanes for some or all vehicles participating in traffic in some areas to ensure safety and suitability.

Research and agree with Ho Chi Minh City Police to adjust traffic light duration to suit actual traffic conditions, to resolve the situation of vehicles stopping and waiting for traffic lights for long periods at intersections.

After installation, it is necessary to continue monitoring and evaluating to ensure feasibility and effectiveness, limiting installation in unnecessary locations, leading to the formation of habits of not complying with traffic light signals by vehicle drivers, causing traffic insecurity and making it difficult for pedestrians and people with disabilities to cross the road at pedestrian crossings.

At intersections that are safe, there is a solution to allow vehicles to turn right continuously to reduce traffic congestion.

The Chairman of the Ho Chi Minh City People's Committee assigned the City Police to direct the Traffic Police force to increase coordination with local police to regulate traffic in crowded areas and intersections at risk of congestion and traffic jams during rush hours, holidays and Tet.

Continue to strengthen patrols and controls, combined with guidance and propaganda to strictly handle violations of the Law on Traffic Order and Safety.

"However, during the penalty process, it is necessary to verify and clearly identify the causes and conditions leading to the violation in order to consider handling it "sympathetically and reasonably", with specific explanations so that people can clearly understand the provisions of the law and traffic rules" - the Chairman of the Ho Chi Minh City People's Committee directed.
