Building Can Tho city as the driving force for development of the Mekong Delta region

As the center of the Mekong Delta region, a land with a long history and rich revolutionary tradition, in recent years, implementing the Party's innovation policy, the Party Committee, government and people of Can Tho City have made many efforts to strive and achieve many important achievements in economic, cultural, educational and training development, science and technology, becoming the locomotive and driving force with great attraction and influence in the key economic region of the Mekong Delta. The 14th Congress of Can Tho City Party Committee, term 2020-2025, determined the Congress theme: "Improving the leadership capacity and fighting strength of the Party Committee; promoting the combined strength; building and developing Can Tho City to soon become the driving force of the Mekong Delta region". To achieve that goal, the Resolution of the 14th Congress of Can Tho City Party Committee has set out 20 specific targets and identified 3 breakthroughs that need to be implemented during the term. The City Party Committee and the Standing Committee of the City Party Committee issued the full-term working program and action program to implement the Resolution of the 13th National Party Congress and issued more than 1,300 documents of all kinds (including 17 resolutions, 5 directives, 08 regulations, 350 decisions, 50 conclusions, more than 100 programs and plans...) in all fields, associated with the implementation of the Resolution of the 13th National Party Congress and in line with the city's development orientation in the spirit of the Central Committee's resolutions on the development of Can Tho city.

After 4 years of implementing the Resolution, Can Tho city has achieved many positive results in various fields , creating a solid foundation for the successful implementation of the Resolution of the City Party Congress for the 2020-2025 term and the Resolution of the 13th National Party Congress. Notably, the scale of the economy has been expanded, contributing to the overall development of the Mekong Delta and the whole country; by 2023, the total product value in the area will reach more than 118,000 billion VND, 10.2 times higher than in 2004. The average gross domestic product (GRDP/person) in 2023 will reach 94.7 million VND, 9.2 times higher than in 2004 (about 4,000 USD/person/year), contributing to improving the quality of life of the city's people. The economic structure has shifted in the right direction, developing industry, trade and services, gradually reducing the proportion of the agricultural sector. The export turnover of goods has increased sharply, the trade and service sector has developed rapidly and diversified, playing a key role in the GRDP structure, gradually establishing the central role of the Mekong Delta region ; in which, the total retail sales of goods and service revenue in Can Tho always rank first in the Mekong Delta region ; infrastructure and tourism products have been continuously invested in, built and upgraded, contributing to bringing the image, country, culture, and people of Vietnam in general and the land and people of Can Tho in particular to international friends. The work of building the Party and the political system is clean and strong in all aspects; the work of preventing and combating corruption and negativity, and resolving complaints and denunciations has been well implemented; national defense and security have been maintained and stabilized; ethnic and religious affairs have been well implemented; Foreign affairs activities are enhanced, international relations are expanded...

To achieve the above results, one of the solutions that the Can Tho City Party Committee is interested in leading is to strengthen inspection and supervision work. Right from the beginning of the 2020-2025 term, the City Party Committee and Party committees at all levels have focused on improving the quality, effectiveness and efficiency of inspection, supervision and Party discipline enforcement work. Every year, Party committees and Inspection Commissions at all levels of the city develop and issue inspection and supervision programs and plans. The content of inspection and supervision focuses on areas such as the implementation of the Party's guidelines and policies and the State's laws; regulations of the Party Charter; Party building and rectification work associated with promoting the study and following of Ho Chi Minh's ideology , morality and style; the principle of democratic centralism; working regulations; Along with specialized inspection and supervision, Inspection Committees at all levels strengthen regular supervision of Party organizations and Party cadres and members to promptly detect, prevent and handle violations.

Since the beginning of the term , on average, each year, the Inspection Committees at all levels have advised the Standing Committees of Party Committees and directly organized thematic inspections and supervisions of nearly 1,586 Party organizations and nearly 1,000 Party members. Through the inspection, supervision and discipline enforcement work within the Party, it has contributed to helping the City Party Executive Committee, the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee as well as lower-level Party Committees lead and direct the implementation of the Party's guidelines and policies, the State's policies and laws in real life; implement the principle of democratic centralism and the working regulations of Party Committees; improve the political capacity, revolutionary ethics, working style and working manners of cadres and Party members. Also through the inspection and supervision work, Party Committees and Inspection Committees at all levels have disciplined and required Party organizations and Party members to overcome shortcomings; Disciplinary action was taken against more than 10 party organizations and more than 500 party members and officials who violated the Party's rules. At the same time, the Standing Committee of the City Party Committee has resolutely directed the organization to overcome the limitations and shortcomings pointed out in the Central Inspection Commission 's Conclusion Notices on related inspection and supervision contents , ensuring seriousness and compliance with regulations. Thereby, contributing to maintaining strict Party discipline and order; building a clean and strong Party.

The achievements in the past time are the result of a process of persistent and continuous efforts through many terms of the Party Committee, government and people of Can Tho city; and are the premise and momentum for Can Tho city to develop rapidly and sustainably in the coming time, according to the goal of Resolution 59 of the Politburo, striving: "By 2030, Can Tho will be an ecological, civilized and modern city imbued with the cultural identity of the Mekong Delta river region ; be the center of the region for industrial development, trade services, tourism, logistics, processing, high-tech agriculture, education and training, specialized healthcare, science and technology, culture and sports; be the core urban area of the Mekong Delta region ; the material and spiritual life of the people is at a high level; the Party organization and political system are clean and strong; national defense and security are firmly ensured"./.
