Counterfeit brand goods are rampant

In the days leading up to Lunar New Year, the Vinh City market is quite bustling with clothing stores. Observing at a store, we saw that most of the clothes here were counterfeit goods of world famous brands such as Adidas, Gucci, Louis Vuitton at super cheap prices of only 200,000-250,000 VND/shirt, while genuine goods were over 20 million VND/shirt.

Surprisingly, knowing that it is a "fake" product, many people still buy this item. They think that owning a branded shirt costs too much money, while just a few hundred thousand can satisfy their passion for "branded goods".

Looking at Hieu market, Thai Hoa town, there are many items such as leather wallets, fashion accessories, belts, hats, sandals, all counterfeiting brands such as Burrbery, Lacost, Fendi, Gucci, Chanel, LV, Hermes, Dior, Valentino, Ferragamo, LV, Salvatore Ferragamo, Goyard, Louboutin, Polo, Calvin Klein.

The seller explained: Fake Chanel handbags cost 700,000 VND/piece, mainly imported from Guangdong (China) with high quality, while the "genuine" ones cost 10-11 million VND/piece.

In other product lines such as suitcases in the market area of ​​Quy Hop town, Quy Hop district, there are quite a lot of them for sale, but most of them are poor quality goods sold at cheap prices, only from 300,000-400,000 VND/piece, most of them have no origin, while the branded goods are 3.2-5 million VND/piece. According to buyers, cheap suitcases have an easy surface to be scratched or the lock broken after a few uses.

In addition, in Do Luong town, there are many fake, imitation, and poor quality household appliances being sold on the market. Most of these items have no origin, but many people still choose to buy them because they are cheap. For example, Sharp and Cuckoo rice cookers cost only 500,000-600,000 VND/unit, while genuine products cost nearly 2 million VND/unit, and Samsung TV remotes cost only 100,000 VND/unit, while genuine products cost 500,000 VND/unit.

Handling multiple violations

The trade in counterfeit, fake, and poor quality goods is seriously affecting the general business environment and consumer confidence. Since the beginning of January 2024, the authorities have continuously inspected and handled violations.

Typically, recently, on January 16, 2024, Market Management Team No. 11 coordinated with Vinh City Police to inspect a cosmetics business owned by Mr. LQT at Le Hong Phong Street, Vinh City, Nghe An. Mr. LQT's business is operating an e-commerce website with an online shopping cart to post cosmetic products for sale that have not fulfilled the obligation to notify the Ministry of Industry and Trade as prescribed. The authorities imposed an administrative fine of 15 million VND and forced the destruction of all violating goods.

Previously, on January 11, 2024, Market Management Team No. 11 also inspected and administratively sanctioned a cosmetics business organization in Vinh city for setting up a sales website without notifying the Ministry of Industry and Trade as prescribed.

January 9, 2024, Market Management Team No. 4 coordinated with the authorities to inspect the truck with license plate 36C-092.58. The vehicle driven by Mr. Phan Thanh Son, residing in Dien Bich commune, Dien Chau district, was discovered to be transporting 70 kg of frozen boneless chicken feet of unknown origin. The authorities imposed a fine of 8.2 million VND.

January 8, 2024, Market Management Team No. 6 inspected a business store owned by Mr. Nguyen Van Hung, located in Hoa Hieu ward, Thai Hoa town, and discovered that the store was selling 12 pairs of NIKE branded sports shoes with signs of counterfeiting the protected NIKE brand.

Mr. Nguyen Hong Phong - Deputy Director of Nghe An Market Management Department said: On the occasion of Tet, there are many goods supplied from many places to Nghe An, this is also the time when smuggling activities, trade fraud, production and trade of fake and counterfeit goods are complicated.

Violations mainly include transporting and trading in prohibited goods, smuggled goods, counterfeit goods, poor quality goods, and goods that violate food safety. Notably, activities that take advantage of e-commerce and social networking sites such as Facebook and Zalo to trade in smuggled goods, goods that infringe intellectual property rights, and goods of unknown origin are being reported.

Violating regulations on legal procedures in business activities, not having a business registration certificate, violating regulations on prices, not posting selling prices of goods. Violating standards, measurements, quality, and regulations on product labels.

Strengthening solutions to prevent counterfeit goods and trade fraud

To strengthen solutions to prevent and combat counterfeit goods and trade fraud in Nghe An, the Provincial People's Committee recently issued Plan No. 10/KH-UBND dated January 8, 2024 on "Strengthening the fight against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2024".

Inspect organizations and individuals producing and trading in the district that show signs of violating legal regulations in production and trading activities such as transporting and trading in prohibited goods, smuggled goods, producing and trading in counterfeit goods, goods that do not ensure quality, do not ensure food safety and acts of commercial fraud.

Checking all types of goods violating the regulations on prohibited smuggled goods, counterfeit goods, goods infringing intellectual property rights, goods of unknown origin, goods violating food safety regulations, and essential goods, foodstuffs, and daily consumer goods with increased demand during Tet.

Market management forces coordinate and exchange information with functional forces such as the Police, Customs, Border Guards, and specialized inspectors to effectively organize and implement the fight against smuggling and trade fraud in border areas, seaports, airports, warehouses, goods gathering points, and domestic markets.

Request the Department of Industry and Trade to focus on monitoring and evaluating the supply and demand of goods, especially essential goods, goods with high demand or high price fluctuations in the area, to proactively have plans or propose to competent authorities on measures to ensure supply and demand balance and market stability.

To avoid buying fake or poor quality goods, authorities have issued many recommendations and instructions for consumers to choose stores with clear addresses, or use software to check the origin of the barcode to determine whether the goods are genuine or not.

Nghe An Market Management Department recommends that if people discover stores selling goods of unknown origin, fake goods, or poor quality goods, they should immediately report to the market management force to prevent commercial fraud and protect the rights of consumers.
