In order to avoid overcharging, just entering the new school year, the Department of Education and Training of Ho Chi Minh City has issued a document with specific instructions for each collection item. Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said he felt very sad and ashamed that offensive and anti-educational words such as overcharging appeared at the beginning of the school year. "In fact, I have not seen any principal using his own money but doing it in a way that is against regulations or in the wrong order," Mr. Hieu said, affirming that the Department of Education and Training of Ho Chi Minh City is determined to say "no" to overcharging, minimizing cases of principals making mistakes due to not fully understanding the regulations.
The head of the Ho Chi Minh City Department of Education and Training has requested the Department of Education and Training of districts and Thu Duc City to direct principals of units not to collect excessive fees. “Any principal who makes a mistake, the Department of Education and Training must take measures to handle it. As for high school principals who make a mistake, I will directly handle it. We must be resolute with each other like that for the benefit of students and the honor of teachers,” Mr. Hieu emphasized.
According to Mr. Tran Khac Huy, Head of the Financial Planning Department, Ho Chi Minh City Department of Education and Training, in the 2023-2024 school year, many schools in Ho Chi Minh City implemented illegal collections, grouped many collections at the beginning of the school year, and organized collections by school year for some monthly collections... Mr. Huy instructed schools to unify naming according to the category, avoiding the situation of naming differently.
Regarding funding projects and parent-student activities, Mr. Huy admitted that many managers have not yet applied and clearly understood Circular 16 of the Ministry of Education and Training on funding educational institutions and Circular 55 on parent-student activities. Some units are still confused when implementing these two circulars, leading to a situation that creates negative public opinion among parents.
The Department of Education and Training of Ho Chi Minh City has just required nearly 2,000 schools from kindergarten to high school to publicize information on admissions, financial revenues and expenditures, teacher salaries, student revenues, etc. Regarding the financial situation, schools must publicize information on the previous fiscal year immediately preceding the reporting time according to legal regulations, including the structure of revenues and expenditures such as: funding sources (state budget, investor support; tuition, fees and other revenues from learners; sponsorship and contracts with external parties; other sources of revenue) and types of activities (education and training, science and technology, other activities). In addition, schools must publicize salary and income expenditures (salaries, allowances, additional salaries and other expenses of the nature of salaries for teachers, lecturers, managers, employees, etc.); Expenses for facilities and services (expenses for purchasing, repairing, maintaining and operating facilities, equipment, hiring services directly serving education, training, research, staff development activities, etc.); expenses for supporting learners (scholarships, subsidies, living support, movement activities, emulation, rewards, etc.).
