Standing meeting of the Steering Committee's Working Group to implement Resolution 57 and Project 204.
Reporting on the implementation of Resolution No. 57-NQ/TW and digital transformation in party agencies, comrade Ngo Hai Phan, Director of the Department of Digital Transformation - Cryptography, Central Party Office, Permanent Deputy Head of the Central Steering Committee's Working Group, said that the announcement of the conclusion of comrade General Secretary To Lam, Head of the Central Steering Committee on Resolution 57 at the 2nd meeting on March 4, 2025, assigned 45 specific tasks to the implementing agencies, including 3 tasks to be performed in March and April 2025 and 6 tasks in May 2025. Up to now, 3/3 tasks are being performed within the deadline.
In particular, the Central Party Office - the Standing Agency of the Steering Committee has advised and submitted to the Head of the Steering Committee for signing and promulgation of 06 documents on the basis of the Steering Committee's operations; Issued the Action Plan of the Central Party Office to implement Resolution No. 57-NQ/TW; Issued a document of the National Advisory Council to transfer comments from experts and enterprises on the draft Decree detailing and guiding a number of articles of Resolution No. 193/2025/QH15; a document urging the implementation of the conclusion of the 2nd Session of the Steering Committee. Currently, documents guiding provincial and municipal Party Committees to develop an Action Plan to implement Resolution No. 57-NQ/TW and to collect opinions from ministries and agencies on the Index for monitoring, evaluating and supervising the implementation of Resolution No. 57-NQ/TW are being submitted.
In addition, the Government Party Committee has directed: Including 10 contents and tasks related to the implementation of Resolution No. 57-NQ/TW in the Resolution of the regular Government meeting in February 2025; establishing the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 and organizing the first meeting of the Steering Committee on March 18, 2025; The Ministry of Science and Technology develops and submits to the Government a draft Decree detailing a number of articles of Resolution No. 193/2025/QH15 of the National Assembly.
Regarding the implementation of the Digital Transformation Project in Party agencies, on March 10, 2025, the Steering Committee of Project 204 held the 2nd Session and issued Conclusion Notice No. 06-TB/BCĐCĐS dated March 18, 2025, assigning 46 tasks in 2025 to implementing agencies, including 13 tasks in March 2025 and 14 tasks in April 2025. Up to now, 4/13 tasks in March 2025 have been completed, 9/13 tasks are being implemented. In which: The Central Party Office - the Standing Agency of the Steering Committee is drafting and completing a number of documents expected to be issued in March 2025, including: Decision on restructuring; operating regulations; 2025 work plan of the Steering Committee Support Team of Project 204; regulations and rules on network system operation management and information security; documents sent to agencies to implement the conclusions of the 2nd meeting of the Steering Committee.
Regarding the development of digital infrastructure, the implementation of specialized data network connections from the central to the grassroots level: The Ministry of Science and Technology has sent a document to: People's Committees of provinces and centrally-run cities requesting information on the merger (district, commune/ward level) to serve the implementation of the Party's wide-area information network connection infrastructure; VNPT and Viettel Groups are preparing resources to focus on implementing the connection plan of the Party Committee at the commune/ward level and must complete it within 01 week from the time the locality has information on the merger of administrative units at the commune/ward level. At the same time, coordinate with the Government Cipher Committee and the system development unit to complete the design and implementation of: a plan to ensure network safety and security at the infrastructure level for software serving the Central Conference and Party Congress; technical infrastructure, equipment resources to meet the deployment of operational management software and paperless meeting rooms on the internet; Test the information security of the Management, Operations and Paperless Meeting Room software before putting it into use on the internet.
At the meeting, members of the Working Group discussed, contributed ideas and made proposals to resolve difficulties and obstacles, thereby determining implementation methods; roadmap and progress to complete tasks on time.
Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, Deputy Head of the Steering Committee delivered a concluding speech at the working session.
Concluding the working session, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Deputy Head of the Steering Committee, commented: In the past time, the assigned units have seriously implemented the conclusions of the two Steering Committees, however, there are still delays in implementing some specific tasks, and it is necessary to quickly "catch up" the missed time.
Emphasizing that the conclusions of the two Steering Committees on March 4 and March 10 are legal and unchanged, comrade Nguyen Duy Ngoc requested that the units uphold their sense of responsibility; strengthen coordination and information exchange in the process of synthesizing data, developing and completing the contents of consultation and reporting to the Steering Committee.
