Kinhtedothi - On the afternoon of December 25, Survey Team No. 2 of the Document Subcommittee of the 18th Congress of the Hanoi Party Committee had a working session with the Dong Anh District Party Committee on the implementation of the Resolution of the 17th City Party Congress, term 2020 - 2025.
Comrade Nguyen Doan Toan, Member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Propaganda Department, Head of Survey Team No. 2 chaired. Attending were representatives of leaders of departments and branches who were members of the survey team.

Presenting a report on the implementation results of the Resolution of the 17th Hanoi Party Congress; Resolution of the Dong Anh District Party Congress for the 2020-2025 term, Standing Deputy Secretary of the Dong Anh District Party Committee Nguyen Van Cuong said that since the beginning of the term, despite many difficulties, the Party Committee, government and people of Dong Anh have well implemented key tasks with many outstanding results, completing and exceeding the targets set by the Resolution of the 29th Dong Anh District Party Congress.
In particular, the economy has continuously grown rapidly and higher than the average growth rate of the capital and the whole country. The economic structure has shifted in the right direction; budget revenue and expenditure have achieved outstanding results; education - training, culture - society have continued to receive synchronous and comprehensive investment, achieving many positive and clear results.
The average growth rate of production value of key industries in the area, 2021 - 2025, is estimated at 9.4%. Total state budget revenue in the area in 5 years is estimated at 63,469 billion VND, an average of 12,694 billion VND/year, exceeding the target by 219%. Thanks to that, the material and spiritual life of the people is constantly improved. Average income per capita in 2020 reached 61.8 million VND/person/year; expected to reach 92.50 million VND/person/year by the end of 2025.
In the period of 2021 - 2025, non-budgetary projects have been and are being implemented, creating breakthroughs, contributing greatly to the socio-economic development of the district. National and regional projects such as: Smart City, Dong Anh New Urban Area, National Exhibition Center have contributed a huge source of revenue to the budget, contributing to the realization of planning and accelerating the urbanization process, shifting the economic structure in the right direction.
Along with that, the work of Party building, rectification, and building a clean and strong political system has been strengthened, organized and implemented effectively in all areas of ideology and propaganda, cadre organization, inspection, supervision, mass mobilization, and administrative reform in the Party. Always take care of training, create sources, and carry out well the work of developing new and young party members. By August 2024, the District Party Committee decided to admit 1,487 new party members, of which 20 party members were high school students (exceeding the target of the Resolution of the 29th District Party Congress of 300 party members/year).
“In particular, the district has identified very correctly and accurately 6 key work programs, 3 breakthroughs to build projects and plans, focused on drastic direction and organized implementation to achieve high results, completing very important and historic tasks. That is to complete the targets and criteria for building an advanced new rural district, building Dong Anh district into a district” - Standing Deputy Secretary of Dong Anh District Party Committee Nguyen Van Cuong said.
Pilot mechanism research
At the meeting, Secretary of Dong Anh District Party Committee Le Trung Kien said that in the process of promoting investment in building the district into a district, the district has always received support and assistance from the city and coordination from departments and branches. In the process of implementing resolutions, the district has always focused on practical tasks such as: investing in infrastructure systems; managing urban order, construction order; managing agricultural land funds, especially industrial agricultural land...
“Through the practical implementation, the district has also drawn lessons from experience in planning work. Dong Anh is the leading district in Hanoi in planning implementation. Every year, the district allocates hundreds of billions of VND in resources to serve the planning work...” – Secretary of Dong Anh District Party Committee Le Trung Kien said.
At the conference, members of Survey Team No. 2 specifically assessed the work of the Dong Anh District Party Committee for the 2020-2025 term; at the same time, they focused on clarifying the opportunities, difficulties, and exploiting the strengths of Dong Anh District when developing into a district. Members of Survey Team No. 2 also said that the district needs to focus on developing OCOP agricultural products as well as exploiting the potential of cultural and heritage tourism in the area, thereby promoting socio-economic development. At the same time, focus on developing urban transport infrastructure, creating breakthroughs in digital transformation...
Concluding the working session, Head of the Hanoi Party Committee's Propaganda Department Nguyen Doan Toan highly appreciated the comprehensive results in all aspects of work that the Dong Anh District Party Committee has achieved since the beginning of the term, especially in recent years when the district is preparing to develop into a district.
In the process of implementing the resolution, the district has developed 6 key programs and 29 projects, which have been fully implemented to date, with implementation closely linked to reality. During the implementation process, there has been a specific and uniform assignment throughout the area; the district's economic development indicators have developed comprehensively; budget revenue has grown strongly; the number of enterprises established in the area is large. Along with that, the planning and management work has been done very well, 87/87 planning projects have been completed in detail at a scale of 1/500 and the planning work has always been ahead.
In particular, from 2021 to present, the district has approved 14,506 compensation, support and resettlement plans with a cleared area of 502 hectares and a total amount of VND 4,625 billion. This is a large amount of work that not every locality can do. This demonstrates the consensus of the entire district political system.
“Currently, the district is continuing to promote investment in the framework infrastructure system. With the achieved results and the capacity of the management apparatus, we will propose a pilot mechanism for Dong Anh district in implementing planning research and infrastructure construction so that the district can be proactive. We suggest that the district start building a list of projects, then propose it to the city to issue, along with clear assignment and responsibilities and solutions for implementation,” emphasized Nguyen Doan Toan, Head of the City Party Committee's Propaganda Department.
Basically agreeing with the recommendations and proposals of the district, comrade Nguyen Doan Toan said that the survey team will recommend to the city on mechanisms and policies to ensure comprehensive decentralization and authorization to districts, including the establishment of 1/2000 planning, then investment policies. At the same time, a list of specific projects will be established, along with solutions, clear assignment of tasks and implementation progress.
Regarding the resolution of the Congress for the 2025-2030 term, Dong Anh district, when drafting documents, needs to consider the plan to become a new growth engine of the city. Especially, updating the 7 major policies of the Party and General Secretary To Lam on the New Era - the Era of the nation's rise" - Head of the Propaganda Department of the City Party Committee Nguyen Doan Toan said.
