Many encouraging results

Speaking at the meeting, delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province expressed his high agreement with the Government's report and the inspection report of the National Assembly Economic Committee on the assessment of the results of the implementation of the socio-economic development plan for 2024 and the plan for 2025. According to the delegate, in the past year, in the context of the world with many complex fluctuations, many challenges and risks; hot spots and conflicts have been and are taking place in a very complicated and unpredictable manner... However, under the leadership of the Party, the companionship of the National Assembly; the determination and drasticness of the Government and the Prime Minister in directing and operating; the sharing and companionship of businesses and people, the results achieved are very encouraging. Specifically: the GDP growth rate for the whole year is estimated at 6.8 - 7%, exceeding the target set by the National Assembly (6 - 6.5%) among the few countries with high growth in the region and the world; The macro economy is basically stable, inflation is under control, major balances are ensured. The cultural and social fields, social security policies are invested in and developed; National defense and security are ensured; foreign affairs and international integration, especially high-level foreign affairs, are proactively, synchronously, comprehensively and effectively implemented, and this is considered a bright spot among many bright spots in the past year.

However, the delegate said that the results achieved have not really brought into full play the country's potential and advantages and have not met the expectations of the Party and State leaders, businesses and people. Agreeing with the Government's assessment of the limitations, difficulties and challenges of our country in the current context and solutions in the coming time; according to the delegate, every year the National Assembly discusses and evaluates waste; this is a problem that still exists, an obstacle to the country's development. Therefore, the delegate suggested that the National Assembly and the Government soon have truly effective solutions to solve this problem in order to fully promote the potential of society and the economy to move the country forward.

Consider issuing special mechanisms for some projects

According to delegate Nguyen Huu Thong, during his lifetime, President Ho Chi Minh always focused on preventing and combating waste. He advised: "Corruption, waste and bureaucracy are the enemies of the people, the army and the Government"; He pointed out that "Corruption is harmful but waste is sometimes even more harmful: It is more harmful than corruption because waste is very common...". The delegate mentioned the issue of waste here is the waste of social resources, the country's resources in the current "covered projects" and "shelved projects" nationwide. "Maybe until now we do not have really complete and accurate statistics on the above waste; but in my opinion, this number is not less than hundreds of thousands of billions of VND, that is the financial figure, and the waste and consequences surrounding it such as: waste of land resources, waste of development opportunities for enterprises, the country... are immeasurable and above all, it is the waste of people's trust. Wind power and solar power projects have been invested in but not yet put into operation, or thousands, hundreds of thousands of apartments have been built and left empty, or construction works and projects have been under construction for decades and have not been completed..." - delegate Nguyen Huu Thong pointed out.

There are many reasons; reasons from investors, businesses, and state agencies. But according to the delegate: “Whatever the reason, we must identify this as the wealth and resources of society and the country in order to find solutions soon. The National Assembly and the Government's consideration of policies and mechanisms to remove difficulties and obstacles in real life is to accompany and create development for a strong Vietnam, not to legitimize violations.”

According to the delegate, in this session, the Government presented many contents and many draft laws to remove obstacles, inadequacies and overlaps in legal documents such as the Investment Law, the Public Investment Law, the Law on Investment under the public-private partnership model or to consider giving opinions on the draft Resolution on specific policies to remove obstacles for land projects in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang, Khanh Hoa, etc. Demonstrating the spirit of drastic creation of the Government and the Prime Minister. The delegate expressed his hope that the Government would continue to direct ministries, branches and localities to review and evaluate projects and works with current institutional problems, such as: projects through inspections, examinations, investigations, judgments, projects that are slow to be implemented due to lack of synchronization of legal documents, etc. to propose solutions.
