At the beginning of the 2024 enrollment period, the National Economics University attracted attention when it announced that it would completely eliminate the admission method based on academic records. According to the 2023 enrollment method, the school reserved 10% of the total enrollment quota for candidates from specialized programs and specialized schools based on the average high school grade point average and the scores of the two high school graduation exams. However, realizing that most students admitted by this method had academic results that were not consistent with their admission scores, the school decided to eliminate the admission method based on academic records.

This also happened at Ho Chi Minh City University of Architecture 2 years ago. In 2020, the school introduced the admission method based on the average score of the transcript with about 30% of the total quota, for students who graduated from high school within 3 years (2018 to 2020). To screen students, the school set a requirement that the average score of each subject in the admission combination for each year of high school must be 7.5 points or higher. The admission score is determined by the principle of taking the student with the highest total score from high to the level that meets the quota. After 2 years of implementation, by 2022, the school stopped using the method of considering the average score of the transcript and replaced it with the assessment score of the Ho Chi Minh City National University. Currently, the school only uses the form of considering transcripts for students of specialized and gifted high schools with 15% of the total quota. Regarding this adjustment, the school representative said that although the school has set a high standard for accepting applications, high school academic results in the group of schools often do not have a uniform assessment.

Meanwhile, some universities have never used high school scores for admission, such as: Ho Chi Minh City University of Medicine and Pharmacy, Pham Ngoc Thach University of Medicine... Up to now, Pham Ngoc Thach University of Medicine still only considers admission based on high school graduation exam results. After a long time of only considering admission based on the general exam, in 2019, Ho Chi Minh City University of Medicine and Pharmacy added an admission method combining high school graduation exam scores and international foreign language certificates.

In the pedagogical school block, Saigon University also does not use transcripts for admission. According to the school representative, in 2024 the school will continue to not use transcripts as a basis for admission. Explaining this choice, the school representative said: "High school learning results depend on the assessment of each locality, each school, and even each teacher, so there is no uniformity. Therefore, to ensure the rights of students, the school does not use these assessment results. Using only exam results for admission will have the fairest assessment for students".

ADJUSTING THE TARGETS OF THE METHODS

Some universities have also proactively adjusted to reduce the admission quota based on academic records.

For example, according to the 2024 admission method just announced, Ho Chi Minh City University of Agriculture and Forestry will use 5 admission methods. Of which, the admission method based on academic records is expected to apply to 25-30% of the total enrollment target.

Dr. Vo Thai Dan, Head of Training Department of Ho Chi Minh City University of Agriculture and Forestry, said that the school's Training Department conducted an analysis based on the student's application records to the school. Although the school's data is limited, the results show that there is a discrepancy in academic records between regions. Even in Ho Chi Minh City, there are areas with the same location but the scores are assessed at different levels. Meanwhile, the number of admitted students completing admission procedures is not high, but the number of registered students, although admitted based on their academic records, tends to use high school graduation exam scores or competency assessment exam scores to confirm admission. Therefore, in 2024, the school decided to reduce the quota for considering academic records.

Instead, Dr. Dan said the school added an admission method that combines the 2024 high school graduation exam scores with international English certificates. The new admission method is considered a trial step in preparation for enrollment from 2025, when foreign languages ​​are no longer required in the high school graduation exam. With this new method, the school hopes to reach a group of students who are good at foreign languages.

ADJUSTMENT OF METHOD USING ACADEMIC SCORE

In recent years, admission based on academic records has become the main admission method of many universities. Notably, for many top universities, academic records are one of the admission criteria in a method.

For example, schools in the Ho Chi Minh City National University system have for many years applied the preferential admission method according to separate regulations for students from 149 high schools (83 specialized and gifted schools and 66 additional schools according to separate criteria). In addition to the necessary conditions on graduation year, conduct and academic performance, the criteria for consideration is the average score of 3 corresponding subjects in the admission combination of 3 years of high school. In 2023, Ho Chi Minh City University of Social Sciences and Humanities added 0.2-0.5 priority points for candidates who met additional criteria such as: students winning prizes in competitions, students with international foreign language certificates, etc. However, in 2024, a representative of this university said that it planned to adjust the evaluation criteria with this preferential admission method.

Specifically, schools can combine international certificates and foreign language certificates according to the 6-level competency framework when recruiting students from specialized high schools, gifted high schools, and schools with students achieving high results in the high school graduation exam each year.
